A Comparison between Political Claims Analysis and Discourse Network Analysis: The Case of Software Patents in the European Union

The study of policy discourse comprises actor-centered and content-oriented approaches. We attempt to close the gap between the two kinds of approaches by introducing a new methodology for the analysis of political discourse called Discourse Network Analysis. It is based on social network analysis and qualitative content analysis and takes an entirely relational perspective. Political discourse can be analyzed in a dynamic way, and the approach makes previously unobservable cleavage lines and alignments measurable at the actor level, at the level of the contents of a discourse, and a combined layer. We compare discourse network analysis with political claims analysis, a competing method, and apply both methods to the European-level discourse on software patents. Viel Bewegung – wenig Forschung : Zu- und Gegenstand sozialwissenschaftlicher Protest- und Bewegungsforschung in der Bundesrepublik

Die Autoren untersuchen die Lage der Forschung zu sozialen Bewegungen und Protest in der deutschen Wissenschaftslandschaft. Sie konstatieren, dass einer hohen gesellschaftlichen Bedeutung und gewachsenem medialen Interesse eine kaum institutionalisierte Forschung gegenübersteht. Obwohl es eine international etablierte Fachöffentlichkeit und ausdifferenziertes Wissen über diesen Gegen-stand gibt, bedarf es akademischer Institutionalisierung in der Bundesrepublik. Neben einer Problembeschreibung gehen die Autoren auch auf einzelne theoretische und empirische Ansätze sowie auf Forschungslücken der Bewegungsforschung ein. Im Ausblick wird die Initiative zur Gründung eines »Instituts für Protest- und Bewegungsforschung« vorgestellt, die sich die Behebung einiger der aufgezeigten Missstände vorgenommen hat.The authors analyze the current state of research on social movements and protest in Germany. They argue that despite the societal relevance and strong media interest in social movements this has not led to an institutionalization of social movement research in Germany. The article ends with an outlook in which the authors briefly discuss the initiative for the creation of an Institute for Protest and Movement Research, which might help to overcome some problems of weak institutionalization in the German field of social movement research

Auswertungen von G20-Demonstrationsbefragungen

Bei den Mobilisierungen zu den G20-Protesten in Hamburg ist die ‚Gewaltfrage‘ und die Frage nach den Grenzen von Protest allgegenwärtig. Der Beitrag vergleicht und erklärt Einstellungsmuster zu Formen konfrontativen Protests unter Teilnehmer*innen der Demonstrationen ‚Protestwelle‘ am 2. Juli 2017 und ‚Grenzenlose Solidarität statt G20‘ am 8. Juli 2017. Die Ergebnisse zeigen, dass sich die Spaltung der mobilisierenden Organisationen entlang der taktischen Ausrichtung der Proteste überraschend wenig in den Einstellungsmustern der Protestierenden widerspiegelt. Public domain as a master frame?

In a widely cited article Boyle suggests that a movement against the growing propertization of knowledge should develop a mobilization frame centered around the idea of the public domain. Based on an analysis of the framing strategies in the two most important protest mobilizations against extensive intellectual property rights I discuss whether and to which degree these movements did actually put the concept of the public domain at the center of their argumentation. The article uses political claims analysis and discourse analysis to show that the actual framing strategies relied on other frames. It closes with a discussion, explaining why the idea of the public domain is essentially a defensive concept with a limited potential for movements that primarily address the production of knowledge

Taking to the Streets in Germany – Disenchanted and Confident Critics in Mass Demonstrations

This paper analyses the socio-demographic attributes and political attitudes of protesters in Germany. In doing so, the paper studies participation at demonstrations, one of the key forms of non-electoral political participation in Germany and a central political arena in which to negotiate political and cultural conflicts. Methodologically, we draw on original data from nine protest surveys collected between 2003 and 2020. The demonstrations under scrutiny address a wide variety of issues such as peace, climate change, global justice, immigration, international trade and social policy. Analysing protesters’ profiles, we focus on differences both within and across demonstrations. We show that demonstrators’ socio-demographic and attitudinal characteristics diverge considerably across the surveyed demonstrations. In particular, we identify two clusters of demonstrations, differing most prominently regarding participants’ political trust, satisfaction with democracy, and perceptions of self-efficacy – the ‘disenchanted critics’ and the ‘confident critics’. Based on a regression analysis across all nine demonstrations, we further show that the distinction of these two demonstration clusters is not the result of the presence or absence of certain groups of demonstrators

Profil, Entstehung und Perspektiven der Protestbewegung in Deutschland

Die Protestkampagne von Fridays for Future (FFF) hat es innerhalb kürzester Zeit geschafft, in Deutschland und darüber hinaus hunderttausende Schüler*innen und Jugendliche für eine Wende in der Klimapolitik auf die Straße zu bringen. Um mehr über Profil, Mobilisierungswege und Motive der Demonstrierenden zu erfahren, haben wir als Teil eines europaweiten Forschungsprojekts Demonstrationsbefragungen während der Klimaproteste am 15. März 2019 in Berlin und Bremen durchgeführt. Das Working Paper präsentiert zentrale Befunde für FFF in Deutschland und ordnet diese ein. Die FFF-Proteste werden von jungen, gut gebildeten Menschen und überraschend stark von jungen Frauen getragen. Viele der demonstrierenden Schüler*innen, von denen sich die Mehrheit im linken Spektrum verortet, sind zum ersten Mal auf der Straße. Persönliche Kontakte sind der zentrale Weg der Mobilisierung. Die Demonstrierenden wollen die Politik unter Druck setzen, klimapolitische Versprechen einzulösen. Einen wichtigen Weg der Veränderung sehen insbesondere die Schüler*innen aber auch in der Veränderung der eigenen Lebens- und Konsumpraxis. Die Demonstrierenden sind keineswegs hoffnungslos, sondern vielmehr handlungsbereit, politisiert und zuversichtlich, dass ihr Protest gesellschaftliche und politische Veränderungen hervorrufen kann. Im europäischen Vergleich ist die Kampagne hinsichtlich Altersstruktur, Verteilung der Geschlechter und insbesondere hinsichtlich der Einschätzung von Lösungswegen heterogener als der gemeinsame Rahmen vermuten lässt. Abschließend blicken wir auf die öffentliche Resonanz und im Fazit auf Faktoren des (medialen) Erfolgs
