    Heterogeneity as the source of the state's resilience: the case of spatial planning under state-led neoliberalization in South Korea

    Existing theories on the state and neoliberalism demonstrate that the state is resilient enough to restructure itself under neoliberalization of the economy. These theories, however, do not explain exactly how and why the state can be resilient. Using the case of spatial planning in South Korea around the turn of the millennium, when neoliberalism was an apparent consensus and the economy clearly was neoliberalized, this paper attempts to demonstrate that the source of the state's resilience is the heterogeneity of the neoliberal consensus. Neoliberalism, as a geographically and historically specific ideology in South Korea, combines political liberalism, economic conservatism, resistant regionalism, and localism. This heterogeneity within the neoliberal consensus in the ruling block allows the state to interpret neoliberalism in such a way that it can maintain a strong hold on its spatial economy by combining various spatial planning measures and simultaneously adjusting its spatial economy to accord with the neoliberalization of the global economy

    Contingent proletarianization of creative labor: Deskilling in the Xianyou classical furniture cluster

    Champions of creative economy maintain that, unlike labor in manufacturing, labor in the creative industries is independent and innovative. They also claim that we are witnessing a linear transition from a manual to a creative labor-based economy. We argue against this idea of a sweeping, historical transition and instead posit that the labor process can easily switch from one to the other, depending on market conditions. We illustrate this theoretical point through an empirical study of the classic furniture industry cluster in Xianyou, China. Until around 2005, the region housed a typical low-skill, low-value added manufacturing cluster of small size. Since then it quickly transformed into a creative industry cluster where a small number of craftsmen performed both creative and manual work. However, the recent growth in the demand for classic furniture has enabled firms to mechanize the production process thereby creating new divisions of labor and turning the majority of the workforce into simple manual workers. At the same time, those who specialize in what remains creative in the production process are now liberated from manual work and enjoy greater creative freedom and higher status. Based on these findings, we conclude that, the transformation between creative and non-creative labor is reversible, industry-specific, and contingent upon the market rather than irreversible and economy-wide

This paper contributes to the understanding of the interface between academic research and regional policy. According to the literature on policy rationale, policy-makers select elements from existing academic research that fit their policy rationale. This paper further expands on this idea and argues that bureaucrats not only passively choose academic concepts but also actively reconstruct them. To show this, the paper theoretically distinguishes between three different levels of policy rationale – meta, intermediate and specific – and analyses the way the regional innovation system concept was used in regional policies under South Korea's Roh administration (2003–08)

    The emergence of a multiscalar growth regime and scalar tension: the politics of urban development in Songdo New City, South Korea

    This study approaches the politics of urban development from within the framework of the emergence of a new multiscalar growth regime and the path dependence of the Korean developmental state. Through a case study of the Songdo New City development in South Korea, this study looks at how the scalar division of labor among various actors has interacted with the emergence of a multiscalar growth regime. We focus on the logic by which different scales of governmental and nongovernmental actors cooperate and, at the same time, compete with one another for authority over economic development. Our findings demonstrate, first, that the new regime resulted from the emergence of downward state rescaling to the local scale and of private business as a key actor. Second, the regime actors have been involved in scalar tensions and have constantly negotiated the scalar divisions of labor among them. This research provides a contextualized example of a spatiotemporal logic in which statehood has been transformed into a network

    Location determinants of green technological entry: evidence from European regions

    In this paper, we explore the spatial distribution and the location determinants of new green technology-based firms across European regions. Integrating insights from evolutionary economic geography and the literature on knowledge spillovers, we study the importance of new knowledge creation and the conditioning role played by regional technological relatedness in fostering combinatorial opportunities underlying the process of green technological entry. The analysis is based on a dataset covering over 900 NUTS3 regions for 15 European countries obtained merging economic data from ESPON-Eurostat and patent information from the PATSTAT-CRIOS database for the period 1996–2006. Our results show that the geographical distribution of green technological entry across European regions is not evenly distributed, offering evidence of spatial path dependence. In line with this, we find evidence of a significant role played by the characteristics of the regional innovation system. New green innovators are more likely to develop in regions defined by higher levels of technological activity underlying knowledge spillovers and more dynamism in technological entry. Moreover, our findings point to an inverted-U relationship between regional technological relatedness and green technological entry. Regions whose innovation activity is defined by cognitive proximity to environmental technologies support interactive learning and knowledge spillovers underlying entrepreneurship in this specific area. However, too much relatedness may cause technological lock-ins and reduce the set of combinatorial opportunities

In the past few years, a debate has been growing whether Gleason score 3 + 3 = 6 prostate cancer is a clinically significant disease. Clinical, molecular and genetic research is addressing the question whether well characterized Gleason score 3 + 3 = 6 disease has the ability to affect the morbidity and quality of life of an individual in whom it is diagnosed. The consequences of treatment of Gleason score 3 + 3 = 6 disease are considerable; few men get through their treatments without sustaining some harm. Further modification of the classification of prostate cancer and dropping the label cancer for Gleason score 3 + 3 = 6 disease might be warranted

    Improved functionalization of oleic acid-coated iron oxide nanoparticles for biomedical applications

    Superparamagnetic iron oxide nanoparticles can providemultiple benefits for biomedical applications in aqueous environments such asmagnetic separation or magnetic resonance imaging. To increase the colloidal stability and allow subsequent reactions, the introduction of hydrophilic functional groups onto the particles’ surface is essential. During this process, the original coating is exchanged by preferably covalently bonded ligands such as trialkoxysilanes. The duration of the silane exchange reaction, which commonly takes more than 24 h, is an important drawback for this approach. In this paper, we present a novel method, which introduces ultrasonication as an energy source to dramatically accelerate this process, resulting in high-quality waterdispersible nanoparticles around 10 nmin size. To prove the generic character, different functional groups were introduced on the surface including polyethylene glycol chains, carboxylic acid, amine, and thiol groups. Their colloidal stability in various aqueous buffer solutions as well as human plasma and serum was investigated to allow implementation in biomedical and sensing applications.status: publishe
