    NEPAD and South-South Development Co-operation Between Cuba and South Africa

    This paper will address the relevance and potential of South-South development co-operation between African and non-African states within the broader principles of the New Partnership for Africa’s Development (NEPAD). Through the consideration of one example of such co-operation between Cuba and South Africa, the benefits of such an approach to development will be shown not only to be coterminous with many of the ideals of the NEPAD, but that it supersedes this partnership by moving beyond the need to appeal to traditional donors for aid and provides a mutually beneficial aid approach

    Constructing Ambiguous Identities: Negotiating Race, Respect and Social Change in 'Coloured' Schools in Cape Town, South Africa

    South African social relations in the second decade of democracy remain framed by race. Spatial and social lived realities, the continued importance of belonging – to feel part of a community, mean that identifying as ‘coloured’ in South Africa continues to be contested, fluid and often ambiguous. This thesis considers the changing social location of ‘coloured’ teachers through the narratives of former and current teachers and students. Education is used as a site through which to explore the wider social impacts of social and spatial engineering during and subsequent to apartheid. Two key themes are examined in the space of education, those of racial identity and of respect. These are brought together in an interwoven narrative to consider whether or not ‘coloured’ teachers in the post-apartheid period are respected and the historical trajectories leading to the contemporary situation. Two main concerns are addressed. The first considers the question of racial identification to constructions of self-identity. Working with post-colonial theory and notions of mimicry and ambivalence, the relationship between teachers and the identifier ‘coloured’ is shown to be problematic and contested. Second, and connected to teachers’ engagement with racialised identities, is the notion of respect. As with claims to identity and racial categorisation, the concept of respect is considered as mutable and dynamic and rendered with contextually subjective meanings that are often contested and ambivalent. Political and social changes affect the context within which relations to identities are constructed. In South Africa, this has shaped a shift away from the struggle ideology of non-racialism and the respect that could be accrued through this. This process also complicated the status recognition respect historically associated with teaching. As local, national and global contexts have shifted and processes of globalisations have impacted upon cultural and social capital, the prestige and respect of teaching have changed. Appraisal respect has become increasingly important, and is influencing contested concepts of respect and identity. As these teachers exert claims to identities which include assertions of belonging in relation to race and attempts to earn respect, these processes are shown to be elusive and ambiguous. As a trans-disciplinary thesis, this work is located at the intersection of, and between, geography, education, history, anthropology, politics and sociology. Utilising a wide range of materials, from documentary sources, archives, participant observation, interviews and life histories, a multilayered story is woven together. The work’s originality stems from this trans-disciplinary grounding and its engagement with wide ranging theoretical approaches. This thesis argues that the lived experience of educators reflects the ambiguous and contentious experience of ‘coloureds’ in Cape Town. Drawing upon wider literature and debate, the contested location of education – its commodification – in South Africa reflects broader concerns of educationalists in the North and South, and is imbued within concerns over development and sustainability

    Chain transfer kinetics of acid/base switchable n-aryl- n-pyridyl dithiocarbamate RAFT agents in methyl acrylate, n-vinylcarbazole and vinyl acetate polymerization

The accepted version of the publication may differ from the final published version.The structures of the "Z" and "R" substituents of a RAFT agent (Z-C(S)S-R) determine a RAFT agent's ability to control radical polymerization. In this paper we report new acid/base switchable N-aryl-N-pyridyl dithiocarbamates (R = -CH 2CN, Z = -N(Py)(Ar)) which vary in substituent at the 4-position of the aryl ring and the use of these to control molecular weight and dispersity. In their protonated form, the new RAFT agents are more effective in controlling polymerization of the more activated monomer, methyl acrylate (MA), whereas in their neutral form they provide more effective control of the polymerization of less activated monomers, N-vinyl carbazole (NVC) and vinyl acetate (VAc). For each polymerization, the apparent chain transfer coefficient (C trapp) shows a good correlation with Hammett parameters. Dithiocarbamates with more electron-withdrawing aryl ring substituents have the higher C trapp. This demonstrates the influence of polar effects on C trapp and supports the hypothesis that the activity of these RAFT agents is determined by the availability of the lone pair of the dithiocarbamate nitrogen.The authors gratefully acknowledge the Capability Development Fund of CSIRO Materials Science and Engineering for financial support.Published versio

