The links between security sector reform and development
Executive summary: This paper explores the relationship between security and development, with a focus on how different types of violence inhibit development in fragile and conflict-affected states.
This paper is based upon a comprehensive literature review of separate pieces of research including academic studies, datasets and policy analysis. It explores statistics and figures that illustrate the barriers that insecurity poses to achieving development outcomes in fragile and conflict-afflicted states. It also examines these dynamics in detail in four countries: Afghanistan, Solomon Islands, South Sudan and Timor-Leste.
The assignment was not to come up with policy recommendations per se; rather it was to present a comprehensive synopsis of how different types of violence shackles and inhibits development in fragile and conflict-affected states. The research team believes that the material presented will be of use to inform policy debate and development, including in the field of security sector reform.
The analysis is contextualised by focusing on three types of violence: political, criminal and interpersonal. The barriers these different types of violence pose to development is presented throughout the report, and embedded in the country case studies.
The statistics uncovered in the course of the project are stark and unnerving. These statistics, among others, are used to highlight the barriers that different types of violence pose to development. It is not only the financial cost, but also the broader institutional and social costs that generate a series of barriers for meaningful development. Through synthesising these statistics, this paper contributes to the understandings of the links between security and development, paving way for policy recommendations and lines of action for Australia and development practitioners
Time-Utilization of a Population of General Practitioners in a Prepaid Group Practice
A population of seven general surgeons in a prepaid group practice previously shown to have a mean operative work load of 9.2 HE per week were found to have a mean standardized seven day working week of 56.2 hours exclusive of evening activities. The surgeons also devoted a mean of 6.7 evening hours to professional activities for a total working week of 62.9 hours. Comparisons of the time utilization of this population of general surgeons with a population of previously studied community surgeons revealed that the prepaid group surgeons were able to maintain a surgical output more than double that of the community surgeons without having to devote twice as much time to professional activities. Economies in the utilization of surgical manpower in the prepaid group appear to stem from geographic and specialty restrictions on the scope of work of the surgeons, from a reduction of waiting time in the office, and from the utilization of paraprofessional personnel for operative assisting.
Direct cost of pars plana vitrectomy for the treatment of macular hole, epiretinal membrane and vitreomacular traction: a bottom-up approach
Purpose The direct cost to the National Health Service (NHS) in England of pars plana vitrectomy (PPV) is unknown since a bottom-up costing exercise has not been undertaken. Healthcare resource group (HRG) costing relies on a top-down approach. We aimed to quantify the direct cost of intermediate complexity PPV. Methods Five NHS vitreoretinal units prospectively recorded all consumables, equipment and staff salaries during PPV undertaken for vitreomacular traction, epiretinal membrane and macular hole. Out-of-surgery costs between admission and discharge were estimated using a representative accounting method. Results The average patient time in theatre for 57 PPVs was 72 min. The average in-surgery cost for staff was £297, consumables £619, and equipment £82 (total £997). The average out-of-surgery costs were £260, including nursing and medical staff, other consumables, eye drops and hospitalisation. The total cost was therefore £1634, including 30 % overheads. This cost estimate was an under-estimate because it did not include out-of-theatre consumables or equipment. The average reimbursed HRG tariff was £1701. Conclusions The cost of undertaking PPV of intermediate complexity is likely to be higher than the reimbursed tariff, except for hospitals with high throughput, where amortisation costs benefit from economies of scale. Although this research was set in England, the methodology may provide a useful template for other countries

Comparison of model-predicted and measured moment arms for the rotator cuff muscles

The purpose of this study was to compare model-predicted and experimentally measured moment arms for the rotator cuff muscles during arm elevation. Methods Moment arms obtained from six mathematical models and seven experimental studies were compared for the supraspinatus, infraspinatus, teres minor, and subscapularis for elevation in the scapular plane. Results All of the included models generated moment arms that generally fell within the range of experimentally measured data. Interpretation The quantitative agreement between model-predicted and experimentally measured moment arms supports the use of the included models for biomechanical shoulder analyses.National Institute of Healt
Novice drivers’ individual trajectories of driver behavior over the first three years of driving
Identifying the changes in driving behavior that underlie the decrease in crash risk over the first few months of driving is key to efforts to reduce injury and fatality risk in novice drivers. This study represented a secondary data analysis of 1148 drivers who participated in the UK Cohort II study. The Driver Behavior Questionnaire was completed at 6 months and 1, 2 and 3 years after licensure. Linear latent growth models indicated significant increases across development in all four dimensions of aberrant driving behavior under scrutiny: aggressive violations, ordinary violations, errors and slips. Unconditional and conditional latent growth class analyses showed that the observed heterogeneity in individual trajectories was explained by the presence of multiple homogeneous groups of drivers, each exhibiting specific trajectories of aberrant driver behavior. Initial levels of aberrant driver behavior were important in identifying sub-groups of drivers. All classes showed positive slopes; there was no evidence of a group of drivers whose aberrant behavior decreased over time that might explain the decrease in crash involvement observed over this period. Male gender and younger age predicted membership of trajectories with higher levels of aberrant behavior. These findings highlight the importance of early intervention for improving road safety. The Atacama Cosmology Telescope: Dusty Star-Forming Galaxies and Active Galactic Nuclei in the Southern Survey
We present a catalog of 191 extragalactic sources detected by the Atacama
Cosmology Telescope (ACT) at 148 GHz and/or 218 GHz in the 2008 Southern
survey. Flux densities span 14-1700 mJy, and we use source spectral indices
derived using ACT-only data to divide our sources into two sub-populations: 167
radio galaxies powered by central active galactic nuclei (AGN), and 24 dusty
star-forming galaxies (DSFGs). We cross-identify 97% of our sources (166 of the
AGN and 19 of the DSFGs) with those in currently available catalogs. When
combined with flux densities from the Australian Telescope 20 GHz survey and
follow-up observations with the Australia Telescope Compact Array, the
synchrotron-dominated population is seen to exhibit a steepening of the slope
of the spectral energy distribution from 20 to 148 GHz, with the trend
continuing to 218 GHz. The ACT dust-dominated source population has a median
spectral index of 3.7+0.62-0.86, and includes both local galaxies and sources
with redshifts as great as 5.6. Dusty sources with no counterpart in existing
catalogs likely belong to a recently discovered subpopulation of DSFGs lensed
