Innovative Financing in Early Recovery: The Liberia Health Sector Pool Fund - Working Paper 288

    Get PDF
In post-conflict Liberia, the National Health Plan set out a process for transitioning from emergency to sustainability under government leadership. The Liberia Health Sector Pool Fund, which consists of DfID, Irish Aid, UNICEF, and UNHCR, was established to fund this plan and mitigate this transition by increasing institutional capacity, reducing the transaction costs associated with managing multiple donor projects, and fostering the leadership of the Liberian Health Ministry by allocating funds to national priorities. In this paper, we discuss the design of the health pool fund mechanism, assess its functioning, compare the pooled fund to other aid mechanisms used in Liberia, and look into the enabling conditions, opportunities, and challenges of the pool fundLiberia, national health plan, aid effectivenes

Organizational speed as a dynamic capability: Toward a holistic perspective

    Get PDF
Current research on organizational speed has been disjointed, which has left organizational speed as an underdeveloped area of study. In this essay, we expand the view of organizational speed as a multidimensional gestalt-like construct that may influence firm performance and competitive advantage. We offer a capability-based definition of organizational speed and identify and review the building blocks of organizational speed. We propose new avenues and questions for future research based on our perspective

Rivals’ Reactions to Mergers and Acquisitions

Mergers and acquisitions research has principally focused on attributes of the acquiring firm and post-acquisition outcomes. To extend our knowledge, we focus on external factors, in particular rival responses, and explore when and how rivals respond to their competitor’s acquisitions. Leveraging the awareness–motivation–capability framework, we predict and find evidence that a rival’s dependence on markets in common with the acquirer, resource similarity between rival and acquirer, and a rival’s organizational slack increase the volume and, in some cases, also the complexity of a rival’s competitive actions following an acquisition. Furthermore, the type of acquisition positively moderates some of these relationships. The results extend our understanding of the influence of mergers and acquisitions on competitive dynamics in the marketplace

    Staying Tuned

Ethnographers today find themselves experimenting with new approaches to digital ethnography amid pandemic-related restrictions on research. Yet such developments only accelerate a broader trend toward the dissolution of the traditional ethnographic ‘field’ due to new com-munications technologies and the emergence of a globalized ‘knowledge economy’. Through six contributions from around the world, this forum explores how the emergence of a more diffuse, interconnected ethno-graphic field is impacting fieldwork’s status as a rite of passage, creating new affective entanglements and shifting power relationships between researchers and participants. Despite the potential for influence and surveillance that new technologies cede to already powerful institutions, the discussions underline how ethnographic interlocutors are auteurs in their own right—and that ethnographers are also often bit characters in other people’s stories

Gas and Dust in the Cloverleaf Quasar at Redshift 2.5

We observed the upper fine structure line of neutral carbon, CI(2-1), the CO(3-2) line and the 1.2mm continuum emission from H1413+117 (Cloverleaf quasar, z=2.5) using the IRAM interferometer. Together with the detection of the lower fine structure line (Barvainis etal. 1997), the Cloverleaf quasar is now only the second extragalactic system, besides M82, where both carbon lines have convincingly been detected. Our analysis shows that the carbon lines are optically thin and have an excitation temperature of ~30 K. CO is subthermally excited and the observed line luminosity ratios are consistent with n(H2)=10^(3-4) cm^(-3) at Tkin=30-50 K. Using three independent methods (CI, dust, CO) we derive a total molecular gas mass (corrected for magnification) of M(H2)=1.2+/-0.3*10^(10) SM. Our observations suggest that the molecular disk extends beyond the region seen in CO(7-6) to a zone of more moderately excited molecular gas that dominates the global emission in CI and the low J CO lines.Comment: 5 pages, 3 figures; accepted by A&

Wave propagation in stereo-lithographical (STL) bone replicas at oblique incidence

    Get PDF
Comparisons between predictions of a Biot-Allard model allowing for angle-dependent elasticity and angle-and-porosity dependent tortuosity and transmission data obtained at normal incidence on water-saturated replica bones are extended to oblique incidence. The model includes two parameters which are adjusted for best fit at normal incidence. Using the same parameter values, it is found that predictions of the variation of transmitted waveforms with angle through two types of bone replica are in reasonable agreement with data despite the fact that scattering is not included in the theory

Progression of myopathology in Kearns-Sayre syndrome

    Get PDF
We report on the progression of myopathology by comparing two biopsies from a patient with a Kearns-Sayre-Syndrome. The first biopsy was taken in 1979 and showed 10% ragged-red fibers. Myopathic changes were slight including internal nuclei and fiber splitting in 10% of the fibers. Electron microscopy revealed typical mitochondrial abnormalities with regard to number and shape. In 1989 a second biopsy was performed for an extended analysis of mitochondrial DNA. This time less than 5% of all fibers were ragged-red. Severe myopathic changes could be detected which so far has rarely been reported in mitochondrial cytopathy
