Economic Diagnostics of Territorial Development: National Dimension and Experience of EU Countries

The study is devoted to the theoretical and applied organizational bases for substantiation of indicators and indicators for assessing the competitiveness of transformation processes in the regions. The main purpose of the article is the process of conducting a competitive analysis of the effectiveness of transformation processes in the regions of Ukraine. The article tests the authors' hypothesis on certain indicators for assessing the competitiveness of transformation processes in the region, as well as using them to study the main trends in the regional operating system in dynamics, which is an important step for strategic decisions in the context of competitiveness. The dependence of the calculations on the multicriteria analysis of the competitiveness of the regions on the principle of the process approach showed that each region of Ukraine has its competitive advantages and disadvantages, which must be taken into account when formulating regional development strategies. The results of the study can be used as an information basis for further prospective research to develop recommendations for optimizing business processes in the regions to increase their competitiveness, and the proposed methodological approaches can be used to assess the competitiveness of local operating systems, including at the local level to determine their investment attractiveness and optimize individual business processes or their components

Розглянуті окремі методичні підходи до оцінювання рівня розвитку регіону в умовах соціалізації не дозволяють повною мірою оцінити основні критерії, а саме, співставність економічної ефективності та соціальної справедливості у розподілі ВВП, забезпечення відтворення соціально-економічної системи та її соціально-економічної безпеки, рівня конкурентоспроможності регіону. Встановлено, що в Україні необхідна цілеспрямована політика щодо зменшення територіальних розбіжностей розподілу економічних і соціальних ресурсів між регіонами.Ukrainian markets function in modern market environment, which requires high level of socialization, stimulation of regional development initiatives, forming of regional competitive ability and presentation of economic advantages. Taking into account the abovementioned, the methodics of evaluation of economic development processes in the regions in conditions of socialization should be the developed and implemented in particular detail. The research aims to substantiate main methodical approaches to evaluation of regions’ economic development processes in conditions of socialization. The examined certain methodical approaches to evaluation of region’s development level in conditions of socialization do not allow thorough evaluation of major criteria, in particular comparability of economic efficiency and social justice in GDP distribution, maintenance of reproduction of socio-economic system and its socio-economic security and level of regions’ competitive ability. The paper emphasizes that Ukraine needs targeted policy on reduction of territorial disparities in distribution of economic and social resources among regions. Methodical approaches to evaluation of region’s economic development processes in conditions of socialization are analyzed. Methodical approaches to evaluation of the processes of regions’ economic development in conditions of socialization are analyzed. Rankings developed by the UN are proved to be the most socially oriented. Although it is worth mentioning that UN action plans do not contain specific mechanisms to implement the declared principles and priorities, because each country should separately adapt global objectives to available opportunities of their achievement at regional level. The analysis of development priorities that have been offered to the countries in the last 25 years shows that majority of them remain to be unachieved. It means that there aren’t efficient mechanisms to regulate regional economy in the way that natural resources regenerate, citizens’ rights expand, living standards increase and new types, forms and combinations of production create economic opportunities for further generations

