A high pressure, high temperature combustor and turbine-cooling test facility
A new test facility is being constructed for developing turbine-cooling and combustor technology for future generation aircraft gas turbine engines. Prototype engine hardware will be investigated in this new facility at gas stream conditions up to 2480 K average turbine inlet temperature and 4.14 x 10 to the 6th power n sq m turbine inlet pressure. The facility will have the unique feature of fully automated control and data acquisition through the use of an integrated system of mini-computers and programmable controllers which will result in more effective use of operating time, will limit the number of operators required, and will provide built in self protection safety systems. The facility and the planning and design considerations are described
Pointing and control system design study for the space infrared telescope facility (SIRTF)
The design and performance of pointing and control systems for two space infrared telescope facility vehicles were examined. The need for active compensation of image jitter using the secondary mirror or other optical elements was determined. In addition, a control system to allow the telescope to perform small angle slews, and to accomplish large angle slews at the rate of 15 deg per minute was designed. Both the 98 deg and the 28 deg inclination orbits were examined, and spacecraft designs were developed for each. The results indicate that active optical compensation of line-of-sight errors is not necessary if the system is allowed to settle for roughly ten seconds after a slew maneuver. The results are contingent on the assumption of rigid body dynamics, and a single structural mode between spacecraft and telescope. Helium slosh for a half full 4000 liter tank was analyzed, and did not represent a major control problem
A Search for N2+ in Spectra of Comet C/2002C1 (Ikeya-Zhang)
We report low- and high-resolution spectra of comet C/2002 C1 (Ikeya-Zhang)
from McDonald Observatory. The comet had a well-developed ion tail including
CO+, CO2+, CH+, and H2O+. We used our high-resolution spectra to search for
N2+. None was detected and we placed upper limits on N2+/CO+ of 5.4 times
10^{-4}. N2+ was detected in the low-resolution spectra but we show that this
emission was probably telluric in origin (if cometary, we derive N2+/CO+ = 5.5
times 10^{-3}, still very low). We discuss the implications for the conditions
in the early solar nebula of the non-detection of N2+. These depend on whether
the H2O ice was deposited in the amorphous or crystalline form. If H2O was
deposited in its crystalline form, the detection of CO+ but not N2+ has

The Economic Impact of the Nevada Clean Indoor Air Act in Clark County, Nevada – Preliminary Findings
Objective. The primary purpose of this exploratory study was to quantitatively evaluate the economic impact of the Nevada Clean Indoor Air Act (NCIAA) on businesses in Clark County.
Methods. The goal of this research was to assess economic indicators over a ten year period utilizing measurable data points, including restaurant and drinking establishment employment rates, taxable sales, openings and closings, as well as slot gaming revenues. This ten year time period consisted of a seven year span prior to the enactment of the NCIAA, and three years post enactment. Researchers conceived this study as a means to independently evaluate and address the potential economic impact of a smoke-free law in a region dependent upon tourism and gaming.
Results. Economic indicators did in fact decrease after the NCIAA was enforced but most of the declining trends began prior to the passage of the smoke-free act and are consistent with downward trends in other, non-NCIAA affected segments of our economy.
Conclusion. The overall findings of this study are consistent with similar non-tobacco industry supported economic studies showing little or no statistically significant downward economic trends after passage of smoke-free legislation
Exchange stiffness in ultrathin perpendicularly-magnetized CoFeB layers determined using spin wave spectroscopy
We measure the frequencies of spin waves in nm-thick perpendicularly
magnetized FeCoB systems, and model the frequencies to deduce the exchange
stiffness of this material in the ultrathin limit. For this, we embody the
layers in magnetic tunnel junctions patterned into circular nanopillars of
diameters ranging from 100 to 300 nm and we use magneto-resistance to determine
which rf-current frequencies are efficient in populating the spin wave modes.
Micromagnetic calculations indicate that the ultrathin nature of the layer and
the large wave vectors used ensure that the spin wave frequencies are
predominantly determined by the exchange stiffness, such that the number of
modes in a given frequency window can be used to estimate the exchange. For 1
nm layers the experimental data are consistent with an exchange stiffness A= 20
pJ/m, which is slightly lower that its bulk counterpart. The thickness
dependence of the exchange stiffness has strong implications for the numerous
situations that involve ultrathin films hosting strong magnetization gradients,

