    Do the benefits of international policy commitments outweigh the burdens for small island states? : a case study of the Convention on Biological Diversity and the Federated States of Micronesia

    The Federated States of Micronesia (FSM) is a small island developing state (SIDS) comprising four semi-autonomous states. The country faces a number of environmental challenges, not least of which is the loss of biodiversity upon which it relies for subsistence and economic development. The FSM is a signatory to the UN Convention on Biological Diversity (CBD) and must develop and deliver a National Biodiversity Strategy and Action Plan as a way of implementing the convention and protecting its biodiversity. For a SIDS like the FSM, being a party to the CBD presents a notable burden: fielding personnel to global meetings, crafting necessary policies and legislation and implementing such policies. This article explores the perceptions of what being a signatory to the CBD brings to those in countries such as the FSM who are responsible for, or involved in, developing and implementing biodiversity conservation policy and actions. It highlights specific perceived benefits and challenges, and considers these in relation to the status of biodiversity in the FSM today.peer-reviewe

    The lords and lordships of the English west march: Cumberland and Westmorland from circa 1250 to circa 1350

    Cumberland and Westmorland differed significantly from the rest of Mediaeval England. They were subjected to the English crown later than the rest of England and as a result the lordships of the region retained extensive powers comparable to those exercised on the March of Wales. Thus local lords played a larger role in government than elsewhere and they also enjoyed political dominance. Seigneurial officials bore the main burden of law enforcement. Cumbria evolved its own customs for law enforcement but crime remained a serious problem. In the early reign of Edward I the region enjoyed peace but since lordship there was of limited financial value, it was also largely neglected by its lords. In Cumberland, especially, absentee lordship was common. In Westmorland the Clifford family, which had gained land there, attempted to establish local dominance. This resulted in disputes both with the borough of Appleby and the lords of Kendale. Robert de Clifford was able to complete his family's acquisition of land in the reign of Edward II but these gains were temporarily negated by the rebellion and forfeiture of his son Roger IV in 1322.The outbreak of war caused enormous material damage and rendered absentee lordship impossible. Edward II's failure to defend the border and minorities in leading local families left the region specially vulnerable. Scots raids resulted in the total disruption of local government and leadership was exercised by a series of military commanders the most notable of whom was Andrew de Harclay. These commanders enjoyed enormous opportunities for self-advancement, but they defended the Border badly. After Barclay's fall his place was taken by Anthony de Lucy and Ranulph de Dacre and with the resurgence of English power under Edward III they emerged with the Cliffords as the dominant local powers. The pattern for the region, thus, remained that set in the reign of Edward II

    Seaweed as an ingredient is growing in popularity largely due to its perceived health-giving properties supported by findings from epidemiological studies. Increased seaweed consumption has been linked to reduced risk of various diseases however there is a paucity of evidence for health benefits derived from robust randomised controlled trials (RCT). Emerging data from short-term RCT involving seaweed isolates are promising. Further investigation of seaweed as a wholefood ingredient is warranted.     Edible seaweeds have historically been consumed by coastal populations across the globe. Today, seaweed is still part of the habitual diet in many Asian countries. Seaweed consumption also appears to be growing in popularity in Western cultures, due both to the influx of Asian cuisine as well as notional health benefits associated with consumption. Isolates of seaweeds (particularly viscous polysaccharides) are used in an increasing number of food applications in order to improve product acceptability and extend shelf-life. Epidemiological evidence suggests regular seaweed consumption may protect against a range of diseases of modernity. The addition of seaweed and seaweed isolates to foods has already shown potential to enhance satiety and reduce the postprandial absorption rates of glucose and lipids in acute human feeding studies, highlighting their potential use in the development of anti-obesity foods. As seaweeds and seaweed isolates have the potential to both benefit health and improve food acceptability, seaweeds and seaweed isolates offer exciting potential as ingredients in the development of new food products. This review will outline the evidence from human and experimental studies that suggests consumption of seaweeds and seaweed isolates may impact on health (both positively and negatively). Finally, this review will highlight current gaps in knowledge in this area and what future strategies should be adopted for maximising seaweed's potential food uses

    Carbon dioxide accounting:2014 Commonwealth Games Atheletes’ Village

    A spreadsheet-based tool for whole-life carbon dioxide accounting of soil remediation projects has been created. The tool carries out whole-life analysis of projects, including supply chain emissions. It was applied to the Glasgow 2014 Commonwealth Games Athletes' Village remediation project, for which a calculated total ‘carbon footprint’ of 2328 t of carbon dioxide equivalent emission (tCO2e) was obtained. This is 71 tCO2e/ha of the site or 13·3 kgCO2e/t whole life of soil treated. These figures are not comparable with those reported for other projects, which have typically not included supply chain emissions. Fuel use was the main contributor to emissions, but the contribution made by staff transport and carbon dioxide embodied in construction plant was also found to be significant. A comparison was made with an excavate and disposal (E&D) approach, which required considerable use of estimation for the hypothetical E&D. However, it was determined that the carbon footprint of E&D may have been 14% higher than the soil washing actually used. It was concluded that fuel efficiency would be key to future reduction of the carbon footprint of remediation projects, that the accounting tool would be useful for ongoing project management, and its application over time could lead to a database of values for optioneering at the process design stage

