    VNINDEX INDEX: A VIEW FROM QUANTITATIVE ANALYSIS

    The financial strategy towards 2030 in Decision no. 368/QD-TTg enacted on 21/3/2022 by the Vietnam Prime Minister had set developmental goals for the stock market to become a channel to promote mid-and-long term capital raising for the economy, to continue changing the structure to be more appropriate for the monetary, the capital, the stock, and the bonds market. In the past two years, the stock market in Vietnam has manifested impressive growth. A prime example is the active growth of private investors. However, many challenges and loopholes still exist in the stock market. The stock market is a special market as the fluctuation of the VN-index index is affected by many factors including the expectations of the investor. When the market shows trends of increases in points then investors expect the next session to grow as well, leading to a rise in sales even for stocks with inflating costs, thus the VNindex will increase and vice versa. The structure of the econometric is utilized to assess the impacts of the VN-index of the previous month on the index of the following month on the Vietnamese stock market in the period from January 2019 to May 2022. The conclusion of the quantitative analysis shows that if the VN-index of the previous month increases by 1% then the VNindex of the following month will increase by 0.965% or vice versa. From the results of the analysis, the research team has proposed a few discussion points intending to stabilize the stock market in the upcoming time and develop the market according to the financial strategy towards 2030 in Decision no. 368/QD-TTg by the Vietnam Prime Ministe

    Socio-economic impacts of co-firing in Vietnam: The case of Ninh Binh Coal Power Plant

    International audienceCo-firing biomass with coal is a relatively low-cost technology to utilize biomass for electricity production compared to dedicated biomass power plant. Co-firing could help to reduce the negative impact of coal power plants to economy, environment and society. Vietnam has potential to develop co-firing base on the abundant of biomass resources and because Vietnam will continue to build more coal-fired power plant in the next 2 decades as stated in the latest National Power Development Plan.Among the co-firing technologies, direct co-firing is the most suitable for Vietnam context. Despite of low biomass ratio, direct co-firing offers low investment cost and could utilize most of the biomass feedstock. Vietnam has huge biomass potential, especially the agriculture and forestry residues. These biomasses should be considered first as feedstock for co-firing. Biomass pellets is also a good choice in term of technical features and local supply. However, the price of pellets is not yet competitive with coal or agricultural residues.Economic benefit of co-firing would be higher in the plants that has following features: assess to stable biomass supply, biomass price competitive with coal, incentives and support in term of market for renewable energy utilization and waste reduction. Vietnam should start experimenting co-firing in the coal power plants that located in the area where biomass resource is available, easy to collect and deliver to the plant, using imported coal such as Vinh Tan 2, Duyen Hai 1, Long Phuoc 1…; or the plants that are soon or already depreciated such as Ninh Binh, Uong Bi or Pha Lai to utilize the existing infrastructures.The case study of co-firing 5% rice straw with coal in Ninh Binh Coal Power Plant shows that co-firing could bring benefit to the plant owner in the condition that lack supporting mechanism for co-firing as well as with the absent of carbon credit. Farmers and workers that work in biomass supply chain also benefit from co-firing, especially farmers. In addition, co-firing provide significant positive externalities, in which the most notable is health benefit from reducing air-borne pollutants. Greenhouse gas emissions reduction adds a small part to the overall benefit of co-firing

Đồng đốt giúp giảm bớt tác động của nhiệt điện thanđến kinh tế, môi trường và xã hội. Việt Nam có tiềm năng phát triển công nghệ này do có tiềm năng lớn vềsinh khối cũng như do Việt Nam sẽ tiếp tục phát triển các nhà máy nhiệt điện than trong vòng 2 thập kỷ tớitheo như Quy hoạch điện mới nhất.Trong số các công nghệ đồng đốt, đồng đốt trực tiếp là công nghệ phù hợp nhất đối với điều kiện Việt Namhiện nay. Mặc dù tỉ lệ đồng đốt thấp nhưng chi phí chuyển đối thấp nhất và có thể tận dụng hầu hết cácloại sinh khối. Việt Nam có nguồn sinh khối dồi dào, đặc biệt là nguồn phụ phẩm, phế phẩm nông nghiệp.Đây là các nguồn sinh khối nên được cân nhắc sử dụng trước tiên cho đồng đốt. Viên nén sinh khối cũnglà một lựa chọn tốt cho đồng đốt xét về các đặc tính kỹ thuật cũng như nguồn cung trong nước. Tuy nhiêngiá cả của viên nén chưa thực sự cạnh tranh được với than cũng như với nguồn phụ phẩm phế phẩm nôngnghiệp.Hiệu quả về mặt kinh tế của đồng đốt sinh khối với than sẽ cao hơn tại các nhà máy có các điều kiện nhưsau: sử dụng lò đốt than, tiếp cận được với nguồn cung sinh khối ổn định và có mức giá cạnh tranh, có giáthan cao, có các điều kiện ưu tiên về thị trường cũng như cơ chế đối với sử dụng năng lượng tái tạo vàgiảm rác thải. Việt Nam nên bắt đầu thí điểm với các nhà máy nhiệt điện than nằm tại các vùng có trữlượng sinh khối cao, thuận lợi cho việc thu gom và vận chuyển sinh khối, sử dụng than nhập khẩu có nguồncung than không ổn định và giá than cao như Vĩnh Tân 2, Duyên Hải 1, Long Phước 1...; hoặc các nhàmáy sắp hết thời gian khấu hao như Ninh Bình, Uông Bí hay Phả Lại 1 để tận dụng cơ sở hạ tầng sẵn có.Phân tích trường hợp đồng đốt 5% rơm với than tại nhà máy nhiệt điện Ninh Bình cho thấy đồng đốt đãmang lại hiệu quả kinh tế cho nhà máy trong điều kiện không có cơ chế chính sách hỗ trợ cho đồng đốtcũng như chưa có thị trường cacbon và doanh thu từ bán tro xỉ than. Mặt khác, lợi ích mà đồng đốt đemlại cho xã hội cũng như môi trường là rất đáng kể, đặc biệt là đối với người nông dân và sức khỏe cộngđồng. Các lợi ích này, nếu có cơ chế chia sẽ hợp lý sẽ có thể hỗ trợ cho nhà máy áp dụng đồng đốt đạthiệu quả cao hơn về mặt kinh tế

