    Austerity, personalisation and the degradation of voluntary sector employment conditions

    This qualitative study of two social care organisations, explores how public sector austerity and policies to personalise social care services through introducing individual budgets in the UK combine to reshape employment conditions. It further explores how these new market relations impact on staff morale and commitment. The individual case summaries reveal a remarkable degree of similarity in terms of employment outcomes, with social care workers experiencing an erosion of the standard employment relationship. Workers experience greater insecurity in areas of pay and conditions, working time, training and development, career prospects, along with work intensification. Worker morale appeared vulnerable as employees struggled to cope with worsening working conditions, but also expressed concerns with quality of care in an era of austerity

    Ultra-High Energy Cosmic Ray Nuclei from Individual Magnetized Sources

    We investigate the dependence of composition, spectrum and angular distributions of ultra-high energy cosmic rays above 10^19 eV from individual sources on their magnetization. We find that, especially for sources within a few megaparsecs from the observer, observable spectra and composition are severely modified if the source is surrounded by fields of ~ 10^-7 Gauss on scales of a few megaparsecs. Low energy particles diffuse over larger distances during their energy loss time. This leads to considerable hardening of the spectrum up to the energy where the loss distance becomes comparable to the source distance. Magnetized sources thus have very important consequences for observations, even if cosmic rays arrive within a few degrees from the source direction. At the same time, details in spectra and chemical composition may be intrinsically unpredictable because they depend on the unknown magnetic field structure. If primaries are predominantly nuclei of atomic mass A accelerated up to a maximum energy E_max with spectra not much softer than E^-2, secondary protons from photo-disintegration can produce a conspicuous peak in the spectrum at energy ~ E_max/A.     Upper Bounds on the Neutrino-Nucleon Inelastic Cross Section

    Extraterrestrial neutrinos can initiate deeply developing air showers, and those that traverse the atmosphere unscathed may produce cascades in the ice or water. Up to now, no such events have been observed. This can be translated into upper limits on the diffuse neutrino flux. On the other hand, the observation of cosmic rays with primary energies > 10^{10} GeV suggests that there is a guaranteed flux of cosmogenic neutrinos, arising from the decay of charged pions (and their muon daughters) produced in proton interactions with the cosmic microwave background. In this work, armed with these cosmogenic neutrinos and the increased exposure of neutrino telescopes we bring up-to-date model-independent upper bounds on the neutrino-nucleon inelastic cross section. Uncertainties in the cosmogenic neutrino flux are discussed and taken into account in our analysis. The prospects for improving these bounds with the Pierre Auger Observatory are also estimated. The unprecedented statistics to be collected by this experiment in 6 yr of operation will probe the neutrino-nucleon inelastic cross section at the level of Standard Model predictions.Comment: To be published in JCA

    Inclusive growth? The relationship between economic growth and poverty in British cities

    There is growing concern in many developed economies that the benefits of economic growth are not shared equitably. This is particularly the case in the UK, where economic growth has been geographically uneven and often biased towards already affluent cities. Yet there is relatively little evidence on the relationship between growth and poverty in the UK. This paper addresses this gap with an analysis of the links between economic growth and poverty in British cities between 2000 – 2008. We find little evidence that output growth reduced poverty. While growth was associated with wage increases at the top of the distribution, it was not associated with wage growth below the median. And there was no relationship between economic growth and the low skilled employment rate. These results suggest that growth in this period was far from inclusive

    GZK Photons Above 10 EeV

    We calculate the flux of "GZK-photons", namely the flux of photons produced by extragalactic nucleons through the resonant photoproduction of pions, the so called GZK effect. This flux depends on the UHECR spectrum on Earth, of the spectrum of nucleons emitted at the sources, which we characterize by its slope and maximum energy, on the distribution of sources and on the intervening cosmological backgrounds, in particular the magnetic field and radio backgrounds. For the first time we calculate the GZK photons produced by nuclei. We calculate the possible range of the GZK photon fraction of the total UHECR flux for the AGASA and the HiRes spectra. We find that for nucleons produced at the sources it could be as large as a few % and as low as 10^{-4} above 10 EeV. For nuclei produced at the sources the maximum photon fraction is a factor of 2 to 3 times smaller above 10 EeV but the minimum could be much smaller than for nucleons.     Composition of UHECR and the Pierre Auger Observatory Spectrum

