    Pathways: Augmenting interoperability across scholarly repositories

    In the emerging eScience environment, repositories of papers, datasets, software, etc., should be the foundation of a global and natively-digital scholarly communications system. The current infrastructure falls far short of this goal. Cross-repository interoperability must be augmented to support the many workflows and value-chains involved in scholarly communication. This will not be achieved through the promotion of single repository architecture or content representation, but instead requires an interoperability framework to connect the many heterogeneous systems that will exist. We present a simple data model and service architecture that augments repository interoperability to enable scholarly value-chains to be implemented. We describe an experiment that demonstrates how the proposed infrastructure can be deployed to implement the workflow involved in the creation of an overlay journal over several different repository systems (Fedora, aDORe, DSpace and arXiv).Comment: 18 pages.     The fine art of boundary spanning: Making space for water in the east Netherlands

    The desire to comply with the European Water Framework Directive, which seeks to promote Integrated Water Management, has led to a large number of proposed projects that in turn make huge demands on the financial and administrative capacity of water managers, who need to combine multiple fields of interest and participation such as agricultural interests, regional economic development, natural values, water safety and water quality issues to complete each project. To achieve these goals, water managers will often need to negotiate and strike alliances with actors in other policy areas such as spatial planning and local and regional economic development. The article first introduces 'boundary spanning' in a water management context. The concept builds on the concept of 'boundary work' as a strategy to arrive at organisational goals -�� to reduce uncertainty and deal with complexity in the organisational environment. The contribution then discusses briefly two recent innovative regional water projects, both located in the East Netherlands: a retention basin project on the river Vecht and the planning of a new channel, the Breakthrough. It further analyses strategies pursued by 'boundary spanners' and integrates the analysis with that of a focus group workshop and interviews held with Dutch boundary spanners working for Dutch regional Water Management Boards. The cases show that it is preferable to apply boundary spanning strategies earlier rather than later, and that opponents are also aware of this option

    Rethinking “development” : Land dispossession for the Rampal power plant in Bangladesh

    In this article, we critically review the developmental claims made for the construction of the Rampal power plant in southwestern Bangladesh, in the light of evidence about transformations of land control related to this construction project. Land has become a heavily contested resource in the salinity-intruded southwestern coastal area of Bangladesh. Changes in land control for the construction of the Rampal power plant and similar projects have intensified decades of struggles over rights and access to land. The Rampal project is labelled as “development” and claims to contribute to the elimination of poverty. However, we find that, in reality, this project leads to a reorganization of land control, rights and access in ways that perpetuate and intensify waves of eviction and exclusion of small landholders and landless laborers, thus threatening agriculture-based rural livelihoods. We analyze how four actor groups involved in land control are differently affected by the project interventions, embedded in the context of historical land tenure developments. We find that the benefits of this “development”, primarily favoring rich and powerful social groups and investors, necessitates a critical rethinking of Bangladesh's development and its claims of poverty elimination in the light of related land control practices.</p

    The 150-Year Itch: Afghanistan-Iran Hydropolitics Over the Helmand/ Hirmand River

    Reports predict frighteningly serious escalations of the controversy between Afghanistan and its neighbours over transboundary waters. However, a postulated future is not empirical evidence. This paper focuses on Afghanistan’s relations with Iran. It aims to examine the evolution of the hydropolitical relations between Afghanistan and Iran over the Helmand River Basin and to identify where and how changes in the relationship occurred over the past century. The Transboundary Waters Interaction NexuS (TWINS) model is used to map the evolution of hydropolitical relations between the two riparian states. The paper also explores the dynamics of the political relations between the states in order to understand the potential for greater cooperation. While there is a complete disconnect between the two sides in terms of water management, the paper’s historical analysis shows that the frightening claims are not backed by facts on the ground and that they misrepresent the hydropolitical relations as they exist within the broader geopolitical context. The paper concludes that for both Afghanistan and Iran over the period of Western intervention and civil war, the water controversy has constantly been overshadowed by other priority concerns such as security, economy, and the quest for the stabilisation of Afghanistan. Enhanced water cooperation therefore depends on a change in the nature of geopolitical relations between the two countries and on the creation of a collective identity by Afghanistan and Iran over the Helmand River Basin