Large excess of heavy nitrogen in both hydrogen cyanide and cyanogen from comet 17P/Holmes
From millimeter and optical observations of the Jupiter-family comet
17P/Holmes performed soon after its huge outburst of October 24, 2007, we
derive 14 N/15N = 139 +/- 26 in HCN, and 14N/15N = 165 +/- 40 in CN,
establishing that HCN has the same non-terrestrial isotopic composition as CN.
The same conclusion is obtained for the long-period comet C/1995 O1 (Hale-Bopp)
after a reanalysis of previously published measurements. These results are
compatible with HCN being the prime parent of CN in cometary atmospheres. The
15N excess relative to the Earth atmospheric value indicates that N-bearing
volatiles in the solar nebula underwent important N isotopic fractionation at
some stage of Solar System formation. HCN molecules never isotopically
equilibrated with the main nitrogen reservoir in the solar nebula before being
incorporated in Oort-cloud and Kuiper-belt comets. The 12C/13C ratios in HCN

Gravity evidence of very thin crust at the Gakkel Ridge (Arctic Ocean)
Gakkel Ridge, the active spreading center in the Arctic Ocean, is the slowest spreading portion of the global mid-ocean ridge system. Total spreading rates range from 0.6 cm/yr in the east where the ridge disappears beneath the Laptev shelf to 1.3 cm/yr in the west near Greenland. Bathymetry and gravity surveys of four sections of the Gakkel Ridge were carried out in 1996 by the U.S. Navy nuclear submarine USS POGY as part of SCICEX 96 in order to sample variations in seafloor morphology and gravity anomalies as a function of spreading rate. The ridge axis throughout the survey area is characterized by a continuous axial rift valley similar to that observed at other slow spreading ridges. The continuous rift axis suggests that well-organized seafloor spreading is occurring at total spreading rates of less than 1 cm/yr. In three faster spreading (1.13–1.24 cm/yr) western survey areas located between 7ºE and 54ºE, the Gakkel Ridge is deep compared with other ridge axes. Axial depths range between 4600 and 5100 m and ridge flanks at about 3200 m. The ridge flank morphology is very blocky and is characterized by large scarps and deep fault-bounded troughs. Very large amplitude free-water anomalies with peak-to-trough amplitudes of 85–150 mGal are observed centered on the axis of the Gakkel Ridge. Modeling of the free-water anomalies by varying the crustal thickness and average crustal density, including the gravity effect of the cooling of the mantle away from the axis, implies that if the average crustal density is less than 2900 kgm3, the crustal thickness must be less than 4 km. The axial rift valley at the fourth survey area, near 98ºE where the total spreading rate is 0.99 cm/yr, is buried by sediments. The axis in this region is associated with a continuous 70 mGal gravity minimum implying the presence of a large buried rift valley. The rift flanks at 95ºE are at a depth of greater than 3800 m, 600 m deeper than the average depth at the Gakkel Ridge axis west of 60ºE. Simple isostatic calculations suggest that the crust in this region may be vanishingly thin beneath the sediment cover. These observations indicate a relationship between melt production and seafloor spreading rate at very slow spreading rates, suggesting that ultra-slow spreading may suppress melt production or delivery at the Gakkel Ridge

The CN Isotopic Ratios In Comets
Our aim is to determine the isotopic ratios (12)C/(13)C and (14)N/(15)N in a variety of comets and link these measurements to the formation and evolution of the solar system. The (12)C/(13)C and (14)N/(15)N isotopic ratios are measured for the CN radical by means of high-resolution optical spectra of the R branch of the B-X (0, 0) violet band. 23 comets from different dynamical classes have been observed, sometimes at various heliocentric and nucleocentric distances, in order to estimate possible variations of the isotopic ratios in parent molecules. The (12)C/(13)C and (14)N/(15)N isotopic ratios in CN are remarkably constant (average values of, respectively, 91.0 +/- 3.6 and 147.8 +/- 5.7) within our measurement errors, for all comets whatever their origin or heliocentric distance. While the carbon isotopic ratio does agree with the terrestrial value (89), the nitrogen ratio is a factor of two lower than the terrestrial value (272), indicating a fractionation in the early solar system, or in the protosolar nebula, common to all the comets of our sample. This points towards a common origin of the comets independently of their birthplaces, and a relationship between HCN and CN.NSFAstronom
