This report reviews the market failure and systems failure rationales for industrial
policy and assesses the evidence on part experience of industrial policy in the UK.
In the light of this, it reviews options for reshaping the design and delivery of
industrial policy towards UK manufacturing. These options are intended to
encourage a medium- to long-term perspective across government departments
and to integrate science, innovation and industrial policy

The alpha-effect in rotating convection: a comparison of numerical simulations
Numerical simulations are an important tool in furthering our understanding
of turbulent dynamo action, a process that occurs in a vast range of
astrophysical bodies. It is important in all computational work that
comparisons are made between different codes and, if non-trivial differences
arise, that these are explained. Kapyla et al (2010: MNRAS 402, 1458) describe
an attempt to reproduce the results of Hughes & Proctor (2009: PRL 102, 044501)
and, by employing a different methodology, they arrive at very different
conclusions concerning the mean electromotive force and the generation of
large-scale fields. Here we describe why the simulations of Kapyla et al (2010)
are simply not suitable for a meaningful comparison, since they solve different
equations, at different parameter values and with different boundary
conditions. Furthermore we describe why the interpretation of Kapyla et al
(2010) of the calculation of the alpha-effect is inappropriate and argue that
the generation of large-scale magnetic fields by turbulent convection remains a

Genetic distance predicts trait differentiation at the subpopulation but not the individual level in eelgrass, Zostera marina.
Ecological studies often assume that genetically similar individuals will be more similar in phenotypic traits, such that genetic diversity can serve as a proxy for trait diversity. Here, we explicitly test the relationship between genetic relatedness and trait distance using 40 eelgrass (Zostera marina) genotypes from five sites within Bodega Harbor, CA. We measured traits related to nutrient uptake, morphology, biomass and growth, photosynthesis, and chemical deterrents for all genotypes. We used these trait measurements to calculate a multivariate pairwise trait distance for all possible genotype combinations. We then estimated pairwise relatedness from 11 microsatellite markers. We found significant trait variation among genotypes for nearly every measured trait; however, there was no evidence of a significant correlation between pairwise genetic relatedness and multivariate trait distance among individuals. However, at the subpopulation level (sites within a harbor), genetic (FST) and trait differentiation were positively correlated. Our work suggests that pairwise relatedness estimated from neutral marker loci is a poor proxy for trait differentiation between individual genotypes. It remains to be seen whether genomewide measures of genetic differentiation or easily measured "master" traits (like body size) might provide good predictions of overall trait differentiation
Sexual Orientation Differences in the Relationship Between Victimization and Hazardous Drinking Among Women in the National Alcohol Survey
This study examined relationships between past experiences of victimization (sexual abuse and physical abuse in childhood, sexual abuse and physical abuse in adulthood, and lifetime victimization) and hazardous drinking among sexual minority women compared to exclusively heterosexual women. Data were from 11,169 women responding to sexual identity and sexual behavior questions from three National Alcohol Survey waves: 2000 (n = 3,880), 2005 (n = 3,464), and 2010 (n = 3,825). A hazardous drinking index was constructed from five dichotomous variables (5+ drinking in the past year, drinking two or more drinks daily, drinking to intoxication in the past year, two or more lifetime dependence symptoms, and two or more lifetime drinking-related negative consequences). Exclusively heterosexual women were compared with three groups of sexual minority women: lesbian, bisexual, and women who identified as heterosexual but reported same-sex partners. Each of the sexual minority groups reported significantly higher rates of lifetime victimization (59.1% lesbians, 76% bisexuals, and 64.4% heterosexual women reporting same-sex partners) than exclusively heterosexual women (42.3%). Odds for hazardous drinking among sexual minority women were attenuated when measures of victimization were included in the regression models. Sexual minority groups had significantly higher odds of hazardous drinking, even after controlling for demographic and victimization variables: lesbian (OR [sub]adj[sub] = 2.0, CI = 1.1â3.9, p \u3c .01; bisexual (OR [sub]adj[sub] = 1.8, CI = 1.0â3.3, p \u3c .05; heterosexual with same-sex partners (ORadj = 2.7; CI = 1.7â4.3, p \u3c .001). Higher rates of victimization likely contribute to, but do not fully explain, higher rates of hazardous drinking among sexual minority women. Large-scale and significant expression from pseudogenes in Sodalis glossinidius â a facultative bacterial endosymbiont
The majority of bacterial genomes have high coding efficiencies, but there are some genomes of intracellular bacteria that have low gene density. The genome of the endosymbiont Sodalis glossinidius contains almost 50â% pseudogenes containing mutations that putatively silence them at the genomic level. We have applied multiple âomicâ strategies, combining Illumina and Pacific Biosciences Single-Molecule Real-Time DNA sequencing and annotation, stranded RNA sequencing and proteome analysis to better understand the transcriptional and translational landscape of Sodalis pseudogenes, and potential mechanisms for their control. Between 53 and 74â% of the Sodalis transcriptome remains active in cell-free culture. The mean sense transcription from coding domain sequences (CDSs) is four times greater than that from pseudogenes. Comparative genomic analysis of six Illumina-sequenced Sodalis isolates from different host Glossina species shows pseudogenes make up ~40â% of the 2729 genes in the core genome, suggesting that they are stable and/or that Sodalis is a recent introduction across the genus Glossina as a facultative symbiont. These data shed further light on the importance of transcriptional and translational control in deciphering hostâmicrobe interactions. The combination of genomics, transcriptomics and proteomics gives a multidimensional perspective for studying prokaryotic genomes with a view to elucidating evolutionary adaptation to novel environmental niches
