Transparency level of the electronic procurement system in Malaysia

    Get PDF
This paper aims to examine the level of transparency of the electronic procurement (e-procurement) system in Malaysia. Using the content analysis method, 23 transparency disclosure items from the Website Attribute Evaluation System (WAES) checklist were used to evaluate the transparency level of the e-procurement system. The data gathered from the WAES were analysed using frequency and percentage based on the various categories of transparency. The study reveals that the e-procurement system disclosed 17 out of the 23 WAES transparency disclosure items, which represents a transparency disclosure level of 73.91%. Of the five categories of disclosure, i.e. ownership, contact information, organizational information, citizen consequences and freshness, the detailed results show that the items are fully disclosed for only two categories, and for three categories, i.e. ownership, contact information and organizational information, the items are not fully disclosed. The findings of the present research offer a positive indication that the government is moving in the right direction, particularly in efforts to reduce the corruption level in procurement activities and to improve the accountability level of the government. The present study is among the few studies that attempts to address a fundamental issue of transparency in the public procurement system that has an important relationship with the occurrence of corruption in procurement activities

A case study on corporate social responsibility on tax exemption

This preliminary research is a study on the corporate social responsibility of Malaysian corporate company’s selection in channelling their fund to a needy person or organization. Evaluation has been done to a Malaysian east coast regent company. Nowadays, company’s awareness level on corporate social responsibility (CSR) is high. As such, the effort in nourishing the awareness will be worthless should the company channels it to the wrong party. Furthermore, the said company might be refused for tax exemption entitlement. Therefore, there are specific criteria to be fulfilled in selecting the ideal personnel or organization. Besides, it is essential for the company to have a crystal-clear view on CSR type that have been designated for them; to qualify them for tax exemption. As such, qualitative method is used in determining which factors of a person or an organization criterion is/are most contributed to channel funds. Researcher will analyse gathered data from participants and compared it to the existing method used in Malaysia. The outcome might be useful corporate companies; as which it can be used as guidelines in measuring their current performance of collecting tax; resulting in correct allocation of fund and contribution to the righteous parties

Comparison of phytochemicals, antioxidant and anti-cholinesterase activity of unripe and ripe fruit of sonneratia caseolaris

Sonneratia caseolaris, also known as mangrove apple produces the edible fruit which can be found mainly on tidal mud in mangroves area. Since this fruit is considered as underutilized fruit as it is not fully discovered for its potential health benefits and not fully commercialized, hence this study aimed to determine the phytochemicals contents (i.e. total flavonoid, phenolic, anthocyanins and carotenoids contents), antioxidant and anti-cholinesterase activity of different parts (flesh and stem cap) of the unripe and ripe fruit extracts. Phytochemicals, antioxidant and anti-cholinesterase activities were determined using standard methods of spectrophotometric analysis. The flesh part of unripe S. caseolaris displayed the highest total phenolic, flavonoid and carotenoid contents as compared to the other parts in 80% methanol extract with the values of 67.67±0.10 mg (GAE/g), 37.06±0.30 mg (RE/g) and 5.41±0.10 mg (BC/100 g), respectively. The flesh part of unripe S. caseolaris in 80% methanol extract exhibited the best antioxidant properties in three different assays (i.e. DPPH, FRAP and ABTS) with the values of 98.32±0.28%, 67.72±0.74 mmol/g and 91.24±1.23 mg/g, respectively. The acetylcholinesterase inhibition also was found to be higher in the flesh part of unripe 80% methanol S. caseolaris extract with 47.18±0.68% at the concentration of 250 µg/mL. Therefore, utilization of this fruit as natural antioxidant and acetylcholinesterase inhibition sources may develop new pharmaceutical and nutraceutical products

Effects of fish stocking density on water quality, growth performance of Tilapia and yield of butterhead lettuce grown in decoupled recirculation aquaponic systems

This study was conducted over a period of 52 days to determine the effects of fish stocking density on the water quality, growth performance of tilapia and yield of butterhead lettuce cultivated in decoupled recirculation aquaponic systems (DRAPS). In this study, three respective tilapia stocking densities (treatments) of 8 Kg m-3, 10 Kg m-3, and 12 Kg m-3 were used to evaluate the butterhead lettuce in the DRAPS, which consist of two independent loops. All treatments were done in triplicates. The results showed with increased stocking density, the electrical conductivity, total dissolved substances and salinity increased and dissolved oxygen decline. The results showed that the highest stocking density produced the highest nutrients accumulation of ammonia-nitrogen (NH3-N), ammonium (NH4), nitrite-nitrogen (NO2-N) and nitrate-nitrogen (NO3-N) and potassium (K) except for phosphorus (P). Nevertheless, based on the conversion of fish feed to NO3-N and P per kilogram of feeds, the lowest stocking density provided the highest concentration of NO3-N and P. It was documented that DRAPS relied solely on the fish waste produced an insufficient concentration of N, P, K and iron. The average survival rate of tilapia in all treatments was above 94% and was not a significant difference among the treatments
