    Participatory process management

    Although the process of public and stakeholder participation continues to be intensively investigated and discussed in academic circles, the implementation of participatory methods in practice remains problematic. This can be attributed to the lack of knowledge transfer on the one hand, and the general underestimation of participatory approaches in planning processes on the other.\ud A possible solution - participatory processmanagement - is introduced in this article. Participatory process management means that all participatory activities are embedded in the overall planning activities of a project. The most significant criteria for a participatory process are identified as ’objectives’, ’constraints’ and ’process’which together forma framework for combining generally applicablemethodswith local constraints and the objectives of a project. Themain elements of the participatory management framework introduced here are levels and classes of participation and a generic process scheme includingmonitoring and evaluation of participatory processes. This work is based upon long-term experiences of consultants and scientists. However, the insights from the InterReg project TRUST are particularly valuable and confirm the hypotheses that different water management projects are comparable in terms of their participatory process performance. The participatory management framework is a step forward in closing the gap between scientific knowledge about participatory methods and their applicability in practice

    Homochirality in an early peptide world

    A recently proposed model of non-autocatalytic reactions in dipeptide reactions leading to spontaneous symmetry breaking and homochirality is examined. The model is governed by activation, polymerization, epimerization and depolymerization of amino acids. Symmetry breaking is primarily a consequence of the fact that the rates of reactions involving homodimers and heterodimers are different, i.e., stereoselective, and on the fact that epimerization can only occur on the N-terminal residue and not on the Cterminal residue. This corresponds to an auto-inductive cyclic process that works only in one sense. It is argued that epimerization mimics both autocatalytic behavior as well as mutual antagonism - both of which were known to be crucial for producing full homochirality.Comment: 19 pages, 7 figures, 3 boxe

    Analysis of the Copenhagen Accord pledges and its global climatic impacts‚ a snapshot of dissonant ambitions

    This analysis of the Copenhagen Accord evaluates emission reduction pledges by individual countries against the Accord's climate-related objectives. Probabilistic estimates of the climatic consequences for a set of resulting multi-gas scenarios over the 21st century are calculated with a reduced complexity climate model, yielding global temperature increase and atmospheric CO2 and CO2-equivalent concentrations. Provisions for banked surplus emission allowances and credits from land use, land-use change and forestry are assessed and are shown to have the potential to lead to significant deterioration of the ambition levels implied by the pledges in 2020. This analysis demonstrates that the Copenhagen Accord and the pledges made under it represent a set of dissonant ambitions. The ambition level of the current pledges for 2020 and the lack of commonly agreed goals for 2050 place in peril the Accord's own ambition: to limit global warming to below 2 °C, and even more so for 1.5 °C, which is referenced in the Accord in association with potentially strengthening the long-term temperature goal in 2015. Due to the limited level of ambition by 2020, the ability to limit emissions afterwards to pathways consistent with either the 2 or 1.5 °C goal is likely to become less feasibl

    Relationships between Larval and Juvenile Abundance of Winter-Spawned Fishes in North Carolina, USA

    We analyzed the relationships between the larval and juvenile abundances of selected estuarine-dependent fishes that spawn during the winter in continental shelf waters of the U.S. Atlantic coast. Six species were included in the analysis based on their ecological and economic importance and relative abundance in available surveys: spot Leiostomus xanthurus, pinfish Lagodon rhomboides, southern flounder Paralichthys lethostigma, summer flounder Paralichthys dentatus, Atlantic croaker Micropogonias undulatus, and Atlantic menhaden Brevoortia tyrannus. Cross-correlation analysis was used to examine the relationships between the larval and juvenile abundances within species. Tests of synchrony across species were used to find similarities in recruitment dynamics for species with similar winter shelf-spawning life-history strategies. Positive correlations were found between the larval and juvenile abundances for three of the six selected species (spot, pinfish, and southern flounder). These three species have similar geographic ranges that primarily lie south of Cape Hatteras. There were no significant correlations between the larval and juvenile abundances for the other three species (summer flounder, Atlantic croaker, and Atlantic menhaden); we suggest several factors that could account for the lack of a relationship. Synchrony was found among the three southern species within both the larval and juvenile abundance time series. These results provide support for using larval ingress measures as indices of abundance for these and other species with similar geographic ranges and winter shelf-spawning life-history strategies

    Reaching around barriers: the performance of the great apes and 3–5-year-old children

    Inhibitory control has been suggested as a key predictive measure of problem-solving skills in human and nonhuman animals. However, there has yet to be a direct comparison of the inhibitory skills of the nonhuman apes and their development in human children. We compared the inhibitory skills of all great ape species, including 3–5-year-old children in a detour-reaching task, which required subjects to avoid reaching directly for food and instead use an indirect reaching method to successfully obtain the food. We tested 22 chimpanzees, 18 bonobos, 18 orangutans, 6 gorillas and 42 children. Our sample included chimpanzees, bonobos and orangutans housed in zoos (N = 27) and others housed in sanctuaries in their native habitats (N = 37). Overall, orangutans were the most skilful apes, including human children. As expected older children outperformed younger children. Sanctuary chimpanzees and bonobos outperformed their zoo counterparts whereas there was no difference between the two orangutan samples. Most zoo chimpanzees and bonobos failed to solve the original task, but improved their performance with additional training, although the training method determined to a considerable extent the level of success that the apes achieved in a transfer phase. In general, the performance of the older children was far from perfect and comparable to some of the nonhuman apes tested

    Bounding the graviton mass with binary pulsar observations

    By comparing the observed orbital decay of the binary pulsars PSRB1913+16 and PSRB1534+12 to that predicted by general relativity due to gravitational-wave emission, we are able to bound the mass of the graviton to be less than 7.6×1020eV/c27.6\times10^{-20} \text{eV}/c^2 at 90% confidence. This is the first such bound to be derived from dynamic gravitational fields. It is approximately two orders of magnitude weaker than the static-field bound from solar system observations, and will improve with further observations.Comment: 9 pages, 1 figure.     New Geologic Map of the Argyre Region of Mars

    The new generation of Mars orbital topographic and imaging data justifies a new mapping effort of the Argyre impact basin and surroundings (-30.0deg to -65.0deg lat., -20.0deg to -70.0deg long; Fig.1). Our primary objective is to produce a geologic map of the Argyre region at 1:5,000,000 scale in both digital and print formats. The map will detail the stratigraphic and crosscutting relations among rock materials and landforms. These include Argyre basin infill, impact crater rim materials and adjoining highland materials of Noachis Terra, valleys and elongated basins that are radial and concentric about the primary Argyre basin, faults, enigmatic ridges, lobate debris aprons, and valley networks. Such information will be useful to the planetary science community for constraining the regional geology, paleohydrology, and paleoclimate. This includes the assessment of: (a) whether the Argyre basin contained lakes [1], (b) the extent of reported flooding and glaciation, which includes ancient flows of volatiles into the impact basin [2-4], (c) existing interpretations of the origin of the narrow ridges located in the southeast part of the basin floor [2,5], and (d) the extent of Argyre-related tectonism and its influence on the surrounding regions. Whereas the geologic mapping investigation of Timothy Parker focuses on the Argyre floor materials at 1:1,000,000 (MTMs -50036, -50043, -55036, -55043; see Fig. 1 for approximate corners of the area), our regional geologic mapping investigation includes the Argyre basin floor and rim materials, the transition zone that straddles the Thaumasia plateau, which includes Argyre impact-related modification [6], and the southeast margin of the Thaumasia plateau using important new data sets (Fig. 1). Our mapping effort will incorporate the map information of Parker if it is made available during the project
