    Economics and Politics: Perspectives on the Goals and Future of Antitrust

    This Article examines the roles of economics and politics in U.S. antitrust from several perspectives. It explains why the modern debate over the economic welfare standard that enforcers and courts should pursue is unsatisfying. It connects economics with politics by describing antitrust’s economic goals as the product of a mid-twentieth century political understanding about the nature of economic regulation that continues to be accepted. To protect that understanding, it explains, antitrust rules should now be implemented using a qualified consumer welfare standard. It identifies contemporary political tensions that threaten to create regulatory gridlock or even to undermine that political understanding and uses that framework to sketch several possible futures for competition policy. Notwithstanding these political tensions, the Article concludes, economics plays an indispensable role in shaping and applying modern antitrust

    Performances of moment resisting frames with slender composite sections in low-to-moderate seismic areas

    [EN] The aim of the recently completed European research program Meakado is therefore to study design options with requirements proportioned to the actual seismic context of constructions in areas characterized by a low or moderate seismic hazard, contrary to most researches aiming at maximizing the seismic performances. In this general framework, specific investigations have been carried out regarding typical beam profiles commonly used for multi-bay - multi-storey composite frames. In a first stage, experimental tests on class-3 composite beam-to-column connections were performed. The measurement results were evaluated with regard to the development of the hysteretic behavior with particular emphasis on the degradation. These test results have been used as reference for the calibration and validation of numerical model aiming at extending the scope of the experimental outcomes through appropriate parametric variations regarding the behavior of nodal connections as well as towards the global analysis and behavior of structures made of class 3 and 4 profiles. Numerical investigations of the global performance of composite frames with slender cross-sections are then performed resorting to the numerical model previously calibrated with respect to the experimental tests and additional simulations at node level. Results are compared to the performance of an equivalent frame made of compact steel profiles. Attention is paid to the effects of strength and stiffness degradation due to local buckling. The analysis of the results is specifically focusing on the comparison of the rotation capacity of the slender section with the actual rotation demand imposed by a moderate intensity earthquake. Based on the outcomes of these investigations, practical design recommendations are finally derived for multi-storey, multi-bay moment resisting frames with type b (full composite action) beam-to column connections located in low and moderate seismicity regions.The work summarized in this paper has been realized in the global framework of the RFCS research project Meakado “Design of steel and composite structures with limited ductility requirements for optimized performances in moderate earthquake areas” – grant agreement RFSR-CT-2013-00022.Degée, H.; Duchêne, Y.; Hoffmeister, B.     Influence of variability of material mechanical properties on seismic performance of steel and steel-concrete composite structures

    Modern standards for constructions in seismic zones allow the construction of buildings able to dissipate the energy of the seismic input through an appropriate location of cyclic plastic deformations involving the largest possible number of structural elements, forming thus a global collapse mechanisms without failure and instability phenomena both at local and global level. The key instrument for this purpose is the capacity design approach, which requires an appropriate selection of the design forces and an accurate definition of structural details within the plastic hinges zones, prescribing at the same time the oversizing of non-dissipative elements that shall remain in the elastic field during the earthquake. However, the localization of plastic hinges and the development of the global collapse mechanism is strongly influenced by the mechanical properties of materials, which are characterized by an inherent randomness. This variability can alter the final structural behaviour not matching the expected performance. In the present paper, the influence of the variability of material mechanical properties on the structural behaviour of steel and steel/concrete composite buildings is analyzed, evaluating the efficiency of the capacity design approach as proposed by Eurocode 8 and the possibility of introducing an upper limitation to the nominal yielding strength adopted in the design
