Simulation of space-borne tsunami detection using GNSS-Reflectometry applied to tsunamis in the Indian Ocean
Within the German-Indonesian Tsunami Early Warning System project GITEWS (Rudloff et al., 2009), a feasibility study on a future tsunami detection system from space has been carried out. The Global Navigation Satellite System Reflectometry (GNSS-R) is an innovative way of using reflected GNSS signals for remote sensing, e.g. sea surface altimetry. In contrast to conventional satellite radar altimetry, multiple height measurements within a wide field of view can be made simultaneously. With a dedicated Low Earth Orbit (LEO) constellation of satellites equipped with GNSS-R, densely spaced sea surface height measurements could be established to detect tsunamis. This simulation study compares the Walker and the meshed comb constellation with respect to their global reflection point distribution. The detection performance of various LEO constellation scenarios with GPS, GLONASS and Galileo as signal sources is investigated. The study concentrates on the detection performance for six historic tsunami events in the Indian Ocean generated by earthquakes of different magnitudes, as well as on different constellation types and orbit parameters. The GNSS-R carrier phase is compared with the PARIS or code altimetry approach. The study shows that Walker constellations have a much better reflection point distribution compared to the meshed comb constellation. Considering simulation assumptions and assuming technical feasibility it can be demonstrated that strong tsunamis with magnitudes (<i>M</i>) &ge;8.5 can be detected with certainty from any orbit altitude within 15–25 min by a 48/8 or 81/9 Walker constellation if tsunami waves of 20 cm or higher can be detected by space-borne GNSS-R. The carrier phase approach outperforms the PARIS altimetry approach especially at low orbit altitudes and for a low number of LEO satellites

A novel Multiple-Expert Protocol to manage uncertainty and subjective choices in probabilistic single and multi-hazard risk analyses

No data was used for the research described in the article.Integrating diverse expert opinions in hazard and risk projects is essential to managing subjective decisions and quantifying uncertainty to produce stable and trustworthy results. A structured procedure is necessary to organize the gathering of experts' opinions while ensuring transparency, accountability, and independence in judgements. We propose a novel Multiple-Expert management Protocol (MEP) to address this challenge, providing procedural guidelines for conducting single to multi-hazard risk analyses. MEP establishes a workflow to manage subjectivity rooted in (i) moderated and staged group interactions, (ii) trackable blind advice through written elicitations with mathematical aggregation, (iii) participatory independent review, (iv) close cooperation between scientific and managerial coordination, and (v) proper and comprehensive documentation. Originally developed for stress testing critical infrastructure, MEP is designed as a single, flexible, technology-neutral procedural workflow applicable to various sectors. Moreover, its scalability allows it to adapt from high to low-budget projects and from complex probabilistic multi-hazard risk assessments to standard single-hazard analyses, with different experts' degree and type of involvement depending on available funding and emerging controversies. Mobility as a contradictory resource: Peripatetic Qur’anic students in Kano, Nigeria
Mobility is a powerful resource young people can draw on to improve their lives, but it can also entail risks. This paper explores how mobility becomes a contradictory resource for peripatetic Qur'anic students (almajirai) in Kano State in northern Nigeria. Moving to urban areas allows the young almajirai to escape difficult conditions and to access educational and income opportunities absent in their rural homes. It makes it possible for them to adopt self-conceptions as migrants in search of sacred knowledge who were once widely respected. However, economic decline has made survival in the city more difficult. Lacking the economic and cultural resources to participate in displays of status, and without social superiors to speak for them, the almajirai feel they have become fair game for those searching for scapegoats
The Making of the NEAM Tsunami Hazard Model 2018 (NEAMTHM18)
The NEAM Tsunami Hazard Model 2018 (NEAMTHM18) is a probabilistic hazard model for tsunamis generated by earthquakes. It covers the coastlines of the North-eastern Atlantic, the Mediterranean, and connected seas (NEAM). NEAMTHM18 was designed as a three-phase project. The first two phases were dedicated to the model development and hazard calculations, following a formalized decision-making process based on a multiple-expert protocol. The third phase was dedicated to documentation and dissemination. The hazard assessment workflow was structured in Steps and Levels. There are four Steps: Step-1) probabilistic earthquake model; Step-2) tsunami generation and modeling in deep water; Step-3) shoaling and inundation; Step-4) hazard aggregation and uncertainty quantification. Each Step includes a different number of Levels. Level-0 always describes the input data; the other Levels describe the intermediate results needed to proceed from one Step to another. Alternative datasets and models were considered in the implementation. The epistemic hazard uncertainty was quantified through an ensemble modeling technique accounting for alternative models’ weights and yielding a distribution of hazard curves represented by the mean and various percentiles. Hazard curves were calculated at 2,343 Points of Interest (POI) distributed at an average spacing of ∼20 km. Precalculated probability maps for five maximum inundation heights (MIH) and hazard intensity maps for five average return periods (ARP) were produced from hazard curves. In the entire NEAM Region, MIHs of several meters are rare but not impossible. Considering a 2% probability of exceedance in 50 years (ARP≈2,475 years), the POIs with MIH >5 m are fewer than 1% and are all in the Mediterranean on Libya, Egypt, Cyprus, and Greece coasts. In the North-East Atlantic, POIs with MIH >3 m are on the coasts of Mauritania and Gulf of Cadiz. Overall, 30% of the POIs have MIH >1 m. NEAMTHM18 results and documentation are available through the TSUMAPS-NEAM project website (http://www.tsumaps-neam.eu/), featuring an interactive web mapper. Although the NEAMTHM18 cannot substitute in-depth analyses at local scales, it represents the first action to start local and more detailed hazard and risk assessments and contributes to designing evacuation maps for tsunami early warning.publishedVersio
Clues from joint inversion of tsunami and geodetic data of the 2011 Tohoku-oki earthquake
The 2011 Tohoku-oki (Mw 9.1) earthquake is so far the best-observed megathrust rupture, which allowed the collection of unprecedented offshore data. The joint inversion of tsunami waveforms (DART buoys, bottom pressure sensors, coastal wave gauges, and GPS-buoys) and static geodetic data (onshore GPS, seafloor displacements obtained by a GPS/acoustic combination technique), allows us to retrieve the slip distribution on a non-planar fault. We show that the inclusion of near-source data is necessary to image the details of slip pattern (maximum slip ~48 m, up to ~35 m close to the Japan trench), which generated the large and shallow seafloor coseismic deformations and the devastating inundation of the Japanese coast. We investigate the relation between the spatial distribution of previously inferred interseismic coupling and coseismic slip and we highlight the importance of seafloor geodetic measurements to constrain the interseismic coupling, which is one of the key-elements for long-term earthquake and tsunami hazard assessment
Probabilistic tsunami hazard assessment for the Makran region with focus on maximum magnitude assumption
Despite having been rather seismically quiescent for the last decades, the
Makran subduction zone is capable of hosting destructive earthquakes and
tsunami. In particular, the well-known thrust event in 1945 (Balochistan
earthquake) led to about 4000 casualties. Nowadays, the coastal regions are
more densely populated and vulnerable to similar events. Furthermore, some
recent publications discuss rare but significantly larger events at the
Makran subduction zone as possible scenarios. We analyze the instrumental
and historical seismicity at the subduction plate interface and generate
various synthetic earthquake catalogs spanning 300 000 years with varying
magnitude-frequency relations. For every event in the catalogs we compute
estimated tsunami heights and present the resulting tsunami hazard along the
coasts of Pakistan, Iran and Oman in the form of probabilistic tsunami
hazard curves. We show how the hazard results depend on variation of the
Gutenberg–Richter parameters and especially maximum magnitude assumption
Source modeling and inversion with near real-time GPS: a GITEWS perspective for Indonesia

