    Beyond Infrastructure: Broadband for Development in Remote and Indigenous Regions

    Recent telecommunications stimulus projects in the U.S. and Canada were intended to increase availability of broadband through funding infrastructure investments, largely in rural and remote regions. However, true access involves more than availability; it also includes affordability and adoption. This paper presents a framework for analyzing broadband adoption that takes into consideration geographical, economic and cultural environments in indigenous communities. It includes an overview of potential social and economic impacts of broadband in remote areas, using examples from the Alaska study and the Canadian North. It then reports on results of an evaluation of Internet use and potential adoption of broadband in remote indigenous communities of southwest Alaska. Finally, the paper provides a comparative analysis of U.S. and Canadian policies intended to achieve affordable access to broadband for rural users and sustainable business models for rural broadband providers.Ye

    Digital Diversity: Broadband and Indigenous Populations in Alaska

Sponsored by the Ford Foundation.Alaska Natives comprise several cultural and linguistic groups including Inupiat, Yupik, Athabascan, Aleut, Tlingit and Haida, organized into some 226 tribes. Approximately two-thirds of the indigenous population live in more than 200 rural villages, most of which are remote settlements with fewer than 200 people and no road access. Since the late 1970’s, all communities with at least 25 permanent residents have had telephone service, but broadband connectivity remains limited. The major mechanism for extending Internet access to rural Alaska has been federal universal service funds, specifically the E-rate program that subsidizes Internet access for schools and libraries, and the Rural Health program that subsidizes connectivity for rural health clinics and hospitals. Under the federal Stimulus program, Alaska has also recently received funding for infrastructure to extend broadband in southwest Alaska, for improved connectivity for rural libraries, and for training and support for rural public computer centers. These initiatives primarily support improvements in Internet and broadband availability for rural Alaska. However, this paper proposes a more rigorous framework including not only availability, but more broadly access, and also adoption, and examines how these concepts apply to Alaska natives. The paper also examines other elements of digital diversity, including innovation in applications and content, ICT entrepreneurship, and participation in telecommunications policy-making

    When Church Teachings and Policy Commitments Collide: Perspectives on Catholics in the U.S. House of Representatives

    This article investigates the influence of religious values on domestic social policy-making, with a particular focus on Catholics. We analyze roll call votes in the 109th Congress and find that Catholic identification is associated with support for Catholic Social Teaching, but both younger Catholics and Republican Catholics are found less supportive. In followup interviews with a small sample of Catholic Republicans, we find that they justify voting contrary to Church teaching by seeing its application to domestic social issues as less authoritative than Church moral teachings on issues like abortion

    Tracking and Orbit-Determination Program of the Jet Propulsion Laboratory

    The lunar-probe tracking program at the Jet Propulsion Laboratory has two prime objectives: (1) provide real-time predictions of the direction of the probe from various observation stations; (2) establish a reliable trajectory corresponding to the actual flight path of the probe. The tracking program, although developed for use with lunar probes, can be used for interplanetary probes if certain modifications are made. The program, as developed for the IBM 704 digital computer, has two distinct phases. First, the equations of motion and the variational equations are integrated to each observation time where the elements of the equation A (sub u) equals b [linearization of the maximum likelihood equations] are computed. The second phase is concerned with the solution of a specified subset of A (sub u) equals b. Flexibility and ease of operation have been major objectives in writing the 704 program. The number of data points and tracking stations that may be used is limited only by computing time and core storage. Input formats and operating instructions are presented for utilizing the various computational options available in the program

    Satellite altimeters after Skylab and GEOS-C - should they utilize a single transmitter or an array of pulsed amplifiers?

    An attempt was made to determine if future satellite altimeters, operating at K-band, should use a single transmitter or an array of pulsed amplifiers. The two systems were compared as a function of reliability, power, service life, system requirements, and weight. Preliminary results indicate the modular system to be superior in service life and reliability although it requires more power and is substantially heavier than the single system. No concrete conclusions were reached as to which system should be used

    The Mori–Zwanzig formalism is applied to derive an equation for the evolution of linear observables of the overdamped Langevin equation. To illustrate the resulting equation and its use in deriving approximate models, a particular benchmark example is studied both numerically and via a formal asymptotic expansion. The example considered demonstrates the importance of memory effects in determining the correct temporal behaviour of such systems
