Open the Jail Cell Doors, HAL: A Guarded Embrace of Pretrial Risk Assessment Instruments
In recent years, criminal justice reformers have focused their attention on pretrial detention as a uniquely solvable contributor to the horrors of modern mass incarceration. While reform of bail practices can take many forms, one of the most pioneering and controversial techniques is the adoption of actuarial models to inform pretrial decision-making. These models are designed to supplement or replace the unpredictable and discriminatory status quo of judicial discretion at arraignment. This Note argues that policymakers should experiment with risk assessment instruments as a component of their bail reform efforts, but only if appropriate safeguards are in place. Concerns for protecting individual constitutional rights, mitigating racial disparities, and avoiding the drawbacks of machine learning are the key challenges facing reformers and jurisdictions adopting pretrial risk assessment instruments. Absent proper precautions, risk assessment instruments can reinforce, rather than alleviate, modern criminal justice disparities. Drawing from a case study of New Jersey’s recent bail reform program, this Note examines the efficacy, impact, and pitfalls of risk assessment instrument adoption. Finally, this Note offers a broad framework for policymakers seeking to thoughtfully experiment with risk assessment instruments in their own jurisdictions
Beyond the Margins: Identity Fragmentation in Visual Representation in Michel Tournier’s La Goutte d’or
In Tournier’s novel, the goutte d’or also corresponds to a symbolic object: a Berber jewel. It is the jewel that Idriss brings with him, but which he also subsequently loses upon his arrival in Marseille. From the very moment that the French tourist photographs him, a marginalization of Idriss’s identity occurs. Marginality, quite literally, refers to the spatial property of a location in which something is situated. Figuratively speaking, marginality suggests something that is on the edges or at the outer limits of social acceptability. In this essay, I explore the construction of the marginalized postcolonial self (the “Other”) through an examination of the function of visual representation in the development of a postcolonial identity in La Goutte d’or. In the end, I conclude that the construction of a postcolonial identity is based upon fragmentation and marginalization, which ultimately leads its subject to create an identity based upon false constructions
USC/AIAA student get away special project liquid droplet collector experiment
This experimental payload was developed in order to observe, in a micro-gravity vacuum environment, the characteristics and stability of a thin fluid film flowing across a slightly curved surface. The test apparatus was designed based upon various ground-based thin film investigations, combined with the constraints imposed by the rigors of launch and the space environment. Testing of the fluid test article at atmospheric pressure and in vacuum verified the design provisions employed concerning ultra-low inlet pressure pump construction, as well as confirming expected pressure losses in the system. During the course of hardware development and construction modifications were required; however, the overall payload configuration remained largely unchanged. This will allow for modification and reflight of the apparatus based upon the findings of the initial flight. The specific applications of this experiment include Liquid Droplet Radiator development and various forms of material transport in vacuum
Anthropomorphic teleoperation: Controlling remote manipulators with the DataGlove
A two phase effort was conducted to assess the capabilities and limitations of the DataGlove, a lightweight glove input device that can output signals in real-time based on hand shape, orientation, and movement. The first phase was a period for system integration, checkout, and familiarization in a virtual environment. The second phase was a formal experiment using the DataGlove as input device to control the protoflight manipulator arm (PFMA) - a large telerobotic arm with an 8-ft reach. The first phase was used to explore and understand how the DataGlove functions in a virtual environment, build a virtual PFMA, and consider and select a reasonable teleoperation control methodology. Twelve volunteers (six males and six females) participated in a 2 x 3 (x 2) full-factorial formal experiment using the DataGlove to control the PFMA in a simple retraction, slewing, and insertion task. Two within-subjects variables, time delay (0, 1, and 2 seconds) and PFMA wrist flexibility (rigid/flexible), were manipulated. Gender served as a blocking variable. A main effect of time delay was found for slewing and total task times. Correlations among questionnaire responses, and between questionnaire responses and session mean scores and gender were computed. The experimental data were also compared with data collected in another study that used a six degree-of-freedom handcontroller to control the PFMA in the same task. It was concluded that the DataGlove is a legitimate teleoperations input device that provides a natural, intuitive user interface. From an operational point of view, it compares favorably with other 'standard' telerobotic input devices and should be considered in future trades in teleoperation systems' designs
Testing 24 micron and Infrared Luminosity as Star Formation Tracers for Galactic Star Forming Regions
We have tested some relations for star formation rates used in extra-galactic
studies for regions within the Galaxy. In nearby molecular clouds, where the
IMF is not fully-sampled, the dust emission at 24 micron greatly underestimates
star formation rates (by a factor of 100 on average) when compared to star
formation rates determined from counting YSOs. The total infrared emission does
no better. In contrast, the total far-infrared method agrees within a factor of
2 on average with star formation rates based on radio continuum emission for
massive, dense clumps that are forming enough massive stars to have the total
infrared luminosity exceed 10^4.5 Lsun. The total infrared and 24 micron also
agree well with each other for both nearby, low-mass star forming regions and
the massive, dense clumps regions
Evaluation and analysis of the orbital maneuvering vehicle video system
The work accomplished in the summer of 1989 in association with the NASA/ASEE Summer Faculty Research Fellowship Program at Marshall Space Flight Center is summarized. The task involved study of the Orbital Maneuvering Vehicle (OMV) Video Compression Scheme. This included such activities as reviewing the expected scenes to be compressed by the flight vehicle, learning the error characteristics of the communication channel, monitoring the CLASS tests, and assisting in development of test procedures and interface hardware for the bit error rate lab being developed at MSFC to test the VCU/VRU. Numerous comments and suggestions were made during the course of the fellowship period regarding the design and testing of the OMV Video System. Unfortunately from a technical point of view, the program appears at this point in time to be trouble from an expense prospective and is in fact in danger of being scaled back, if not cancelled altogether. This makes technical improvements prohibitive and cost-reduction measures necessary. Fortunately some cost-reduction possibilities and some significant technical improvements that should cost very little were identified