    Indigenous paradiplomacy and the Orokawe hydroelectric dam on the Kunene River

    What role can non-diplomats play in managing and altering power relations in transboundary river basins? We answer this by investigating the lobbying eff orts of indigenous peoples to stop the construction of the planned Orokawe (Baynes) dam on the Kunene River. The Kunene River forms part of the border between Angola and Namibia with several concluded treaties in place. These treaties set the context of bilateral state diplomacy concerning the allocation and management of a transboundary water resource. The theoretical foundation of our investigation are ideational power conceptualizations and practice theory. We discuss the employment of ideational power in transboundary rivers with numerous practices, such as lobbying and transnational network development.     São Paulo’s 2013 water crisis: a socially constructed disaster risk

    Frequent cases of water scarcity in Brazil reveal a water governance and administration crisis. During the water crisis (2013-2016), the São Paulo Metropolitan Region experienced a disaster scenario. This article analyses how it was constituted as a socially constructed disaster episode. A case study was carried out in the Novo Recreio neighbourhood (Guarulhos, SP) through ethnographic observations, interviews, and newspaper articles. The results were analysed based on the Pressure and Release Model (PAR). It was concluded that the water crisis period in SPMR has disproportionately affected the Guarulhos population, especially in Novo Recreio. Furthermore, the study demonstrated that public policies and the neighbourhood's territorial formation are related to its population's current frail living conditions and increased socio-environmental vulnerability in the face of continuous water scarcity, thus corroborating the social construction of the risk of water scarcity.Frequent cases of water scarcity in Brazil reveal a water governance and administration crisis.     Drylands, frontiers, and the politics of change

    Change is of all times, but it would appear that in the drylands of Africa, the Middle East, and Central Asia/Inner Asia it is happening in an overwhelming manner. Climate change, growing political instability, and increasing enclosures of large expanses of land are some of the changes with far-reaching consequences for those who make their living in the drylands. This edited volume is about the changes that arise from the entanglement of global interests and narratives with the local struggles that have always existed in the drylands. In this chapter, the notion of ‘frontier’ is proposed as a metaphor to frame this entanglement and as a way to bring the different chapters in the volume together. Overviews of the chapters show that to understand the full politics of frontier processes, analytical approaches are necessary that take into account historical institutional changes and different forms of power relations

    Exome Sequencing Analysis Identifies Rare Variants in ATM and RPL8 That Are Associated With Shorter Telomere Length

    Telomeres are important for maintaining genomic stability. Telomere length has been associated with aging, disease, and mortality and is highly heritable (∼82%). In this study, we aimed to identify rare genetic variants associated with telomere length using whole-exome sequence data. We studied 1,303 participants of the Erasmus Rucphen Family (ERF) study, 1,259 of the Rotterdam Study (RS), and 674 of the British Heart Foundation Family Heart Study (BHF-FHS). We conducted two analyses, first we analyzed the family-based ERF study and used the RS and BHF-FHS for replication. Second, we combined the summary data of the three studies in a meta-analysis. Telomere length was measured by quantitative polymerase chain reaction in blood. We identified nine rare variants significantly associated with telomere length (p-value < 1.42 × 10–7, minor allele frequency of 0.2–0.5%) in the ERF study. Eight of these variants (in C11orf65, ACAT1, NPAT, ATM, KDELC2, and EXPH5) were located on chromosome 11q22.3 that contains ATM, a gene involved in telomere maintenance. Although we were unable to replicate the variants in the RS and BHF-FHS (p-value ≥ 0.21), segregation analysis showed that all variants segregate with shorter telomere length in a family. In the meta-analysis of all studies, a nominally significant association with LTL was observed with a rare variant in RPL8 (p-value = 1.48 × 10−6), which has previously been associated with age. Additionally, a novel rare variant in the known RTEL1 locus showed suggestive evidence for association (p-value = 1.18 × 10–4) with LTL. To conclude, we identified novel rare variants associated with telomere length. Larger samples size are needed to confirm these findings and to identify additional variants