    A mixed methods study of the management of hearing loss associated with otitis media with effusion in children with Down syndrome

    Objectives: To scope current service provision across England for management of otitis media with effusion and hearing loss in children with Down syndrome; to explore professional decision-making about managing otitis media with effusion and hearing loss; and to explore patient and public views on the direction of future research. Design: Mixed methods including a service evaluation of NHS clinical practice through a structured telephone survey; a qualitative study of professional decision-making with in-depth interviews collected and analysed using grounded theory methods; patient/public involvement consultations. Participants: Twenty-one audiology services in England took part in the evaluation; 10 professionals participated in the qualitative study; 21 family members, 10 adults with Down syndrome and representatives from two charities contributed to the consultations. Results: There was variation across services in the frequency of routine hearing surveillance, approaches to managing conductive hearing loss in infancy and provision of hearing aids and grommets. There was variation in how professionals describe their decision-making, reflecting individual treatment preferences, differing approaches to professional remit and institutional factors. The consultations identified that research should focus on improving practical support for managing the condition and supporting decision-making about interventions. Conclusions: There is system-level variation in the provision of services and individual-level variation in how professionals make clinical decisions. As a consequence, there is inequity of access to hearing health care for children with Down syndrome. Future research should focus on developing core outcomes for research and care, and on improving decision support for families

    The extent and nature of business financing of parties is an important feature of political finance. Britain’s transparent and permissive regulatory system provides an excellent opportunity to study business financing of parties. Business donations have been very important to the Conservative party over the last decade, and of only marginal importance to Labour. Unlike other Conservative contributors, business donors are more likely to contribute when the party is popular. In contrast to the previous period of Conservative government, the biggest British businesses tended to abstain from political finance under New Labour. However, their bias towards the Conservatives is affected by the party’s popularity and the closeness of an election. Britain shares the political importance of business financing of parties and its mixture of ideological and pragmatic motivations with other liberal market economies. However, in Britain the bias towards the right is much stronger and the role of big business more marginal

    The Development, Management and Support of Smart Strategic Alliances

    Despite the increasing number of strategic alliances, how to ensure their success is poorly understood. Studies suggest that up to seventy-five percent of alliances fail to meet their initial objectives due to a multitude of cultural, political, technological and human factors. If such an eclectic set of competencies is required for success, alliance management is clearly a difficult task for today’s manager. Traditionally, managers wishing to develop strategic alliance competencies have relied on ad-hoc consultancy services and training. This has not, to date, resulted in a notable improvement in alliance success. The SMART project redresses this growing need by developing a knowledge-based software support system to help managers conceptualise, implement and manage strategic alliances. First, this paper introduces the field of strategic alliances; then the foundations of knowledgebased support systems are discussed.     With rare exceptions sociologists have traditionally had little to say about the British monarchy. In the exceptional cases of the Durkheimian functionalism of Shills and Young (1953), the left humanism of Birnbaum (1955), or the archaic state/backward nation thesis of Nairn (1988), the British nation has been conceived as a homogenous mass. The brief episode of the Sex Pistols' Jubilee year song 'God Save the Queen' exposed some of the divisions within the national 'mass', forcing a re-ordering of the balance between detachment and belonging to the Royal idea. I argue that the song acted as a kind of 'breaching experiment'. Its wilful provocation of Royalist sentiment revealed the level of sanction available to the media-industrial complex to enforce compliance to British self-images of loyal and devoted national communicants

    The heterogeneous soil environment:are there preferential pathways for fungal spread?

    Most studies with soil-borne pathogenic fungi have been done with little explicit characterisation of soil structure within which fungi spread and biotic interactions occur. Soil, however, constitutes a framework of surfaces formed by old root channels, cracks or biopores in combination with aggregates. Using epidemiological and soil biological techniques in controlled environments we investigated the effect of soil heterogeneity on fungal growth dynamics. We show that cracks and larger pores can act either as preferential pathways or barriers for the spread of fungal plant pathogens through soil. Understanding the effect of soil structure on pathogen and antagonist dynamics is therefore critical for our understanding of epidemics and the development of control strategies in a heterogeneous environment
