Freedom of Information versus National Sovereignty: The Need for a New Global Forum for the Resolution of Transborder Date Flow Problems

    Get PDF
This Note argues that the issues raised by transborder data flow restrictions must be dealt with on a global scale, not on a national basis. Part I of this Note discusses the international legal principles underlying the concept of freedom of information and the legal difficulties presented by the imposition of transborder data flow restrictions. Part II analyzes the perception among developing nations that sovereign rights are threatened by an unrestricted flow of information and discusses the measures developing nations are implementing to control this perceived threat. Part III analyzes several approaches suggested for dealing with the problems of transborder data flow restrictions and argues that a new international forum must be created to constructively address the legitimate concerns of the developing nations. This Note concludes that since the effective demise of Unesco, progress must be made toward creating a viable international forum to address the multilateral concerns over transborder data flow restrictions

Deligne Categories in Lattice Models and Quantum Field Theory, or Making Sense of O(N)O(N) Symmetry with Non-integer NN

When studying quantum field theories and lattice models, it is often useful to analytically continue the number of field or spin components from an integer to a real number. In spite of this, the precise meaning of such analytic continuations has never been fully clarified, and in particular the symmetry of these theories is obscure. We clarify these issues using Deligne categories and their associated Brauer algebras, and show that these provide logically satisfactory answers to these questions. Simple objects of the Deligne category generalize the notion of an irreducible representations, avoiding the need for such mathematically nonsensical notions as vector spaces of non-integer dimension. We develop a systematic theory of categorical symmetries, applying it in both perturbative and non-perturbative contexts. A partial list of our results is: categorical symmetries are preserved under RG flows; continuous categorical symmetries come equipped with conserved currents; CFTs with categorical symmetries are necessarily non-unitary.Comment: 59 pages, many figures; v3 typos fixed, version submitted to journa

An atlas of O3 lines between 760 and 5800/cm obtained from a low pressure, long-path-length sample of O3 at 296K is presented. Many of the line centers are marked and their positions tabulated

The Cubic Fixed Point at Large NN

By considering the renormalization group flow between NN coupled Ising models in the UV and the cubic fixed point in the IR, we study the large NN behavior of the cubic fixed points in three dimensions. We derive a diagrammatic expansion for the 1/N1/N corrections to correlation functions. Leading large NN corrections to conformal dimensions at the cubic fixed point are then evaluated using numeric conformal bootstrap data for the 3d Ising model.Comment: 34 pages, v2 minor typos fixe

Magnesium oxide doping reduces acoustic wave attenuation in lithium metatantalate and lithium metaniobate crystals

    Get PDF
Single crystals of lithium metatantalate and lithium metaniobate, grown from melts having different stoichiometries and different amounts of magnesium oxide, show that doping lowers temperature-independent portion of attenuation of acoustic waves. Doped crystals possess optical properties well suited for electro-optical and photoelastic applications
