    A commentary on recent water safety initiatives in the context of water utility risk management.

    Over the last decade, suppliers of drinking water have recognised the limitations of relying solely on end-product monitoring to ensure safe water quality and have sought to reinforce their approach by adopting preventative strategies where risks are proactively identified, assessed and managed. This is leading to the development of water safety plans; structured ‘route maps’ for managing risks to water supply, from catchment to consumer taps. This paper reviews the Hazard Analysis and Critical Control Point (HACCP) procedure on which many water safety plans are based and considers its appropriateness in the context of drinking water risk management. We examine water safety plans in a broad context, looking at a variety of monitoring, optimisation and risk management initiatives that can be taken to improve drinking water safety. These are cross-compared using a simple framework that facilitates an integrated approach to water safety.     Low-dose alum application trialled as a management tool for internal nutrient loads in Lake Okaro, New Zealand

    Aluminium sulfate (alum) was applied to Lake Okaro, a eutrophic New Zealand lake with recurrent cyanobacterial blooms, to evaluate its suitability for reducing trophic status and bloom frequency. The dose yielded 0.6 g aluminium m–3 in the epilimnion. Before dosing, pH exceeded 8 in epilimnetic waters but was optimal for flocculation (6–8) below 4 m depth. After dosing, there was no significant change in water clarity, hypolimnetic pH decreased to 5.5, and soluble aluminium exceeded recommended guidelines for protection of freshwater organisms. Epilimnetic phosphate concentrations decreased from 40 to 5 mg m–3 and total nitrogen (TN):total phosphorus (TP) mass ratios increased from 7:1 to 37:1. The dominant phytoplankton species changed from Anabaena spp. before dosing, to Ceratium hirudinella , then Staurastrum sp. after dosing. Detection of effectiveness of dosing may have been limited by sampling duration and design, as well as the low alum dose. The decrease in hypolimnetic pH and epilimnetic TP, and increase in Al3+ and chlorophyll a, are attributed to the low alkalinity lake water and coincidence of alum dosing with a cyanobacterial bloom and high pH

    Restoration of Lake Hakanoa: Results of model simulations

    This report was requested by Waikato District Council. It covers the lake water quality of, and possible restoration scenarios for, Lake Hakanoa a riverine lake situated in Huntly. The lake is used as a recreational resource by the community. In the past it has been reported to have had very poor water quality and is known to be eutrophic. It is currently in an algal-dominated, devegetated state and has low water clarity. The shallowness of this lake makes it potentially susceptible to resuspension of sediments through wind action. A community group, Friends of Hakanoa, has been responsible for the formation of a path around the perimeter of the lake, retiring about 3.6% of the catchment from pastoral farming and creating a riparian margin. Results from more recent reports and this report indicate a trend of improving water quality which may be related to recent restoration actions such as re-establishment of a riparian margin

    New Zealand Guidelines for cyanobacteria in recreational fresh waters: Interim Guidelines

    This document is divided into four main sections, plus 14 appendices. Section 1. Introduction provides an overview of the purpose and status of the document as well as advice on who should use it. Section 2. Framework provides a background to the overall guidelines approach, recommendations on agency roles and responsibilities, and information on the condition of use of this document. Section 3. Guidelines describes the recommended three-tier monitoring and action sequence for planktonic and benthic cyanobacteria. Section 4. Sampling provides advice on sampling planktonic and benthic cyanobacteria. The appendices give further background information and include templates for data collection and reporting, including: • background information on known cyanotoxins and their distribution in New Zealand • information on the derivation of guideline values • photographs of typical bloom events • a list of biovolumes for common New Zealand cyanobacteria • templates for field assessments • suggested media releases and warning sign templates. A glossary provides definitions for abbreviations and terms used in these guidelines

    Impact of randomly distributed dopants on Ω-gate junctionless silicon nanowire transistors

