    Radiation of electrons in Weibel-generated fields: a general case

    Weibel instability turns out to be the a ubiquitous phenomenon in High-Energy Density environments, ranging from astrophysical sources, e.g., gamma-ray bursts, to laboratory experiments involving laser-produced plasmas. Relativistic particles (electrons) radiate in the Weibel-produced magnetic fields in the Jitter regime. Conventionally, in this regime, the particle deflections are considered to be smaller than the relativistic beaming angle of 1/Îł\gamma (Îł\gamma being the Lorentz factor of an emitting particle) and the particle distribution is assumed to be isotropic. This is a relatively idealized situation as far as lab experiments are concerned. We relax the assumption of the isotropy of radiating particle distribution and present the extension of the jitter theory amenable for comparisons with experimental data.Comment: Proceedings of International Conference on HEDP/HEDLA-0

    Spectroscopic and Mechanistic Studies of Heterodimetallic Forms of Metallo-ÎČ-lactamase NDM-1

    In an effort to characterize the roles of each metal ion in metallo-ÎČ-lactamase NDM-1, heterodimetallic analogues (CoCo-, ZnCo-, and CoCd-) of the enzyme were generated and characterized. UV–vis, 1H NMR, EPR, and EXAFS spectroscopies were used to confirm the fidelity of the metal substitutions, including the presence of a homogeneous, heterodimetallic cluster, with a single-atom bridge. This marks the first preparation of a metallo-ÎČ-lactamase selectively substituted with a paramagnetic metal ion, Co(II), either in the Zn1 (CoCd-NDM-1) or in the Zn2 site (ZnCo-NDM-1), as well as both (CoCo-NDM-1). We then used these metal-substituted forms of the enzyme to probe the reaction mechanism, using steady-state and stopped-flow kinetics, stopped-flow fluorescence, and rapid-freeze-quench EPR. Both metal sites show significant effects on the kinetic constants, and both paramagnetic variants (CoCd- and ZnCo-NDM-1) showed significant structural changes on reaction with substrate.     Self-consistent solution of Kohn-Sham equations for infinitely extended systems with inhomogeneous electron gas

    The density functional approach in the Kohn-Sham approximation is widely used to study properties of many-electron systems. Due to the nonlinearity of the Kohn-Sham equations, the general self-consistence searching method involves iterations with alternate solving of the Poisson and Schr\"{o}dinger equations. One of problems of such an approach is that the charge distribution renewed by means of the Schr\"{o}dinger equation solution does not conform to boundary conditions of Poisson equation for Coulomb potential. The resulting instability or even divergence of iterations manifests itself most appreciably in the case of infinitely extended systems. The published attempts to deal with this problem are reduced in fact to abandoning the original iterative method and replacing it with some approximate calculation scheme, which is usually semi-empirical and does not permit to evaluate the extent of deviation from the exact solution. In this work, we realize the iterative scheme of solving the Kohn-Sham equations for extended systems with inhomogeneous electron gas, which is based on eliminating the long-range character of Coulomb interaction as the cause of tight coupling between charge distribution and boundary conditions. The suggested algorithm is employed to calculate energy spectrum, self-consistent potential, and electrostatic capacitance of the semi-infinite degenerate electron gas bounded by infinitely high barrier, as well as the work function and surface energy of simple metals in the jellium model. The difference between self-consistent Hartree solutions and those taking into account the exchange-correlation interaction is analyzed. The case study of the metal-semiconductor tunnel contact shows this method being applied to an infinitely extended system where the steady-state current can flow.Comment: 38 pages, 9 figures, to be published in ZhETF (J.     Underground railroads: citizen entitlements and unauthorized mobility in the antebellum period and today

    In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime

    Military Training Mission in Iraq: An Exploratory Case Study Research

    The purpose of this paper is to investigate how military training is being conducted by NATO coalition forces in Iraq. Thus, the intent of this paper is to discuss the implications of existing misalignments between the military forces that are providing the training and those receiving it. To that end, we have used an exploratory case study research, which included multiple sources of data collection for corroboration and triangulation purposes. The results that emerged from the content analysis showed two types of outcomes that may be relevant to improve the military training in Iraq. The first outcome is identified as the intangible actions, which were mainly focused on social relations, with the intent of narrowing the cultural gap between the international coalition and Iraqi forces. Without surprising, a second outcome is identified as tangible actions, which were associated with training programs and the establishment of tactics, techniques, and procedures (TTPs) relevant to small and medium military units.     Frequency Locking of an Optical Cavity using LQG Integral Control

    This paper considers the application of integral Linear Quadratic Gaussian (LQG) optimal control theory to a problem of cavity locking in quantum optics. The cavity locking problem involves controlling the error between the laser frequency and the resonant frequency of the cavity. A model for the cavity system, which comprises a piezo-electric actuator and an optical cavity is experimentally determined using a subspace identification method. An LQG controller which includes integral action is synthesized to stabilize the frequency of the cavity to the laser frequency and to reject low frequency noise. The controller is successfully implemented in the laboratory using a dSpace DSP board.Comment: 18 pages, 9 figure

    Impact of culture towards disaster risk reduction

    Number of natural disasters has risen sharply worldwide making the risk of disasters a global concern. These disasters have created significant losses and damages to humans, economy and society. Despite the losses and damages created by disasters, some individuals and communities do not attached much significance to natural disasters. Risk perception towards a disaster not only depends on the danger it could create but also the behaviour of the communities and individuals that is governed by their culture. Within this context, this study examines the relationship between culture and disaster risk reduction (DRR). A comprehensive literature review is used for the study to evaluate culture, its components and to analyse a series of case studies related to disaster risk. It was evident from the study that in some situations, culture has become a factor for the survival of the communities from disasters where as in some situations culture has acted as a barrier for effective DRR activities. The study suggests community based DRR activities as a mechanism to integrate with culture to effectively manage disaster risk

What seemed for some at least the surprising and rapid collapse of Eastern European state socialism prompted rethinking in social theory about the potential for emancipatory politics and new modes of social and political organization. At the same time, there was increased reflection on the nature of varieties of capitalism and the meaning of socialism beyond the failure of at least its etatist and autarkic mode.
