This technology is intended to improve efficiency, identify and respond to outages more efficiently, and better monitor and control the distribution system. The only way to see direct benefits of this technology is to engage with the new features it provides.     The migration ban policy cycle: a comparative analysis of restrictions on the emigration of women domestic workers

    AbstractPolicies banning women domestic workers from migrating overseas have long been imposed by labour-sending states in the Indo-Pacific region. This article presents the complexities surrounding such bans by developing an overarching model of a migration ban policy cycle, which provides a theoretical framework for understanding the circumstances under which migration bans arise and play out. It examines the history of migration bans for four prominent labour-sending states ā€“ Indonesia, Nepal, the Philippines and Sri Lanka - to assess the causes, outcomes and extent of regional convergence of these policies. In doing so, we uncover two prominent policy narratives. The first involves labour diplomacy, where countries employ bans to negotiate superior working conditions and rights for migrant workers. The second concerns paternalist states as ā€˜protectorā€™, where states are primarily motivated to reaffirm traditional gender norms. We conclude that migration bans have been most effective, both in curbing departures and achieving desired outcomes, when they are primarily motivated by labour issues and not gender politics. Nevertheless, even when used as a form of diplomatic negotiation, migration bans heighten the vulnerability of domestic workers to exploitation by pushing them into irregular pathways fraught with risk.</jats:p

    Time-Series Photometry of Stars in and around the Lagoon Nebula. I. Rotation Periods of 290 Low-Mass Pre-Main-Sequence Stars in NGC 6530

    We have conducted a long-term, wide-field, high-cadence photometric monitoring survey of ~50,000 stars in the Lagoon Nebula \ion{H}{2} region. This first paper presents rotation periods for 290 low-mass stars in NGC 6530, the young cluster illuminating the nebula, and for which we assemble a catalog of infrared and spectroscopic disk indicators, estimated masses and ages, and X-ray luminosities. The distribution of rotation periods we measure is broadly uniform for 0.5 < P < 10 d; the short-period cutoff corresponds to breakup. We observe no obvious bimodality in the period distribution, but we do find that stars with disk signatures rotate more slowly on average. The stars' X-ray luminosities are roughly flat with rotation period, at the saturation level (logā”LX/Lbolā‰ˆāˆ’3.3\log L_X / L_{\rm bol} \approx -3.3). However, we find a significant positive correlation between LX/LbolL_X / L_{\rm bol} and co-rotation radius, suggesting that the observed X-ray luminosities are regulated by centrifugal stripping of the stellar coronae. The period-mass relationship in NGC 6530 is broadly similar to that of the Orion Nebula Cluster (ONC), but the slope of the relationship among the slowest rotators differs from that in the ONC and other young clusters. We show that the slope of the period-mass relationship for the slowest rotators can be used as a proxy for the age of a young cluster, and we argue that NGC 6530 may be slightly younger than the ONC, making it a particularly important touchstone for models of angular momentum evolution in young, low-mass stars.Comment: 28 pages, 18 figures, Accepted for publication in ApJ.     Introducing a randomized controlled trial into Family Proceedings : describing the 'how?' and defending the 'why?'

    In 2011, a randomized controlled trial (RCT) of a mental health intervention for families with children under the age of 5 years coming into the Scottish care system was launched, called the Best Services Trial (BeST). When attempts were made to expand the study to English sites, the local leadership Judge objected, concerned that randomization in family proceedings was unfair, potentially discriminatory, and unlawful. Considerations about parental consent, fairness of randomization, and an understanding that the new intervention might be no better, or even harmful, compared to current best practices were crucial in addressing these concerns. In 2017, BeST was launched in England utilizing a randomized methodology. Significant input into the design of BeST came from the leadership Judge who had previously considered randomization unlawful. In July 2021, 383 families with 488 children had been recruited across both Scottish and English sites. Follow-up continues and 76 per cent of families continue to participate at 2.5 years after entering the study. Although there were undoubted challenges in designing and implementing BeST, with hindsight, the objections raised to the testing of interventions randomly were demonstrably resolvable and the process of randomization encountered no legal challenges. This is the first time an RCT has been accommodated within live proceedings in the family justice arena in England and Wales and one of a relatively few such RCTs conducted internationally