    This paper presents experimental and simulation analysis of an Ω-shaped silicon junctionless nanowire field-effect transistor (JL-NWT) with gate lengths of 150 nm and diameter of the Si channel of 8 nm. Our experimental measurements reveal that the ON-currents up to 1.15 mA/μm for 1.0 V and 2.52 mA/μm for the 1.8-V gate overdrive with an OFF-current set at 100 nA/μm. Also, the experiment data reveal more than eight orders of magnitude ON-current to OFF-current ratios and an excellent subthreshold slope of 66 mV/dec recorded at room temperature. The obtained experimental current-voltage characteristics are used as a reference point to calibrate the simulations models used in this paper. Our simulation data show good agreement with the experimental results. All simulations are based on drift-diffusion formalism with activated density gradient quantum corrections. Once the simulations methodology is established, the simulations are calibrated to the experimental data. After this, we have performed statistical numerical experiments of a set of 500 different JL-NWTs. Each device has a unique random distribution of the discrete dopants within the silicon body. From those statistical simulations, we extracted important figures of merit, such as OFF-current and ON-current, subthreshold slope, and voltage threshold. The performed statistical analysis, on samples of those 500 JL-NWTs, shows that the mean ID-VGs characteristic is in excellent agreement with the experimental measurements. Moreover, the mean ID-VGs characteristic reproduces better the subthreshold slope data obtained from the experiment in comparison to the continuous model simulation. Finally, performance predictions for the JL transistor with shorter gate lengths and thinner oxide regions are carried out. Among the simulated JL transistors, the configuration with 25-nm gate length and 2-nm oxide thickness shows the most promising characteristics offering scalable designs

    Modeling associations between public understanding, engagement and forest conditions in theInland Northwest, USA

    Opinions about public lands and the actions of private non-industrial forest owners in the western United States play important roles in forested landscape management as both public and private forests face increasing risks from large wildfires, pests and disease. This work presents the responses from two surveys, a random-sample telephone survey of more than 1500 residents and a mail survey targeting owners of parcels with 10 or more acres of forest. These surveys were conducted in three counties (Wallowa, Union, and Baker) in northeast Oregon, USA. We analyze these survey data using structural equation models in order to assess how individual characteristics and understanding of forest management issues affect perceptions about forest conditions and risks associated with declining forest health on public lands. We test whether forest understanding is informed by background, beliefs, and experiences, and whether as an intervening variable it is associated with views about forest conditions on publicly managed forests. Individual background characteristics such as age, gender and county of residence have significant direct or indirect effects on our measurement of understanding. Controlling for background factors, we found that forest owners with higher self-assessed understanding, and more education about forest management, tend to hold more pessimistic views about forest conditions. Based on our results we argue that self-assessed understanding, interest in learning, and willingness to engage in extension activities together have leverage to affect perceptions about the risks posed by declining forest conditions on public lands, influence land owner actions, and affect support for public policies. These results also have broader implications for management of forested landscapes on public and private lands amidst changing demographics in rural communities across the Inland Northwest where migration may significantly alter the composition of forest owner goals, understanding, and support for various management actions

    Observations of a midlatitude squall line boundary layer wake

    Includes bibliographical references (pages 90-93).June 1987.Mesoscale pressure perturbations frequently observed with mesoscale convective systems (MCS) are examined with special emphasis on the characteristics, structure, lifecycle and driving mechanism of the "wake depression" found in the wake region of the convection. A severe squall line which traversed the OK PRE-STORM surface and upper air mesonetwork on 10-11 June 1985 is the focus of this observational study. Extensive surface, upper air and digitized radar data collected during the OK PRE-STORM field experiment were used for analysis. Various mesoanalyses of this squall line at the surface and aloft have allowed for intensive examination of three pressure features observed with this squall line: the mesohigh, wake depression and pre-squall mesolow. Their relationship to and interaction with other meteorological parameters such as precipitation, temperature, potential temperature and moisture are explored. Furthermore, the mesoscale system-relative "jets" observed with midlatitude squall lines are examined for their possible influence on the pressure field. The mesohigh develops quickly during the early growth of the squall line and precedes the wake depression by several hours. The predominant mesohigh is linked to the formation of a large cold pool which developed as a result of widespread hail and intense rainfall from a supercell ahead of the young squall line. Analyses show that the wake depression is not a uniform, stagnant feature behind the mesohigh but has embedded small-scale features, a distinct lifecycle and can undergo rapid intensification. The wake depression also is related to some aspects of the squall line's precipitation pattern. The low consistently "hugs" the back edge of the stratiform precipitation and is observed to split into two separate lows as the convective line splits. Additionally, the wake depression is a hydrostatic response to a layer of warm, dry air (produced by subsidence) found just above the surface. It is suggested that the wake depression is in part a surface manifestation of forced subsidence by the descending rear inflow jet.Sponsored by the National Science Foundation - ATM-8507961