На основі досліджених наукових підходів систематизовано основні показники та напрямки оцінювання ефективності логістичного менеджменту на національному та регіональному рівнях. Зазначено, що важливим напрямком аналізу ефективності функціонування транспортно-логістичних систем є визначення позицій України у міжнародному рейтингу логістики. Досліджено динаміку рівня логістичного менеджменту за основними показниками: митні процедури (діяльність таможні), рівень розвитку інфраструктури, перевезення, логістичні компетенції, відслідковування вантажів та своєчасність доставки. Виявлено, що наразі зроблено певні кроки щодо покращення даних показників, про що свідчить підвищення позицій України у рейтингу в 2018 році на 69 місце порівняно з 2016 роком (80 місце). Водночас зазначено, що здійснених заходів наразі недостатньо для повноцінної інтеграції національної транспортної системи в європейські транспортно-логістичні мережі. Систематизовано показники оцінки ефективності логістичного менеджменту на національному та регіональному рівнях, використання яких дозволить визначити ефективність логістичного менеджменту як у динаміці, так і порівняно з іншими країнами чи регіонами. Зазначено, що зважаючи на основну мету логістичного менеджменту, а саме: отримання максимального економічного ефекту від функціонування об’єкту управління, одним з індикаторів ефективності управління транспортно-логістичними системами та окремими підприємствами є показник прибутковості. Проведено аналіз фінансових результатів функціонування галузі на національному рівні, результати якого показали її збитковість. У регіональному розрізі спостерігаються певні асиметрії економічної ефективності транспорту. Забезпечення позитивного економічного ефекту та зростання рентабельності логістичних підприємств потребує удосконалення правових, організаційних та економічних механізмів розвитку транспортної системи з використанням європейського досвіду, залучення інвестицій у розвиток інфраструктури та формування транспортних вузлів і міжгалузевих кластерів, ефективного просторового планування та масштабного впровадження новітніх технологій.The purpose of the article is to evaluate the effectiveness of logistics management at regional and national levels. On the basis of the researched scientific approaches, the main indicators and directions of evaluating the effectiveness of logistics management at national and regional levels have been systematized. It is noted that determining the position of Ukraine in the international logistics rating is an important area of analysis of the transport and logistics systems functioning efficiency. The dynamics of the logistics management level according to the main indicators: customs procedures (customs activities), the level of infrastructure development, transportation, logistic competences, cargo tracking and timely delivery are investigated. It is revealed that some steps have been taken to improve these figures, as evidenced by Ukraine's ranking in the 2018 ranking by 69th place compared to 2016 (80th place). At the same time, it is noted that the measures taken are currently not sufficient to fully integrate the national transport system into the European transport and logistics networks. The indicators of logistic management effectiveness evaluation at national and regional levels are systematized, the use of which will allow to determine the logistic management effectiveness both in dynamics and in comparison with other countries or regions. It is noted that given the main logistics management objective, namely to obtain the maximum economic effect from the management object operation, one of the efficiency indicators of transport and logistics systems management and individual enterprises is the profitability indicator. The financial results analysis of the industry at the national level was conducted, the results of which showed its loss. In the regional context, there are certain asymmetries in the economic efficiency of transport. Ensuring a positive economic effect and increasing the logistics companies’ profitability requires the improvement of legal, organizational and economic mechanisms for the transport system development using the European experience, attracting investment in infrastructure development and the transport nodes and cross-industry clusters formation, effective spatial planning and scale technology

Доведено, що стан транспортної інфраструктури більшості туристичних територій характеризується як незадовільний. Визначено загальний перелік проблем, які необхідно вирішувати для розвитку індустрії туризму в Україні. Запропоновано системні пропозиції щодо економічного розвитку цієї галузі.It is determined that tourism is a profitable area of any national economy. It is proved that Ukraine objectively has all the prerequisites for the intensive development of various areas of tourism. It is shown that the territorial concentration of tourism enterprises reflects the structure of demand and depends on the welfare of the population of the region. Statistical data of both tourist flows across the Ukrainian border and world leaders in terms of spending on foreign travel are presented. It is proved that the state of the transport infrastructure of most tourist areas is characterized as unsatisfactory. The general list of problems that need to be addressed for tourism industry development in Ukraine is determined. The systematic suggestions for the economic development of this industry are proposed.Определено, что туризм является прибыльной сферой любой национальной экономики. Обосновано, что Украина объективно имеет все предпосылки для интенсивного развития различных направлений туристической деятельности. Показано, что территориальная концентрация туристических предприятий отражает структуру спроса и зависит от благосостояния населения региона. Приведены статистические данные как туристических потоков через границу Украины, так и мировых лидеров по уровню расходов на зарубежные туристические путешествия. Доказано, что состояние транспортной инфраструктуры большинства туристических территорий характеризуется как неудовлетворительное. Определен общий перечень проблем, которые необходимо решать для развития индустрии туризма в Украине. Предложены системные предложения по экономическому развитию этой отрасли

