    Assessing the Quality of Regulatory Impact Analyses

    This study provides the most comprehensive evaluation of the quality of recent economic analyses that agencies conduct before finalizing major regulations. We construct a new dataset that includes analyses of forty-eight major health, safety, and environmental regulations from mid-1996 to mid-1999. This dataset provides detailed information on a variety of issues, including an agency's treatment of benefits, costs, net benefits, discounting, and uncertainty. We use this dataset to assess the quality of recent economic analyses and to determine the extent to which they are consistent with President Clinton's Executive Order 12866 and the benefit-cost guidelines issued by the Office of Management and Budget (OMB). We find that economic analyses prepared by regulatory agencies typically do not provide enough information to make decisions that will maximize the efficiency or effectiveness of a rule. Agencies quantified net benefits for only 29 percent of the rules. Agencies failed to discuss alternatives in 27 percent of the rules and quantified costs and benefits of alternatives in only 31 percent of the rules. Our findings strongly suggest that agencies generally failed to comply with the executive order and adhere to the OMB guidelines. We offer specific suggestions for improving the quality of analysis and the transparency of the regulatory process, including writing clear executive summaries, making analyses available on the Internet, providing more careful consideration of alternatives to a regulation, and estimating net benefits of a regulation when data on costs and benefits are provided.

    Penelitian ini bertujuan untuk mengukur Efektifitas Program Pengembangan Diri di SMA PGRI 2 Denpasar. Penelitian ini termasuk jenis Penelitian evaluative dengan model CIPP, dengan jumlah anggota sampel 192 yang diambil secara random sampling. Data dikumpulkan melalui kuesioner, wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan skor-Z yang dikonversikan ke dalam skor-T. Selanjutnya ditransformasikan ke dalam kuadran Glickman. Dari analisis data variabel konteks diperoleh hasil 57, 05 yang berarti bahwa pelaksanaan Program Pengembangan Diri positif ditinjau dari variabel konteks, variabel input hasilnya adalah 52,05 yang berarti pelaksanaan Program Pengembangan Diri positif ditinjau dari variabel input. Dari analisis data variable proses diperoleh hasil 57,05 yang berarti pelaksanaan Program Pengembangan Diri positif ditinjau dari variabel proses, sedangkan dari analisis data variabel produk diperoleh hasil 52,05 yang berarti pula pelaksanaan Program Pengembangan Diri positif ditinjau dari variabel produk. Jadi dapat disimpulkan bahwa pelaksanaan program pengembangan diri termasuk dalam kuadran efektif. Dengan demikian ternyata Program Pengembangan Diri efektif Dalam Pelaksanaan Kurikulum Tingkat Satuan Pendidikan di SMA PGRI 2 Denpasar.Kata Kunci : CIPP, Program Pengembangan Diri This study intended to measure The Effectiveness of Self Development Program in SMA PGRI 2 Denpasar. This study belonged to Evaluative Study with CIPP model, in which 192 members were selected randomly as the sample of the study. The data was collected through questionnaire, interview, observation, and documentation. The data analysis was done by Z-score which was conversed into T-score. Then, it would be transformed into Glickman quadrant. Based on the data analysis, it was found that the context variables was 57,05 and the input variables was 52,05. It meant that the implementation of those variables were positive. According to the data variable process, it was obtained that the result was 57,05, which meant the implementation of Self Development Program was positive, while the data variable product was also positive with the result was 52,05. From the analysis above, it could be concluded that the implementation of Self Development Program included into effective quadrant and it was effective for the implementation of School Based Curriculum in SMA PGRI 2 Denpasar

    The impact of daily number talks on the development of mental math abilities of second graders within a reform-based classroom

    In this mixed methods case study I examined the impact of daily number talks (or strings) on the development of mental math abilities of second graders within a reform-based classroom. I also looked at whether or not the implementation of number talks would increase students’ ability to calculate with accuracy, efficiency, and flexibility. Finally, I looked at whether or not the implementation of number talks would increase students’ understanding of place value and number relationships. The sample included one class of 19 second-graders to determine the overall impact of number talks, with a focus on six embedded case studies which amplified how this change occurred. A preassessment interview, two midassessments, twenty-four number talks, a postnumber talk questionnaire, and a postassessment interview were used over the span of six weeks. The twenty-four number talks were developed for students to invent, construct, and make sense of their own number strategies and their underlying key ideas. After six weeks of number talks, all students demonstrated an increase in accuracy, efficiency, and flexibility in their number calculations to 20. The case study data of two low-achieving, three average-achieving, and one high-level student reveals growth in their ability to articulate their thinking with an increase in their understanding of place value and number relationships

    How universal is the fractional-quantum-Hall edge Luttinger liquid?

    This article reports on our microscopic investigations of the edge of the fractional quantum Hall state at filling factor ν=1/3\nu=1/3. We show that the interaction dependence of the wave function is well described in an approximation that includes mixing with higher composite-fermion Landau levels in the lowest order. We then proceed to calculate the equal time edge Green function, which provides evidence that the Luttinger exponent characterizing the decay of the Green function at long distances is interaction dependent. The relevance of this result to tunneling experiments is discussed.Comment: 5 page
