De la normalització a la sostenibilitat: els límits de la planificació de l'estatus

La intervenció dels poders públics sobre l'estatus de la llengua catalana des de la transició política no ha estat estrictament objecte de planificació, i es caracteritza pel desinterès o l'adversitat dels poders estatals i supraestatals, per la diversitat dels espais polítics subestatals i per la discontinuïtat de les actuacions. Fins al final dels anys vuitanta hi predomina un enfocament de normalització lingüística, centrat en la creació d'un marc jurídic i institucional que permetés invertir el procés de substitució lingüística. La necessitat d'una planificació lingüística general es va evidenciar en el pas dels anys vuitanta als noranta, però des del final d'aquesta dècada la idea central ha estat la de política lingüística. Més recentment, els canvis induïts pel procés demundialització han portat a una perspectiva de sostenibilitat lingüística, que guanya terreny als inicis del segle XXI. El treball analitza a grans trets les etapes i elsmarcs en què s'han produït aquestes intervencions públiques sobre l'estatus del català.From normalization to sustainability: the limits to planning status. The authorities’ involvement in the status of the Catalan language after the democratic transition period was not, strictly speaking, the object of planning and it is characterised by disinterest or hostility on behalf of the State and the supra-state, by the diversity of the political sub-state spaces and by the discontinuity of policies. Until the end of the Eighties, the predominant approach was that of ‘linguistic normalisation’, based on the creation of a juridical and institutional framework capable of reversing the language shift process. The need for comprehensive linguistic planning became evident by the end of the Eighties and the beginning of the Nineties.However, as of the end of this decade, the central idea has been that of linguistic politics. Subsequently, changes induced by globalisation brought about the perspective of linguistic sustainability, which by the beginning of the 21st century began to gain ground. The paper makes an overall analysis of how the stages and settings in which the authorities’ intervention on the status of Catalan have evolved

Els Usos lingüístics: tres consideracions sobre la delimitació conceptual, la consolidació i la modificabilitat

L'article reprèn algunes qüestions de fons que sempre han estat presents en el debat sociolingüístic i polític sobre l'evolució dels usos lingüístics en la societat catalana, alhora que planteja tres consideracions que tenen una intenció clarificadora: En primer lloc, s'avança en la delimitació més clara de dos camps diferents dels usos: els institucionalitzats (o institucionals) i els individualitzats (o individuals). Per afinar en la distinció conceptual entre aquests dos grans tipus d'usos i en la precisió i la transparència de la terminologia amb què els designem, es proposa l'ús dels termes usos professionals, d'una banda, i usos particulars, de l'altra. En segon lloc, s'insisteix en la necessitat d'identificar i distingir el grau de consolidació dels hàbits de comportament lingüístic, en els seus diferents estadis. Finalment, es recorda que en la nostra història sociolingüística i en el debat sobre la política lingüística hi ha hagut una certa oscil·lació —un efecte pèndol— en la importància atribuïda a l'un o l'altre dels dos grans tipus d'usos lingüístics a què ens hem referit. L'article planteja la necessitat de ponderar adequadament la interdependència i la complementarietat entre els usos que s'anomenen, com hem vist, professionals i particulars, i s'insisteix que cal reconèixer la importància de tots dos usos, i no subratllar la importància d'uns en detriment de la dels altres.This paper returns to some fundamental issues that have always formed part of the sociolinguistic and political debate on the evolution of language uses in Catalan society, making three considerations that seek to clarify these points. Firstly, it provides a clearer outline of two different fields of use, namely institutionalised (or institutional) uses and individualised (or individual) uses. In order to define more closely the conceptual distinction between these two basic types of use and to lend greater precision and transparency to the terms by which they are designated, it is proposed that professional uses and private uses, respectively, should be employed. Secondly, insistence is placed on the need to identify and distinguish the degree of consolidation of language behaviour habits in their various stages. Thirdly, it is recalled that in Catalan sociolinguistic history and in the debate on language policy there has been a certain fluctuation —a pendulum effect— with respect to the importance attributed to one or the other of these two basic types of language use. The paper poses the need to weigh appropriately the interdependence and complemen- tarity of professional and private uses, insisting that the importance of both types should be acknowledged without emphasising either to the detriment of the other
