A Panel Data Analysis of the Incidence and Impact of Over-education
This paper adds to the overeducation literature using panel data from the British Household Panel Survey. Much has been written about who is more likely to be overeducated, and the impact of being overeducated on wages, at particular points in time using cross-sectional data. Panel data allows us to control for unobserved individual heterogeneity in the determinants of incidence and impact of overeducation. The paper goes on to estimate the determinants of transitions out of overeducation, providing new information about its duration, and the factors that influence being in, and escaping from, this state
Is the Over-Education Wage Penalty Permanent?
Much has been written about the impact of over-education on wages using cross-sectional data, although there have been few studies that analyse the returns to over-education in a dynamic setting. This paper adds to the existing literature by using panel data to investigate the impact and permanence of over-education wage penalties, whilst controlling for unobserved individual heterogeneity. Our fixed effects estimates suggest that the over-education wage penalty cannot solely be explained by unobserved heterogeneity. Over-education is permanent for many workers since around 50 percent of workers over-educated in 1991 are still over-educated in 2005. However, we also show that these workers are of lower quality compared to around 25 percent who find a match within five years of being over-educated. Finally, there is a significant scarring effect for workers over-educated in 1991 since they never fully reach parity compared to those who were matched in 1991, although this is not the case for graduates who manage to find a match within 5 years
Using Financial Incentives and Improving Information to Increase Labour Market Success: A Non-Parametric Evaluation of the 'Want2Work' Programme
The `Want2Work´ programme was designed to help individuals back into work. This article uses propensity score matching to evaluate the success of a policy that cannot otherwise be evaluated using standard parametric techniques. Using a range of estimation methods, sub-samples and types of job, the scheme was successful. Our most conservative estimates indicate that participants were 4-7 percentage points more likely to find employment than a control group of non-treated job-seekers. Effects were even stronger for Incapacity Benefit recipients. Moreover, there is little evidence that participants were placed in low quality or temporary jobs
First comparison of wave observations from CoMP and AIA/SDO
Waves have long been thought to contribute to the heating of the solar corona
and the generation of the solar wind. Recent observations have demonstrated
evidence of quasi-periodic longitudinal disturbances and ubiquitous transverse
wave propagation in many different coronal environments. This paper
investigates signatures of different types of oscillatory behaviour, both above
the solar limb and on-disk, by comparing findings from the Coronal
Multi-channel Polarimeter (CoMP) and the Atmospheric Imaging Assembly (AIA) on
board the Solar Dynamics Observatory (SDO) for the same active region. We study
both transverse and longitudinal motion by comparing and contrasting
time-distance images of parallel and perpendicular cuts along/across active
region fan loops. Comparisons between parallel space-time features in CoMP
Doppler velocity and transverse oscillations in AIA images are made, together
with space-time analysis of propagating quasi-periodic intensity features seen
near the base of loops in AIA. Signatures of transverse motions are observed
along the same magnetic structure using CoMP Doppler velocity
(Vphase=600-750km/s, P=3-6mins) and in AIA/SDO above the limb (P=3-8mins).
