ELECTRONIC ARBITRATION IN LEBANON – OVERVIEW AND TRENDS

    Get PDF
Electronic arbitration (E-arbitration) is usually defined as a method to settle disputes through online platforms providing arbitration services. It constitutes a recent process dispute resolution mechanism between economic agents through the use of information and communication technology. Earbitration is inseparable from the growth of e-commerce and cross-border trade transactions. Contracting parties in such transactions expect a swift, cost-effective and efficient dispute resolution mechanism. It is no coincidence therefore that an increasing number of domestic legislations and international regulations adhere to the rules governing E-arbitration. The fact remains that, surprisingly, the Lebanese regulatory framework puts several obstacles to the successful implementation of E-arbitration in Lebanon. In this respect, this contribution endeavors to identify the scope of such obstacles, and discusses the solutions adopted in other legal frameworks

The prevalent availability of high-performance computing coupled with validated computerized simulation platforms as open-source packages have motivated progress in the development of realistic anthropomorphic computational models of the human anatomy. The main application of these advanced tools focused on imaging physics and computational internal/external radiation dosimetry research. This paper provides an updated review of state-of-the-art developments and recent advances in the design of sophisticated computational models of the human anatomy with a particular focus on their use in radiation dosimetry calculations. The consolidation of flexible and realistic computational models with biological data and accurate radiation transport modeling tools enables the capability to produce dosimetric data reflecting actual setup in clinical setting. These simulation methodologies and results are helpful resources for the medical physics and medical imaging communities and are expected to impact the fields of medical imaging and dosimetry calculations profoundly.</p

The study documented here is the result of an empirical-methodical experiment carried out for teaching purposes. It explores the extent to which drawings of a family, asked of study participants, can be used to draw conclusions regarding the underlying personal or cultural conceptions of family and - if this is the case - what can be concluded from the 36 drawings analysed with regard to family conceptions in Germany. The study was conducted in 2013 as part of a seminar at the University of Mainz. It proves that drawings can indeed be a valuable empirical material and a methodical approach to the analysis of family conceptions. However, such an analysis should not be based on a pure image interpretation alone, but ideally be supported by subsequent qualitative interviews related to the drawing. In the light of the analyses, the conception of family in Germany appears to be strongly focused on the middle-class nuclear family, consisting of a married couple of woman and man and about two minor children, including a boy and a girl. Grandparents and pets are also sometimes part of the association. Family members stick closely together and are united in love. Family offers a shelter of privacy from the worries and hardships experienced at work, school or elsewhere, allowing family members to enjoy carefree and happy hours together. Family life takes place at home in one‘s own home or in nature - in any case in peaceful and beautiful places. A variety of family forms can only be found sporadically in the family conceptions of the Germans

Toward a standard for the evaluation of PET-Auto-Segmentation methods following the recommendations of AAPM task group No. 211: Requirements and implementation

Purpose: The aim of this paper is to define the requirements and describe the design and implementation of a standard benchmark tool for evaluation and validation of PET-auto-segmentation (PET-AS) algorithms. This work follows the recommendations of Task Group 211 (TG211) appointed by the American Association of Physicists in Medicine (AAPM).Methods: The recommendations published in the AAPM TG211 report were used to derive a set of required features and to guide the design and structure of a benchmarking software tool. These items included the selection of appropriate representative data and reference contours obtained from established approaches and the description of available metrics. The benchmark was designed in a way that it could be extendable by inclusion of bespoke segmentation methods, while maintaining its main purpose of being a standard testing platform for newly developed PET-AS methods. An example of implementation of the proposed framework, named PETASset, was built. In this work, a selection of PET-AS methods representing common approaches to PET image segmentation was evaluated within PETASset for the purpose of testing and demonstrating the capabilities of the software as a benchmark platform. Results: A selection of clinical, physical, and simulated phantom data, including "best estimates" reference contours from macroscopic specimens, simulation template, and CT scans was built into the PETASset application database. Specific metrics such as Dice Similarity Coefficient (DSC), Positive Predictive Value (PPV), and Sensitivity (S), were included to allow the user to compare the results of any given PET-AS algorithm to the reference contours. In addition, a tool to generate structured reports on the evaluation of the performance of PET-AS algorithms against the reference contours was built. The variation of the metric agreement values with the reference contours across the PET-AS methods evaluated for demonstration were between 0.51 and 0.83, 0.44 and 0.86, and 0.61 and 1.00 for DSC, PPV, and the S metric, respectively. Examples of agreement limits were provided to show how the software could be used to evaluate a new algorithm against the existing state-of-the art. Conclusions: PETASset provides a platform that allows standardizing the evaluation and comparison of different PET-AS methods on a wide range of PET datasets. The developed platform will be available to users willing to evaluate their PET-AS methods and contribute with more evaluation datasets. </p

Design and performance evaluation of a whole-body Ingenuity TF PET-MRI system

    No full text
The Ingenuity TF PET-MRI is a newly released whole-body hybrid PET-MR imaging system with a Philips time-of-flight GEMINI TF PET and Achieva 3T X-series MRI system. Compared to PET-CT, modifications to the positron emission tomography (PET) gantry were made to avoid mutual system interference and deliver uncompromising performance which is equivalent to the standalone systems. The PET gantry was redesigned to introduce magnetic shielding for the photomultiplier tubes (PMTs). Stringent electromagnetic noise requirements of the MR system necessitated the removal of PET gantry electronics to be housed in the PET-MR equipment room. We report the standard NEMA measurements for the PET scanner. PET imaging and performance measurements were done at Geneva University Hospital as described in the NEMA Standards NU 2-2007 manual. The scatter fraction (SF) and noise equivalent count rate (NECR) measurements with the NEMA cylinder (20 cm diameter) were repeated for two larger cylinders (27 cm and 35 cm diameter), which better represent average and heavy patients. A NEMA/IEC torso phantom was used for overall assessment of image quality. The transverse and axial resolution near the center was 4.7 mm. Timing and energy resolution of the PET-MR system were measured to be 525 ps and 12%, respectively. The results were comparable to PET-CT systems demonstrating that the effect of design modifications required on the PET system to remove the harmful effect of the magnetic field on the PMTs was negligible. The absolute sensitivity of this scanner was 7.0 cps kBq(-1), whereas SF was 26%. NECR measurements performed with cylinders having three different diameters, and image quality measurements performed with IEC phantom yielded excellent results. The Ingenuity TF PET-MRI represents the first commercial whole-body hybrid PET-MRI system. The performance of the PET subsystem was comparable to the GEMINI TF PET-CT system using phantom and patient studies. It is conceived that advantages of hybrid PET-MRI will become more evident in the near future
