Linking Biotechnology and Agricultural Biodiversity Resources in Holistic Strategy in West Africa
Modern economic activities are heavily dependent on using diversity of biological resources. Africa has a wealth of biodiversity resources which, with the appropriate application of biotechnological tools for conservation and use, can serve as sources of wealth creation. Proper harnessing of the linkages between biotechnology and the diversity of biological resources is required to meet challenges of food security, health, poverty and wealth creation in West African countries. The paper explores some of the key applications of biotechnology for conservation of agricultural biodiversity resources, and considers the potential threat of biotechnology to diversity of genetic resources. It also explores complex issues that inform current policy debates. It concludes that Government support is required for theconservation and breeding of farmers’ varieties, or landraces by public breeding programmes, and the design of private and public mechanisms to ensure that the pursuit of biotechnology does not compromise the diversity in biological resources. It would be strategic for West African countries to establish and explore beneficial linkages between the subregional genetic resources conservation initiative and biotechnology programmes. Some pertinent questions are raised on how to best manage the strategic interplay between biotechnology and diversity in agricultural biodiversity resources. The provision of adequate information is highlighted to inform decisions and choices based on the real valueand potential risks of biotechnology
Uni-modal versus joint segmentation for region-based image fusion
A number of segmentation techniques are compared with regard to their usefulness for region-based image and video fusion. In order to achieve this, a new multi-sensor data set is introduced containing a variety of infra-red, visible and pixel fused images together with manually produced 'ground truth' segmentations. This enables the objective comparison of joint and unimodal segmentation techniques. A clear advantage to using joint segmentation over unimodal segmentation, when dealing with sets of multi-modal images, is shown. The relevance of these results to region-based image fusion is confirmed with task-based analysis and a quantitative comparison of the fused images produced using the various segmentation algorithms
Neisseria meningitidis serogroup C sepsis and septic arthritis in an HIV-positive man
A patient with well-controlled HIV-1 infection presented with fever and rigors, a widespread maculopapular rash, and severe generalised arthralgia. Sepsis of unknown aetiology was diagnosed, and treatment with broad-spectrum antimicrobials commenced. Following initial clinical improvement, a right knee septic arthritis developed. Microscopy and culture of the joint aspirate were negative for organisms but 16S rDNA PCR identified Neisseria meningitidis DNA, subsequently verified as capsular genogroup C, thus confirming a diagnosis of disseminated meningococcal sepsis with secondary septic arthritis

Experimental evidence on promotion of electric and improved biomass cookstoves.
Improved cookstoves (ICS) can deliver "triple wins" by improving household health, local environments, and global climate. Yet their potential is in doubt because of low and slow diffusion, likely because of constraints imposed by differences in culture, geography, institutions, and missing markets. We offer insights about this challenge based on a multiyear, multiphase study with nearly 1,000 households in the Indian Himalayas. In phase I, we combined desk reviews, simulations, and focus groups to diagnose barriers to ICS adoption. In phase II, we implemented a set of pilots to simulate a mature market and designed an intervention that upgraded the supply chain (combining marketing and home delivery), provided rebates and financing to lower income and liquidity constraints, and allowed households a choice among ICS. In phase III, we used findings from these pilots to implement a field experiment to rigorously test whether this combination of upgraded supply and demand promotion stimulates adoption. The experiment showed that, compared with zero purchase in control villages, over half of intervention households bought an ICS, although demand was highly price-sensitive. Demand was at least twice as high for electric stoves relative to biomass ICS. Even among households that received a negligible price discount, the upgraded supply chain alone induced a 28 percentage-point increase in ICS ownership. Although the bundled intervention is resource-intensive, the full costs are lower than the social benefits of ICS promotion. Our findings suggest that market analysis, robust supply chains, and price discounts are critical for ICS diffusion
Valuing the ICECAP capability index for older people
This paper reports the first application of the capabilities approach to the development and valuation of an instrument for use in the economic evaluation of health and social care interventions. The ICECAP index of capability for older people focuses on quality of life rather than health or other influences on quality of life, and is intended to be used in decision making across health and social care in the UK. The measure draws on previous qualitative work in which five conceptual attributes were developed: attachment, security, role, enjoyment and control. This paper details the innovative use within health economics of further iterative qualitative work in the UK among 19 informants to refine lay terminology for each of the attributes and levels of attributes used in the eventual index. For the first time within quality of life measurement for economic evaluation, a best-worst scaling exercise has been used to estimate general population values (albeit for the population of those aged 65+ years) for the levels of attributes, with values anchored at one for full capability and zero for no capability. Death was assumed to be a state in which there is no capability. The values obtained indicate that attachment is the attribute with greatest impact but all attributes contribute to the total estimation of capability. Values that were estimated are feasible for use in practical applications of the index to measure the impact of health and social care interventions. © 2008 Elsevier Ltd. All rights reserved

Previous work has shown that microplastics may be ingested and inhaled by the shore crab Carcinus maenas although the biological consequences are unknown. Here, we show that acute aqueous exposure to polystyrene microspheres (8μm) with different surface coatings had significant but transient effects on branchial function. Microspheres inhaled into the gill chamber had a small but significant dose dependent effect on oxygen consumption after 1 hour of exposure, returning to normal levels after 16 h. Ion exchange was also affected, with a small but significant decrease in hemolymph sodium ions and an increase in calcium ions after 24 h post exposure. To further asses the effects on osmoregulation, crabs were challenged with reduced salinity after microplastic exposure. Neither microspheres nor natural sediments altered the crab’s response to osmotic stress, regardless of plastic concentration added. Carboxylated (COOH) and aminated (NH2) polystyrene microspheres were distributed differently across the gill surface, although neither had a significant adverse impact on gill function. These results illustrate the extent of the physiological effects of microplastics, compared to the physiological resilience of shore crabs in maintaining osmoregulatory and respiratory function after acute exposure to both anthropogenic plastics and natural particles.W, CL and TG acknowledge funding from the European Union Seventh Framework Programme (FP7/2007-2013) under grant agreement n° 308370.
