The role of traditional land use systems in the well-being of rural Timor-Leste
Natural ecosystems and traditional land use systems have an important role in the life and well being of the rural population of Timor-Leste. Our objectives are: 1) to analyse the different functions that natural ecosystems and land use systems supply to the rural populations of Timor-Leste, identifying the goods and services produced and their economic value; 2) to relate the services produced by land use patterns with Timor-Leste rural population well being; and 3) to discuss the impacts of the present situation and to foresee changes on the well being of rural Timor-Leste.
This paper is based on a multidisciplinary approach incorporating contributions from several fields of knowledge, and uses documentary sources, field observations and interviews.
The land use patterns identified in Timor-Leste are: natural and semi-natural ecosystems, subsistence agriculture, sacred, housing, basic infrastructures and industries and services. These land use patterns produce a set of goods and which are essential for the survival and well-being of Timor-Leste rural communities.

LAND AND GENDER IN MATRILINEAL TIMOR-LESTE
There are few groups’ followers of the matrilineal system in the world but they are present in all continents, except in Europe. In Timor-Leste, the matrilineal organization social system is found among 3 ethno-linguistic groups and seems that, in spite of their resilience, some changes have been taken place in recent years due to some economic, socio and cultural changes.
Two different kinship/social systems coexist in Timor-Leste, one patrilineal in force in the majority of the territory and one matrilineal in the regions with dominance of Búnaque, Tetum-Terik and Galoli ethno-linguistic groups.
The idea behind this paper is to identify those features related to land that have been characterizing the matrilineal system of the Búnaque in Timor-Leste. Human rights based approach to ecosystem services in rural Timor-Leste
Land and water are the main supporters of almost every ecosystem on earth, either natural or semi-natural, including the traditional land use systems developed by human beings. The multidimensional services supplied by the different land uses are essential resources for the great majority of the population in developing countries. Besides the economic value associated with those services, land services have also historical, cultural and sacred values that should not be ignored as they have shaped over time the social organization of communities.
Recognizing the multidimensional character of the services provided by nature in general, and land in particular is precisely the essence of a human rights approach to development. According to the United Nations Organization (UN), a human-rights based approach to development is a conceptual framework for the process of human development that is normatively based on international human rights standards and operationally directed to promoting and protecting them. In its essence, a human rights-based approach integrates the norms, standards and principles of the international human rights system into the plans, policies and processes of development.
In this article, specific emphasis will be placed on the relationship between well-being and land use, through physical, economic, social and cultural connections. Our primary concern is to show that human development, in rural areas cannot be measured