    Evacetrapib and Cardiovascular Outcomes in High-Risk Vascular Disease

    BACKGROUND: The cholesteryl ester transfer protein inhibitor evacetrapib substantially raises the high-density lipoprotein (HDL) cholesterol level, reduces the low-density lipoprotein (LDL) cholesterol level, and enhances cellular cholesterol efflux capacity. We sought to determine the effect of evacetrapib on major adverse cardiovascular outcomes in patients with high-risk vascular disease. METHODS: In a multicenter, randomized, double-blind, placebo-controlled phase 3 trial, we enrolled 12,092 patients who had at least one of the following conditions: an acute coronary syndrome within the previous 30 to 365 days, cerebrovascular atherosclerotic disease, peripheral vascular arterial disease, or diabetes mellitus with coronary artery disease. Patients were randomly assigned to receive either evacetrapib at a dose of 130 mg or matching placebo, administered daily, in addition to standard medical therapy. The primary efficacy end point was the first occurrence of any component of the composite of death from cardiovascular causes, myocardial infarction, stroke, coronary revascularization, or hospitalization for unstable angina. RESULTS: At 3 months, a 31.1% decrease in the mean LDL cholesterol level was observed with evacetrapib versus a 6.0% increase with placebo, and a 133.2% increase in the mean HDL cholesterol level was seen with evacetrapib versus a 1.6% increase with placebo. After 1363 of the planned 1670 primary end-point events had occurred, the data and safety monitoring board recommended that the trial be terminated early because of a lack of efficacy. After a median of 26 months of evacetrapib or placebo, a primary end-point event occurred in 12.9% of the patients in the evacetrapib group and in 12.8% of those in the placebo group (hazard ratio, 1.01; 95% confidence interval, 0.91 to 1.11; P=0.91). CONCLUSIONS: Although the cholesteryl ester transfer protein inhibitor evacetrapib had favorable effects on established lipid biomarkers, treatment with evacetrapib did not result in a lower rate of cardiovascular events than placebo among patients with high-risk vascular disease.     From Havana With Love: A Critical Case Study of South-South Development Co-operation Operating Between Cuba and South Africa in the Health Care Sector

    Award No. PTA-030-2002-00334This dissertation considers the impact of an inter-governmental agreement between Cuba and South Africa in the health sector. The agreement, first signed in 1997, seeks to mitigate the shortage of doctors in South Africa, especially in rural areas, through two strategies; firstly by providing trained Cuban doctors to work in South Africa for a period of up to three years, and secondly through the training of South African students from disadvantaged backgrounds in Cuban medical schools. Through informal interactions, interviews, existing literature and direct observations the motivations for, and impacts of, this agreement will be considered. This agreement, taken in conjunction with Cuba’s long internationalist history, suggests that South-South development cooperation offers a viable alternative aid modality. The Cuban government and doctors appear to be involved both out of a sense of moral duty, or proletarian internationalism, and as a means to accrue material and symbolic capital. The South African government is involved out of a need to mitigate the shortage of medical staff in the country. The decision to work with Cuba has been affected by the longstanding friendship between Fidel Castro and Nelson Mandela, their commitment to help those countries which supported the ANC under apartheid, and Cuba’s rapid offer of assistance. Whilst the perceptions of the South African in the street are initially negative, these rapidly become quite positive once the issue is discussed in more depth. The perceptions of South African medical professionals were on the whole exceptionally positive of the impacts, and whilst the Cuban doctors interviewed raised a number of concerns, they too were on the whole positive about the scheme. Overall it appears that this development cooperation is having a very beneficial impact in South Africa, and is genuinely helping the disadvantaged in this society

    Multilineage Potential and Self-Renewal Define an Epithelial Progenitor Cell Population in the Adult Thymus

    Thymic epithelial cells (TECs) are critical for T cell development and self-tolerance but are gradually lost with age. The existence of thymic epithelial progenitors (TEPCs) in the postnatal thymus has been inferred, but their identity has remained enigmatic. Here, we assessed the entire adult TEC compartment in order to reveal progenitor capacity is retained exclusively within a subset of immature thymic epithelium displaying several hallmark features of stem/progenitor function. These adult TEPCs generate mature cortical and medullary lineages in a stepwise fashion, including Aire+ TEC, within fetal thymus reaggregate grafts. Although relatively quiescent in vivo, adult TEPCs demonstrate significant in vitro colony formation and self-renewal. Importantly, 3D-cultured TEPCs retain their capacity to differentiate into cortical and medullary TEC lineages when returned to an in vivo thymic microenvironment. No other postnatal TEC subset exhibits this combination of properties. The characterization of adult TEPC will enable progress in understanding TEC biology in aging and regeneration