Обґрунтовано механізм управління працівниками в сфері охорони здоров’я в умовах пандемії коронавірусної інфекції 2019-nCoV. Доведено, що запропонований механізм дозволить забезпечити загальну наявність, доступність, прийнятність, охоплення і якість трудових ресурсів охорони здоров'я за допомогою адекватних інвестицій у зміцнення систем охорони здоров'я та здійснення ефективної політики на національному регіональному рівнях.The purpose of writing this article is to study the sociopsychological aspects of personnel management in a pandemic COVID-19. It is proved that medicine still suffers from a lack of qualified personnel due to low motivation. In the conditions of the coronavirus infection pandemic 2019-nCoV, most European countries are ready to hire Ukrainian medical staff without additional requirements for decent financial incentives and social guarantees. The necessity of using socio-psychological methods of medical personnel management in the conditions of pandemic of coronavirus infection 2019-nCoV, among which: psychological selection, adaptation, planning and professional training, is proved. Certain socio-psychological methods will effectively manage medical staff. It is substantiated that among the main problems of personnel management in health care institutions is the lack of social guarantees and tools of material incentives, high staff turnover. In order to improve the management of personnel in health care facilities in the context of the coronavirus infection pandemic 2019-nCoV developed a mechanism that is an integrated open system with tools, principles and objectives for its implementation.Определено количество вакансий по видам экономической деятельности в 2019 г. (по данным Государственной службы занятости). Раскрыты основные социально-психологические методы управления персоналом в условиях пандемии коронавирусной инфекции 2019-nCoV. Обоснован механизм управления работниками в сфере здравоохранения в условиях пандемии коронавирусной инфекции 2019-nCoV. Доказано, что предложенный механизм позволит обеспечить общие наличие, доступность, приемлемость, охват и качество трудовых ресурсов здравоохранения с помощью адекватных инвестиций в укрепление системы здравоохранения и осуществления эффективной политики на национальном региональном уровнях

Modern logistics infrastructure marine economy Ukraine is characterized by low level of development, significant price disparities, and high levels of monopolization. In this regard, the priority measures of national policy towards the development of the industry should be the development of infrastructure, formation of equal economic relations between the parties; provision of market information system, establishment of a national marketing information system. Ukraine has an advantageous geographical position in the heart of Europe, access to the sea and large rivers shipping that, in general, determines its high transit potential. Infrastructure Logistics is connecting unit between sectors of production and market infrastructure and on priority investment attractiveness. Logistics infrastructure plays a basic role in the formation and development of market economy, the national economy provides a transition to sustainable development. The main factor behind the rapid introduction of logistics in the global economy include the rapid development of information technology and personalization of computers; globalization of markets; structural changes in the Classical economics has not traditionally provided adequate value allocation of infrastructure units and designing infrastructure network as a whole. Early economic studies supply and demand difference between the cost of accommodation infrastructure and transportation costs, or taken to be zero or considered the same for all competitors. Meanwhile, the number, size and geographical location of facilities used in logistics directly affect the level of costs and customer service. Designing network infrastructure – very first duty of logistics management for the network delivers products and materials to consumers. Typical objects logistics infrastructure owned manufacturing plants, warehouses, loading, unloading terminals, and retail stores. Determining the required number of objects of each type, geographic location and economic functions is an essential element of all activities on formation (design) logistics infrastructure. In special cases, conduct operations in such undertakings can be transferred to outside specialists, manufacturing related services. Regardless of who actually performs the work, the entire infrastructure unit should be considered in the management as integrated elements of the logistics system of the company. In a globalized national economy has strategic priority is the development of marine economy. Transforming its logistics infrastructure should be based on a systems approach that includes study of its development strategy and detail strategic and current plans for the macro and micro level.
