    It is likely that the Public-Private Partnership (hereinafter: 3P or PPP) as an alternative method to public service is well-known for someone who is familiar with the administrative law. Despite that fact it is hard to describe the most important characteristics of 3P. We can ask yourself: how can such a cooperation of the public and the private sector be classified from the aspect of law? What can be the economic effects if the performer of a public service is a company? What kind of contract is concluded between the parties in that situation? The number of such questions is uncountable. There are much more complicated factors behind the concept, of course. Therefore our goal, inter alia, is to provide a comprehensive view of the 3P from the aspect of the theory and also of the practice. In relation to latter, we focus mainly on Hungary; however, due to the global nature of this topic, the European practice should be briefly analysed. Besides, our purpose is to prove that contracts between the public sector and the private sector mostly fall into the scope of the public law and of the administrative agreements. We would like to clarify the conflicting points of view regarding the PPP with an argument made by us. Although PPP is rarely applied in Hungary and a drastic paradigm shift happened which affected how we see the concept of the PPP from our aspect, it is worth to examine the topic. First, a lot of contracts were concluded between the public sector and the private sector in Hungary beforehand. And second, nowadays the concept is broadly used inside and outside of Europe as well

    Embedded Implementation of a Real-Time Motion Estimation Method in Video Sequences

    AbstractThis paper presents an embedded implementation of a hardware-efficient method for motion information extraction from a video signal. The high computing cost of gradient-based methods makes their implementation in compact devices for real-time applications challenging. We present our achievements in implementing a novel, simplified version of a gradient-based method, using an FPGA circuit-based system for on-line Sobel edge detection and edge displacement-based optical flow computation. The image data is acquired from a dedicated embedded camera transmitted to the reconfigurable platform. The design and implementation steps of the devised method are presented, followed by the description of the system's setup and measurement results. The yielded results are compared to similar implementations. These results lead to possibilities in using the developed system for the enhancement of indoor mobile robot localization
