Microwave remote sensing of snow experiment description and preliminary results
The active and passive microwave responses to snow were investigated at a site near Steamboat Springs, Colorado during the February and March winter months. The microwave equipment was mounted atop truck-mounted booms. Data were acquired at numerous frequencies, polarizations, and angles of incidence for a variety of snow conditions. The experiment description, the characteristics of the microwave and ground truth instruments, and the results of a preliminary analysis of a small portion of the total data volume acquired in Colorado are documented
Evaluation of a wind-tunnel gust response technique including correlations with analytical and flight test results
A wind tunnel technique for obtaining gust frequency response functions for use in predicting the response of flexible aircraft to atmospheric turbulence is evaluated. The tunnel test results for a dynamically scaled cable supported aeroelastic model are compared with analytical and flight data. The wind tunnel technique, which employs oscillating vanes in the tunnel throat section to generate a sinusoidally varying flow field around the model, was evaluated by use of a 1/30 scale model of the B-52E airplane. Correlation between the wind tunnel results, flight test results, and analytical predictions for response in the short period and wing first elastic modes of motion are presented

Spin dynamics in the optical cycle of single nitrogen-vacancy centres in diamond
We investigate spin-dependent decay and intersystem crossing in the optical
cycle of single negatively-charged nitrogen-vacancy (NV) centres in diamond. We
use spin control and pulsed optical excitation to extract both the
spin-resolved lifetimes of the excited states and the degree of
optically-induced spin polarization. By optically exciting the centre with a
series of picosecond pulses, we determine the spin-flip probabilities per
optical cycle, as well as the spin-dependent probability for intersystem
crossing. This information, together with the indepedently measured decay rate
of singlet population provides a full description of spin dynamics in the
optical cycle of NV centres. The temperature dependence of the singlet
population decay rate provides information on the number of singlet states
involved in the optical cycle.Comment: 11 pages, 5 figure
The legal framework for private sector development in a transitional economy : the case of Poland
The economies of Central and Eastern Europe are in the midst of a historic transition from central planning and state ownership to development of a market-driven private sector. This transition requires comprehensive changes in"rules of the game"- including the legal framework for economic activity. A market economy presupposes a set of property rights and a system of laws or customs that allow the exchange of those rights. The legal framework in a market economy has at least three basic functions: defining the universe of property rights; setting the rules for entry into and exit from productive activities; and setting the rules of market exchange. These legal tasks are accomplished by areas of law such as: company, foreign investment, bankruptcy, contract and competition law. Poland has a rich legal tradition dating from pre-socialist times, which was suppressed but not eliminated during its forty years of socialism. This tradition is being revised as the country moves toward a private market economy. The current legal framework in Poland closely follows other continental jurisdictions and has a clear and reasonable internal logic. Many of the laws are old, but most are flexible enough to permit a wide range of modern, market-oriented activity. Property law, however, remains a"jungle". Evaluation of the application of ERTS-1 data to the regional land use planning process
The author has identified the following significant results. Employing simple and economical extraction methods, ERTS can provide valuable data to the planners at the state or regional level with a frequency never before possible. Interactive computer methods of working directly with ERTS digital information show much promise for providing land use information at a more specific level, since the data format production rate of ERTS justifies improved methods of analysis
Deterministic nano-assembly of a coupled quantum emitter - photonic crystal cavity system
The interaction of a single quantum emitter with its environment is a central
theme in quantum optics. When placed in highly confined optical fields, such as
those created in optical cavities or plasmonic structures, the optical
properties of the emitter can change drastically. In particular, photonic
crystal (PC) cavities show high quality factors combined with an extremely
small mode volume. Efficiently coupling a single quantum emitter to a PC cavity
is challenging because of the required positioning accuracy. Here, we
demonstrate deterministic coupling of single Nitrogen-Vacancy (NV) centers to
high-quality gallium phosphide PC cavities, by deterministically positioning
their 50 nm-sized host nanocrystals into the cavity mode maximum with
few-nanometer accuracy. The coupling results in a 25-fold enhancement of NV
center emission at the cavity wavelength. With this technique, the NV center
photoluminescence spectrum can be reshaped allowing for efficient generation of
coherent photons, providing new opportunities for quantum science.Comment: 13 pages, 4 figure