    We fit the recently published Pierre Auger ultra-high energy cosmic ray spectrum assuming that either nucleons or nuclei are emitted at the sources. We consider the simplified cases of pure proton, or pure oxygen, or pure iron injection. We perform an exhaustive scan in the source evolution factor, the spectral index, the maximum energy of the source spectrum Z E_{max}, and the minimum distance to the sources. We show that the Pierre Auger spectrum agrees with any of the source compositions we assumed. For iron, in particular, there are two distinct solutions with high and low E_{max} (e.g. 6.4 10^{20} eV and 2 10^{19} eV) respectively which could be distinguished by either a large fraction or the near absence of proton primaries at the highest energies. We raise the possibility that an iron dominated injected flux may be in line with the latest composition measurement from the Pierre Auger Observatory where a hint of heavy element dominance is seen.Comment: 19 pages, 6 figures (33 panels)- Uses iopart.cls and iopart12.clo- In version 2: addition of a few sentences and two reference

    Enhancing off-site manufacturing through early contractor involvement (ECI) in New Zealand

    Procurement strategies that enable early contractor involvement (ECI) in design may enhance off-site manufacturing (OSM) by overcoming previously identified barriers to its uptake. Involving constructors during the design stage can reduce the risk of design buildability issues, and standardising traditionally bespoke ECI processes may help overcome cultural resistance to unfamiliar OSM technology. Following literature review and using case studies, document analysis and legal doctrine, a two-stage ECI conceptual process model for New Zealand is proposed. This was tested and refined following feedback at a conference. The model comprises a first-stage pre-construction contract and a second-stage standard-form construction contract. Key process variables are considered with solutions to provide collaboration and transparency while maintaining competitive fixed pricing across the supply chain. Legal doctrine analysis is used to distinguish between design buildability obligations and design codes compliance. The model contributes towards the development of a standard form for pre-construction contracts

    From their own perspective - constraints in the Polio Eradication Initiative: perceptions of health workers and managers in a district of Pakistan's Punjab province

    <p>Abstract</p> <p>Background</p> <p>The success of the Global Polio Eradication Initiative was remarkable, but four countries - Afghanistan, Pakistan, India and Nigeria - never interrupted polio transmission. Pakistan reportedly achieved all milestones except interrupting virus transmission. This paper describes the perceptions of health workers and managers regarding constraints in the Polio Eradication Initiative (PEI) to ultimately provide evidence for designing future interventions.</p> <p>Methods</p> <p>A qualitative cross-sectional study using focus group discussions and in-depth interviews was conducted in the Nankana Sahib District of Pakistan's Punjab province. Study subjects included staff at all levels in the PEI at district headquarters, in all 4 tehsils (sub-districts) and at 20 randomly selected primary health centers. In total, 4 FGD and 7 interview sessions were conducted and individual session summary notes were prepared and later synthesized, consolidated and subjected to conceptual analysis.</p> <p>Results</p> <p>The main constraints identified in the study were the poor condition of the cold chain in all aspects, poor skills and a lack of authority in resource allocation and human resource management, limited advocacy and communication resources, a lack of skills and training among staff at all levels in the PEI/EPI in almost all aspects of the program, a deficiency of public health professionals, poor health services structure, administrative issues (including ineffective means of performance evaluation, bureaucratic and political influences, problems in vaccination areas and field programs, no birth records at health facilities, and poor linkage between different preventive programs), unreliable reporting and poor monitoring and supervision systems, limited use of local data for interventions, and unclear roles and responsibilities after decentralization.</p> <p>Conclusion</p> <p>The study highlights various shortcomings and bottlenecks in the PEI, and the barriers identified should be considered in prioritizing future strategies.</p

    Astrophysical Origins of Ultrahigh Energy Cosmic Rays

    In the first part of this review we discuss the basic observational features at the end of the cosmic ray energy spectrum. We also present there the main characteristics of each of the experiments involved in the detection of these particles. We then briefly discuss the status of the chemical composition and the distribution of arrival directions of cosmic rays. After that, we examine the energy losses during propagation, introducing the Greisen-Zaptsepin-Kuzmin (GZK) cutoff, and discuss the level of confidence with which each experiment have detected particles beyond the GZK energy limit. In the second part of the review, we discuss astrophysical environments able to accelerate particles up to such high energies, including active galactic nuclei, large scale galactic wind termination shocks, relativistic jets and hot-spots of Fanaroff-Riley radiogalaxies, pulsars, magnetars, quasar remnants, starbursts, colliding galaxies, and gamma ray burst fireballs. In the third part of the review we provide a brief summary of scenarios which try to explain the super-GZK events with the help of new physics beyond the standard model. In the last section, we give an overview on neutrino telescopes and existing limits on the energy spectrum and discuss some of the prospects for a new (multi-particle) astronomy.