Quasi-periodic intensity features (Vphase=100-200km/s, P=6-11mins) also travel
along the base of the same structure. On the disk, signatures of both
transverse and longitudinal intensity features were observed by AIA; both show
similar properties to signatures found along structures anchored in the same
active region three days earlier above the limb. Correlated features are
recovered by space-time analysis of neighbouring tracks over perpendicular

Integrating process and factor understanding of environmental innovation by water utilities
Innovations in technology and organisations are central to enabling the water sector to adapt to major environmental changes such as climate change, land degradation or drinking water pollution. While there are literatures on innovation as a process and on the factors that influence it, there is little research that integrates these. Development of such an integrated understanding of innovation is central to understanding how policy makers and organisations can stimulate and direct environmental innovation. In the research reported here a framework is developed that enables such an integrated analysis of innovation process and factors. From research interviews and the literature twenty factors were identified that affect the five stages of the environmental innovation process in English and Welsh water utilities. The environmental innovations investigated are measures taken by water utilities to reduce or prevent pollution in drinking water catchments rather than technical measures to treat water. These Source Control Interventions are similar to other environmental innovations, such as ecosystem and species conservation, in that they emphasise the mix of technology, management and engagement with multiple actors. Results show that in water utilities direct performance regulation and regulation that raises awareness of a ‘performance’ gap as a ‘problem’ can stimulate innovation, but only under particular organisational, natural physical and regulatory conditions. The integrated framework also suggests that while flexible or framework legislation (e.g. Water Framework Directive) does not stimulate innovation in itself, it has shaped the option spaces and characteristics of innovations selected towards source control instead of technical end-of-pipe solutions
Does the increase in competition between schools improve the quality of the service? The role of educational reform in Chile
We analyse the effect of geographic competition between schools on academic performance in Chile. The analysis controls for prior pupil performance, and a range of school and municipality characteristics. We allow for the endogeneity of voucher school location, using the number of local Catholic churches as an instrument. We find that a larger number of public schools positively affects the quality of education of other schools located in the same area, particularly amongst middle-class families and in middle-ranking schools. However, the number of voucher schools is associated with lower performance in neighbouring schools, which we attribute to pupil sorting
Growing within-graduate wage inequality and the role of subject of degree
This paper provides a supply and demand analysis for the changes in subject of degree, focussing specifically on the UK but also finding similar descriptive patterns in subject choices for the US. The paper makes a unique contribution to the literature by estimating subject-specific implied relative demand shifts. We find that Maths/Computer graduates are the least substitutable in production, but also that Medical Related, Physical Sciences, and Combined graduates are perfect substitutes in production, relative to non-graduates. Almost 40 percent of the total demand shift for graduates between 1994 and 2011 was for those with STEM degree subjects, with the largest of these being for Maths/Computing degrees which are male dominated. We also find relatively large shifts for Education, Law, Other Social Sciences, Management/Business and Medical degrees. Most of the increase in demand for graduates between 1994 and 2011 was in subjects that are relatively concentrated into a few occupations. Overall, the demand for all graduates has increased at least to the same extent as the large increase in supply, with no sign of declining graduate wage differentials
Solar activity during Skylab: Its distribution and relation to coronal holes
Solar active regions observed during the period of Skylab observations (May 1973-February 1974) were examined for properties that varied systematically with location on the sun, particularly with respect to the location of coronal holes. Approximately 90 percent of the optical and X-ray flare activity occurred in one solar hemisphere (136-315 heliographic degrees longitude). Active regions within 20 heliographic degrees of coronal holes were below average in lifetimes, flare production, and magnetic complexity. Histograms of solar flares as a function of solar longitude were aligned with H alpha synoptic charts on which active region serial numbers and coronal hole boundaries were added

The Galaxy Angular Correlation Functions and Power Spectrum from the Two Micron All Sky Survey
We calculate the angular correlation function of galaxies in the Two Micron
All Sky Survey. We minimize the possible contamination by stars, dust, seeing
and sky brightness by studying their cross correlation with galaxy density, and
limiting the galaxy sample accordingly. We measure the correlation function at
scales between 1-18 arcdegs using a half million galaxies. We find a best fit
power law to the correlation function has a slope of 0.76 and an amplitude of
0.11. However, there are statistically significant oscillations around this
power law. The largest oscillation occurs at about 0.8 degrees, corresponding
to 2.8 h^{-1} Mpc at the median redshift of our survey, as expected in halo
occupation distribution descriptions of galaxy clustering.
We invert the angular correlation function using Singular Value Decomposition
to measure the three-dimensional power spectrum and find that it too is in good
agreement with previous measurements. A dip seen in the power spectrum at small
wavenumber k is statistically consistent with CDM-type power spectra. A fit of
CDM-type power spectra to k < 0.2 h Mpc^{-1} give constraints of
\Gamma_{eff}=0.116 and \sigma_8=0.96. This suggest a K_s-band linear bias of
1.1+/-0.2. This \Gamma_{eff} is different from the WMAP CMB derived value. On
small scales the power-law shape of our power spectrum is shallower than that
derived for the SDSS. These facts together imply a biasing of these different
galaxies that might be nonlinear, that might be either waveband or luminosity
dependent, and that might have a nonlocal origin.Comment: 14 pages, 20 figures, to be published in ApJ January 20th, revision
