ments to introduce changes to welfare systems. As the old soviet-type social
safety net collapsed, new measures were needed to manage the challenges
of transition. The question thus arises: what kind of welfare regimes have
transitional countries moved towards, and is there a new model that combines
elements of modern European welfare regimes with the ‘socialist tradition’?
There is no agreement among researchers as to whether it is possible to draw
general conclusions on the development of welfare systems in transitional
countries; the problem remains that reforms in the public sector (education,
health care etc.) are unfinished, that institutions in different welfare sectors
follow different principles even within one country, and that there is a big gap
between rhetoric and the actual implementation of programmes. Most of the
research is non-conclusive and there are too many inconsistencies in the
different policy areas to allow the identification of a single welfare regime
category. In this paper, housing policy in CEE countries is explored. The
research approach is based on the ‘soft structuralist’ method, combining
structural elements and a ‘rational choice’ (policy or agency choice) approach
– a kind of contextualized rational choice theory. It is used in this paper to
explain the nature and scale of emerging housing poverty. The paper is based
on the analysis of changes in the Hungarian housing system, but examples
from other regions are also used to support the arguments
Impurity-induced step interactions: a kinetic Monte-Carlo study
A one-dimensional continuum description of growth on vicinal surfaces in the
presence of immobile impurities predicts that the impurities can induce step
bunching when they suppress the diffusion of adatoms on the surface. In the
present communication we verify this prediction by kinetic Monte-Carlo
simulations of a two-dimensional solid-on-solid model. We identify the
conditions where quasi one-dimensional step flow is stable against island
formation or step meandering, and analyse in detail the statistics of the
impurity concentration profile. The sign and strength of the impurity-induced
step interactions is determined by monitoring the motion of pairs of steps.
Assemblies containing up to 20 steps turn out to be unstable towards the
emission of single steps. This behavior is traced back to the small value of
the effective, impurity-induced attachment asymmetry for adatoms. An analytic
estimate for the critical number of steps needed to stabilize a bunch is
derived and confirmed by simulations of a one-dimensional model.Comment: 9 pages, 8 figure
Lakáspolitika és a lakáspiac – a közpolitika korlátai
Ebben az írásban a 2000 utáni lakáspolitikai programokat szeretném elemezni, részben, amennyire ez lehetséges, rámutatva a programok mögötti érdekekre, részben pedig a programok lakáspolitikai következményeire. Természetesen a történet 1990-ben, sőt, az azt megelőző években kezdődik, érdemes tehát ezekre az előzményekre is röviden kitérni. Ezeket az első részben tekinti át ez az írás, három kiemelt lakáspolitikai esemény elemzésével illusztrálva a lakáspolitika, a lakáspiac és az érdekcsoportok közötti kapcsolatot. A tanulmány második részében összefoglalom a lakásrendszer kritikus elemeit, amelyek a 2000 utáni lakáspolitika kiindulópontjául szolgáltak. A tanulmány harmadik része röviden összefoglalja a 2000 utáni lakáspolitika főbb elemeit, és azok változásait. A negyedik részben nyolc pontban értékelem a lakáspolitika következményeit, végül pedig az összefoglaló részben a magyar lakáspolitika előtt álló alternatívákat vázolom fel, figyelembe véve a többi kelet-európai ország lakáspolitikájának tapasztalatait
A housing regime unchanged: The rise and fall of foreign-currency loans in Hungary
This paper analyzes the expansion and crisis of the foreign-currency
(FX) loan market and responding mortgage-rescue programs in Hungary. We
assess changes in the housing regime and illustrate the process through analyzing
interactions between individual and institutional (state, financial institution, and
municipality) strategies. We argue that the current, malformed housing regime
has not changed significantly and remains vulnerable to similar events. This
particular case offers insight into regional tendencies, while also explaining the
reasons behind the escalation of the crisis in Hungary. We claim that the coping
strategies and broader behavior of participants reinforced the disproportionate
elements of the housing regime. Since 2015, housing policies have again relied on
economic stabilization, now subsidized by the EU, that incentivize market solutions
for private home ownership and disregard the experiences of past decades

A trifenil-foszfán két fenilgyűrűjét elektronszívó CF3-csoporttal, a harmadikat pedig para-helyzetben MeO-csoporttal módosítottuk. A MeO-csoport aktiváló hatása folytán enyhe körülmények között kvantitatív hozammal és teljes szelektivitással monoszulfonálható. Az új ligandum az ismert szulfonált foszfinok körében kiváló n-akceptor tulajdonsággal rendelkezik és oldhatósági jellemzői víz alkalmazása nélkül is lehetővé teszik a katalizátor elválasztását. A ligandum elektronikus hatásának vizsgálatára bdpp-vel analóg királis ligandumokat szintetizáltunk és teszteltünk prokirális olefinek Rh-katalizált aszimmetrikus hidrogénezésében. Megállapítottuk, hogy a katalizátor aktivitását és szelektivitását mind a ligandum, mind a szubsztrátum elektronikus tulajdonsága befolyásolja. A ligandum szerkezetének tervezésével kimagasló enantioszelektivitást (98,3 %) értünk el. Két foszfinit ligandumsorozatot szintetizáltunk (S)-BINOL and (S)-H8-BINOL-vázzal. Lineáris összefüggést kaptunk a para-szubsztituált, H8-binaftil-vázú ligandumok esetén a katalitikus aktivitás, illetve a regioszelektivitás és a Hammett-paraméter (?p) között. Az összefüggés ismeretében becsülhető az eltérő elektronaffinitású szubsztituenseket tartalmazó (-NO2, -N(CH3)2, stb.), analóg szerkezetű foszfinitekkel elérhető katalitikus aktivitás és regioszelektivitás, ami a ligandumok tudatos tervezését teszi lehetővé. | Two phenyl rings of triphenylphosphane have been modified by electron withdrawing 4-CF3 groups. MeO-group has been introduced at the para-position of the third ring. Due to the activating effect of the methoxy group, the phosphane can be monosulfonated under mild conditions and with complete selectivity. The novel ligand has an outstanding ?-acceptor capacity among the known sulfonated triarylphosphanes. Its solubility properties allow facile catalyst separation without water. Chiral diphosphine ligands analogous to bdpp were synthesized and tested in order to study the effect of the electronic nature of the ligands in Rh-catalyzed asymmetric hydrogenation of some prochiral olefins. The rhodium-catalyzed asymmetric hydrogenation of olefins is influenced by ligand-based electronic effects, as well as substrate based ones. Excellent ee?s (up to 98.3%) are obtained with careful design of the ligand structure. Two series of ligands based on (S)-BINOL and (S)-H8-BINOL were synthesized. In case of the para-substituted diphosphinites having octahydro-binaphthyl framework a linear correlation has been found between the catalytic properties (catalytic activity, regioselectivity) and Hammett substituent constants (?p). Knowing the correlation the catalytic performance of the analogous diphosphinites having substituents with different electron-affinity (-NO2, -N(CH3)2, etc.) could be estimated leading to the conscious planning of the ligands
