    Campaigning across continents: how Latin American parties link up with migrant associations abroad

    Emigrant voting rights have opened new electoral arenas, and many political parties increasingly campaign across borders. Yet relatively little is known about the challenges parties confront when campaigning transnationally and the strategies they have developed in response to these challenges. This paper addresses these shortcomings. First, I investigate the hurdles Latin American parties face in linking up with organized migrant collectives in residency countries for campaigning purposes. Second, I probe into the transnational linkage strategies these parties deploy to tap into migrant associations’ resources and mobilization capacities. This study builds on a comparative research design and draws on almost 40 semi-structured interviews with Bolivian and Ecuadorian party activists as well as association leaders in Barcelona, Spain. Departing from the party interest group literature, I identify three transnational linkage strategies Bolivian and Ecuadorian parties implement: 1) Infiltration, 2) Co-optation, and 3) Cooperation. All parties execute these tactics informally in order to comply with local norms that require associations to remain apolitical. The analysis further demonstrates that differences between home-country electoral systems shape the types of linkage strategies Bolivian and Ecuadorian parties use. This article contributes to the study of migrant politics and political parties in important ways. This study highlights how political parties actively negotiate their entry into the transnational electoral arena, and sheds light on how migrants remain politically connected to their home countries

    Migrant remittances and the web of family obligations: Ongoing support among spatially extended kin in North-east Thailand, 1984–94

    Exchanges of money, goods, and assistance among family/kin members are influenced by the intertwined lives of individuals and their family/kin. As people pass through the young adulthood years, acquiring obligations as spouses and parents, and migrating in search of economic opportunities, tensions can arise over existing obligations. Using rich longitudinal data from Northeast Thailand, we examined the role of family networks (origin and destination) on migrants’ exchanges with family/kin. Our approach overcame many shortcomings of earlier studies, allowing us to 'see' the family social network arrayed in a broader network. We show that intra-family exchanges are influenced by marital status, the presence of children, having parents in the origin household, and having siblings depart from it. The results are stable across sensitivity tests that systematically include or exclude various familial links. And reports provided by origin households on migrant remittances are consistent with reports from migrants themselves

    Sending Country Policies

    This chapter explores the twin central questions of how and why countries of origin reach out to expatriate populations. It first outlines basic concepts and typologies related to sending country policies, focusing particularly on key countries of origin of migrants settled within the European Union. Second, the chapter reviews central explanations for the emergence of sending country policies. However, sending countries do not reach out to their emigrants in equal measure. Differences are therefore examined in the outreach policies of sending countries and in sending countries' transnational relations with diasporas. The last part of the chapter discusses the nexus between sending country policies and migrant integration in the country of residence. On the basis of existing research, the chapter argues that sending country policies may intersect with migrants' integration in a number of ways. For example, migrant sending countries may seek to strengthen the upward mobility of their expatriate citizens in their place of residence abroad, and they may call for greater protection of migrant workers in precarious labour situations. Little is currently known about how migrants and diasporas respond to these policies and how they are perceived by political actors of countries of residence. This is an area for further study. More analysis is also needed to determine the extent that sending country outreach policies aimed at bonding with and supporting citizens abroad challenge territorial policy sovereignty and the strength of receiving countries in agenda-setting in international cooperation on migration and migrant settlement

    Social, Human and Positive Psychological Capital in the Labour Market Re-integration of People Deported to the Dominican Republic

    More than six million people have been deported from the United States since 1996. The Dominican Republic is one of the top ten countries to which deportees are sent. Most scholarship on deportation focuses on the challenges deportees face post-deportation. There is also a long history of scholarship on how migrants draw from social, human and financial capital to integrate into host societies. This article thus asks what forms of capital are useful for deportees’ re-integration and focuses on the forms of capital deportees draw from to survive in the aftermath of deportation. An analysis of 60 in-depth interviews with Dominican deportees reveals how deportees’ combination of limited human capital, fractured social capital and positive psychological capital assists in their re-integration. Results also show that access to employment is not only an important step in social and economic integration, but that it also helps deportees to achieve emotional stability