To meet these requirements, we employ geophysical and geological information to predefine a maximum number of rupture parameters. We discretize the tsunamigenic Sunda plate interface into an ordered grid of patches (150&times;25) and employ the concept of Green's functions for forward and inverse rupture modeling. Rupture Generator, a forward modeling tool, additionally employs different scaling laws and slip shape functions to construct physically reasonable source models using basic seismic information only (magnitude and epicenter location). GITEWS runs a library of semi- and fully-synthetic scenarios to be extensively employed by system testing as well as by warning center personnel teaching and training. Near real-time GPS observations are a very valuable complement to the local tsunami warning system. Their inversion provides quick (within a few minutes on an event) estimation of the earthquake magnitude, rupture position and, in case of sufficient station coverage, details of slip distribution
Instant tsunami early warning based on real-time GPS – Tohoku 2011 case study
Taking the 2011 Tohoku earthquake as an example, we demonstrate the ability of real-time GPS to provide qualified tsunami early warning within minutes. While in earlier studies we demonstrated the power of the so-called GPS shield concept based on synthetic data, we here present a complete processing chain starting from actual GPS raw data and fully simulate the situation as it would be in a warning center. The procedure includes processing of GPS observations with predicted high precision orbits, inversion for slip and computation of the tsunami propagation and coastal warning levels. We show that in case of the Tohoku earthquake, it would be feasible to provide accurate tsunami warning as soon as 3 min after the beginning of the earthquake

A New Approximate Method for Quantifying Tsunami Maximum Inundation Height Probability
Regional and global tsunami hazard analysis requires simplified and efficient methods for estimating the tsunami inundation height and its related uncertainty. One such approach is the amplification factor (AF) method. Amplification factors describe the relation between offshore wave height and the maximum inundation height, as predicted by linearized plane wave models employed for incident waves with different wave characteristics. In this study, a new amplification factor method is developed that takes into account the offshore bathymetry proximal to the coastal site. The present AFs cover the North-Eastern Atlantic and Mediterranean (NEAM) region. The model is the first general approximate model that quantifies inundation height uncertainty. Uncertainty quantification is carried out by analyzing the inundation height variability in more than 500 high-resolution inundation simulations at six different coastal sites. The inundation simulations are undertaken with different earthquake sources in order to produce different wave period and polarity. We show that the probability density of the maximum inundation height can be modeled with a log-normal distribution, whose median is quite well predicted by the AF. It is further demonstrated that the associated maximum inundation height uncertainties are significant and must be accounted for in tsunami hazard analysis. The application to the recently developed TSUMAPS-NEAM probabilistic tsunami hazard analysis (PTHA) is presented as a use case
