Solidifying system of democracy in the Central and Eastern European new EU members
The paper examines the requirements of an effective and legitimized democratic political system in the process of transition. The analysis and the conclusions are based on the Hungarian experience, which can carefully be applied to all Central and Eastern European (CEE) countries. Special focus is given to the relationship of legal certainty and the efficiency of the democratic system, to the tension between legalism and managerialism and to the characteristics of civil society organizations. In the conclusion special features of the transitional countries are pointed out
Implanting Site for Zeranol Compared to Synovex-S for Finishing Steers
Numerous experiments during the past several years have shown that ear implants of diethylstilbestrol (DES and DES also as a feed additive), Synovex or zeranol (Ralgro) improve weight gain and feed efficiency of growing and finishing steers and heifers. The improvement has been reported from an early age throughout growing and finishing by reimplanting of the products at appropriate intervals. Improvement has been reported with numerous types of rations, but the degree of response may vary with the nutritional adequacy. DES has been more widely used because of the greater amount of information on the product and lower cost in comparison to Synovex and zeranol. Since the banning of DES, there has been more interest in the response that might be expected from Synovex and zeranol. Implanting technique has also received considerable emphasis as to the effects on degree and uniformity of response from implants. We have completed two experiments with finishing steers where responses to Synovex-S and zeranol were compared to nonimplanted controls. Two implanting sites were used for zeranol in each experiment

Field Investigation of County Road Bases and Subgrades
This bulletin focuses on the investigation, sampling, and testing of in-place wearing surface materials, in-place base materials, and in-place subgrade materials in advance of paving. This is especially important the first time the road is to be blacktopped. However, the investigation and testing methods suggested herein are equally applicable to existing blacktop pavements needing reconstruction. The test methods focus on two quick field tests that have been developed through research to measure equivalent CBR values. CBR is a measure of the load-carrying capacity of base or subgrade materials.
The methods and procedures set forth in this bulletin should go far in helping county road officials plan for a better, more efficient use of county highway construction funds
