    NĂ€r vĂ„ra stĂ€der vĂ€xer och nya stadsprojekt breder ut sig förĂ€ndras landskapen. Platser omdefinieras genom att nya strukturer ersĂ€tter de gamla. Samtidigt Ă€r det inte ovanligt att spĂ„r efter tidigare markanvĂ€ndning lĂ€mnas kvar nĂ€r ett omrĂ„de ska omgestaltas. FrĂ„gan Ă€r hur vi bĂ€st kan nyttja dessa kopplingar bakĂ„t och lĂ„ta dem stĂ€rka och tydliggöra vĂ€gen framĂ„t. PĂ„ ett tidigare flygfĂ€lt strax norr om Stockholm planeras utvecklingsomrĂ„det Barkarbystaden, ett projekt med ambitionen att sĂ„ smĂ„ningom inhysa nĂ€rmare 20 000 bostĂ€der och 10 000 arbetsplatser. I kommunens strukturplan finns viljan att spara och utveckla en mindre skogskulle samt en Ă€ldre hangar belĂ€gen intill. Som del av en urban offentlig plats ska sĂ„vĂ€l skogskullen som hangaren ges ny anvĂ€ndning. I syfte att undersöka hur dessa strukturer skulle kunna utvecklas och skapa mervĂ€rde i sitt nya urbana sammanhang, redovisar jag i detta arbete en transparent designprocess dĂ€r litteraturstudie och skissarbete utgör huvudspĂ„r. Med avstamp i teoretiska resonemang kring begrepp som rörelse, skala, nivĂ„, rum och plats, och biodiversitet vĂ€xer en gestaltningsidĂ© om Hangarplatsen sakta fram. Arbetet resulterar i ett idĂ©förslag som med stöd i litteraturstudien lyfter fram platsens befintliga strukturer och bygger vidare pĂ„ deras vĂ€rden, bĂ„de vad gĂ€ller uttryck och anvĂ€ndning. Hangarens position och riktning utgör grunden för torgets gestaltning och definierar dĂ€rigenom nya rum och vistelseytor. Skogskullens vegetationsbestĂ„nd tas till vara och fĂ„r i förslaget utvecklas successivt genom inplantering och gallring mot en mer spĂ€nnande och artrik parkmiljö dĂ€r nya stigar och rumsbildningar kan vĂ€xa fram. En gĂ„ngbro, utformad som en förlĂ€ngning av hangarens konstruktion, lĂ€nkar samman dessa bĂ€rande strukturer och överbryggar samtidigt den barriĂ€r som utgörs av omrĂ„dets huvudgata. Genom idĂ©förslaget visar jag hur Hangarplatsen skulle kunna utformas till ett offentligt stadsrum utan att tappa kopplingen till sitt tidigare sammanhang.Landscapes change as our cities grow and new urban projects claim new ground. Places are redefined as new structures replace the old ones. At the same time it is not unusual that traces of previous land use remain when an area is to be redesigned. The question is how we can best use these connections to the past so that they can strengthen and make clear the way forward. The development of Barkarbystaden is being planned on a former airfield just north of Stockholm, a project with the ambition to accommodate almost 20 000 homes and 10 000 workplaces. The municipal plans expresses the intention to keep and develop a small forested hill and an adjacent older hangar. As part of an urban public space both the forested hill and the hangar will be given new uses. With the aim to examine how these structures could evolve to create value in their new urban context, this report accounts for a transparent design process where a literature review and sketch drafting constitute the main tracks. Building on theoretical reasoning around concepts such as motion, scale, level, space and place, and biodiversity the design slowly takes form. The process results in a design proposal that highlights the site’s existing structures and build on their values, both in terms of expression and use, with support in the literature review. The position and direction of the hangar form the basis for the design of the square and serve to define new spaces and places to linger. The vegetation stands on the forested hill is utilized, and through planting and thinning it is allowed to develop gradually toward a more exciting and varied park environment, where new paths and spatial formations can emerge. A pedestrian bridge, designed as an extension of the hangar construction, links these structures and bridges the barrier made up of the area’s main street. In the design proposal I show how Hangarplatsen could be turned into a public urban space without losing the connection to its earlier context

    Voluntary Private Investments Role in Pension System in Latvia

    Pension systems have become one of the main priorities for the national governments. Developed countries population is getting older by putting the pressure on the state budgets and work age people tax load. The current pension system in Latvia performs according to regulation of state compulsory unfunded pension scheme since 1996 and regulation of the state funded or accumulated pension scheme since 2001. The third pension system pillar is private voluntary pension schemes realized in form of people contributions into pension funds and life insurance policies. Aim of the research – deeper analyses of voluntary private investments as the pension system part and its development challenges in Latvia. Research methods: scientific publications and previous conducted research analysis; analysis of time series on private pension fund developments in Latvia and comparisons with the situation in other OECD countries.