by the simple production and consumption of commodities sourced in what is conventionally called the primary sector but of a more complex relationship involving mobilization as much as preservation of resources, and material consumption as much as spiritual fulfillment. While carrying out this purpose we will pay special attention to conflicting land uses that may impair population’s well being.
First, we will present East Timor and the concept of ecosystem services. Indeed, human well-being is dependent upon multiple and often interrelated ecosystem services contributing each of them to more than one component of well-being. Furthermore, there is interconnectedness of the well-being components and ecosystem services are dynamic and context-dependent.
Second, we will discuss the human rights approach to development with special emphasis on cultural freedom, which can be defined as the freedom of people to choose their identities and to lead the lives they value, without being excluded from other choices important to them.
Third, we will examine land use patterns in East Timor and its relation to the well being of rural East Timor. In this part we will show how services provided by nature are at least both economic and cultural, and that despite the fact that there may be conflicting uses, a human rights approach must take both services into consideration and value them equally
Aquisição de Tractores na Beira Interior – Atitudes, Comportamentos e Motivações
Sabendo que a aquisição de máquinas agrícolas domina largamente o investimento realizado ao nível das explorações
agrícolas em muitos programas de apoio ao desenvolvimento do sector, preocupámo-nos em avaliar os motivos e os
fundamentos desta escolha por parte dos agricultores.
O estudo foi levado a cabo na Beira Interior a solicitação da Direcção Regional de Agricultura no âmbito da medida
AGRIS e no que se refere ao período 2000-2004.
A metodologia utilizada recobriu a análise de informação documental, a realização de entrevistas a vendedores de
máquinas e técnicos agrícolas e a realização de um inquérito por questionário a agricultores beneficiários da medida,
na região.
A análise efectuada permitiu identificar grupos de agricultores relativamente homogéneos quanto aos comportamentos,
atitudes e motivações na utilização e compra de tractor. Estava assim caracterizada a procura. Foi possível
também identificar os factores que modelaram a oferta, quer de máquinas e equipamentos, quer dos fundos necessários
para os adquirir.
As conclusões permitem aferir a oportunidade das escolhas tecnológicas dos agricultores, visando aumentos de produtividade
e de bem-estar que os fundos disponibilizados ajudaram a concretizar
Desenvolvimento rural, mulheres e terra – Um olhar sobre Timor- Leste
O caminho percorrido para que as questões do género e do desenvolvimento e em
especial a sua interligação sejam assuntos importantes e alvo de atenção tanto
académica como política, foi longo. Várias áreas do conhecimento, como a sociologia, a
antropologia e a economia, contribuem para a construção do conhecimento neste
domínio, a par de outras mais recentes como os estudos feministas e os estudos póscoloniais.
Como resultado, as teorias e os conceitos sobre a relação das mulheres com o
desenvolvimento e os efeitos deste sobre as mulheres têm sido vários.
O objectivo deste trabalho foi em primeiro lugar caracterizar o papel da mulher no
desenvolvimento rural, identificando as suas funções, as principais abordagens
utilizadas e a sua situação perante o enquadramento jurídico internacional. Em segundo
lugar fazemos uma análise da situação da mulher em Timor-Leste, abarcando aspectos
sociais, nomeadamente os papéis de género, da família, e o acesso aos recursos naturais.
Faz-se igualmente uma leitura da situação da mulher perante o direito positivo e o
sistema costumeiro. A análise recorreu a informação documental e a observações e
dados recolhidos no local em 2000 e 2003.
Os contributos que as mulheres de Timor-Leste poderão dar ao desenvolvimento do seu
país está bastante condicionado pelas desigualdades de género presentes no direito
consuetudinário, no qual destacamos o desigual acesso aos recursos naturais, com
relevo para a terra. A HRBA parece ser a abordagem que melhor se adapta a uma
integração plena da mulher no processo de desenvolvimento, ao defender a igualdade e
a não discriminação das mulheres em qualquer circunstância, e ao apelar à formação e
ao empoderamento das mulheres para o exercício dos seus direitos
A economia de mercado e o direito humano à água em Timor Leste
A água é essencial para a sobrevivência humana e numa economia política dirigida à satisfação das
necessidades básicas, deve estar especialmente preocupada com a questão da disponibilidade de água e
sua distribuição, tendo também em conta a sua dimensão cultural. Uma desigualdade na sua distribuição e
o desrespeito pela sua função social representa uma grave violação de um direito humano e, portanto, não
deve ser tolerada.
Quanto menor o nível de desenvolvimento, menor é o poder do Estado no fornecimento de
produtos básicos, na regulação dos mercados, no garante de uma cobertura total de água potável e na
protecção de direitos históricos e culturais da água. Esta é a situação de Timor-Leste, quer nas zonas
rurais quer nas zonas urbanas, o que exige políticas específicas, a fim de garantir um mínimo de
satisfação do direito humano à água.

As mulheres e a terra, uma leitura da situação em Timor-Leste
A terra é um recurso essencial para a maioria da população dos países em desenvolvimento. Para além do
seu valor económico a terra tem também um significado e valor histórico, cultural e sagrado. Dado que a
maioria da população de Timor Leste vive nas zonas rurais, a terra é fundamental para a satisfação das
suas necessidades básicas e de sobrevivência.
A terra não deve ser vista isoladamente, mas sim no seu contexto social, económico e cultural. A
ordem social timorense, para além do patriarcado, apresenta outra característica determinante, a
cosmologia, na qual o princípio da reciprocidade e o carácter dual assumem especial relevo (Fox 1980;
Traube 1986; Hicks 2004). Em termos gerais, e muito simplistas, podemos dizer que a sociedade
Timorense se caracteriza tradicionalmente e maioritariamente por um sistema social e familiar linhageiro,
patrilinear, patrilocal e exogâmico.
A desigualdade de género está presente no direito costumeiro e nas práticas sociais tendo como
consequência que as mulheres tenham menos acesso aos recursos naturais, especialmente terra, e uma
participação menor no processo de tomada de decisão.
O objectivo deste trabalho é identificar os usos e as funções que a terra desempenha para as
comunidades Timorenses, caracterizar os mecanismos de aquisição e transferência da terra, entender a
desigualdade de género no acesso aos recursos e formular hipóteses sobre as alterações nos sistemas
costumeiros em direcção a uma maior equidade
Positive Mathematical Programming: an instrument for calibration and prescription of agricultural supply models
Neste artigo avalia-se a capacidade de calibração e de prescrição de resultados de
um modelo de oferta agrícola da Região Alentejo. A capacidade de calibração é analisada
para o regime de preços e de ajudas agrícolas em vigor no ano 2000, comparando os
resultados de diferentes formas de especificação da função dos custos variáveis totais do
modelo de programação matemática positiva com os resultados do modelo tradicional de
programação linear e com os dados estatísticos observados. Depois de calibrado, o
modelo de programação matemática positiva é utilizado na prescrição dos resultados
relativos ao cenário de preços e ajudas em vigor no ano de 2004. Conclui-se que a
programação matemática positiva para além de ser um eficaz instrumento de calibração
dos modelos de oferta agrícola, constitui também uma forma de prescrição de resultados
futuros