The external costs of CO 2 , NOx, SO 2 and PM 10 in the Vietnamese power sector are estimated at 20, 1328, 2047 and 1460 US/ton,respectively.TheauthorsfindthattheelectricitypriceandthedomestictradebalanceinALTarelesssensitivetofluctuationsintheinternationalpriceofcoalthaninBAU.Thetotalcostsaccumulatedbetweenperiod20102040wouldbelowerinALT:632billionUS/ton, respectively. The authors find that the electricity price and the domestic trade balance in ALT are less sensitive to fluctuations in the international price of coal than in BAU. The total costs accumulated between period 2010-2040 would be lower in ALT: 632 billion US compared with 974 billion US.Thisdifferencearisesfromseveralfactors:lowerinvestmentinnewcapacity(226vs306billionUS.     Perspective of CO2 capture & storage (CCS) development in Vietnam: Results from expert interviews

This study finds that financial incentives and climate policyare the most important factors for the development of CCS technologies inVietnam in the next two decades. Financial incentives involve direct subsidiesfrom the government, such as tax exemptions for land use and the importationof CCS-related equipment. In addition, all the experts agree that internationalfinancial support is important to initiate a large deployment of CCStechnologies in Vietnam by implementing demonstrative/pilot projects to proveCCS’s working efficiency

    Enhancement of the Tracking Performance for Robot Manipulator by Using the Feed-forward Scheme and Reasonable Switching Mechanism

    Robot manipulator has become an exciting topic for many researchers during several decades. They have investigated the advanced algorithms such as sliding mode control, neural network, or genetic scheme to implement these developments. However, they lacked the integration of these algorithms to explore many potential expansions. Simultaneously, the complicated system requires a lot of computational costs, which is not always supported. Therefore, this paper presents a novel design of switching mechanisms to control the robot manipulator. This investigation is expected to achieve superior performance by flexibly adjusting various strategies for better selection. The Proportional-Integral-Derivative (PID) scheme is well-known, easy to implement, and ensures rapid computation while it might not have much control effect. The advanced interval type-2 fuzzy sliding mode control properly deals with nonlinear factors and disturbances. Consequently, the PID scheme is switched when the tracking error is less than the threshold or is far from the target. Otherwise, the interval type-2 fuzzy sliding mode control scheme is activated to cope with unknown factors. The main contributions of this paper are (i) the recommendation of a suitable switching mechanism to drive the robot manipulator, (ii) the successful integration of the interval type-2 fuzzy sliding mode control to track the desired trajectory, and (iii) the launching of several tests to validate the proposed controller with robot model. From these achievements, it would be stated that the proposed approach is effective in tracking performance, robust in disturbance-rejection, and feasible in practical implementation

    Constructing a Knowledge Graph for Vietnamese Legal Cases with Heterogeneous Graphs

    This paper presents a knowledge graph construction method for legal case documents and related laws, aiming to organize legal information efficiently and enhance various downstream tasks. Our approach consists of three main steps: data crawling, information extraction, and knowledge graph deployment. First, the data crawler collects a large corpus of legal case documents and related laws from various sources, providing a rich database for further processing. Next, the information extraction step employs natural language processing techniques to extract entities such as courts, cases, domains, and laws, as well as their relationships from the unstructured text. Finally, the knowledge graph is deployed, connecting these entities based on their extracted relationships, creating a heterogeneous graph that effectively represents legal information and caters to users such as lawyers, judges, and scholars. The established baseline model leverages unsupervised learning methods, and by incorporating the knowledge graph, it demonstrates the ability to identify relevant laws for a given legal case. This approach opens up opportunities for various applications in the legal domain, such as legal case analysis, legal recommendation, and decision support.Comment: ISAILD@KSE 202

    Modélisation et résolution de problèmes généralisés de tournées de véhicules

    Le problème de tournées de véhicules est un des problèmes d optimisation combinatoire les plus connus et les plus difficiles. Il s agit de déterminer les tournées optimales pour une flotte de véhicules afin de servir un ensemble donné de clients. Dans les problèmes classiques de transport, chaque client est normalement servi à partir d un seul nœud (ou arc). Pour cela, on définit toujours un ensemble donné de nœuds (ou arcs) obligatoires à visiter ou traverser, et on recherche la solution à partir de cet ensemble de nœuds (ou arcs). Mais dans plusieurs applications réelles où un client peut être servi à partir de plus d un nœud, (ou arc), les problèmes généralisés qui en résultent sont plus complexes. Le but principal de cette thèse est d étudier trois problèmes généralisés de tournées de véhicules. Le premier problème de la tournée sur arcs suffisamment proche (CEARP), comporte une application réelle intéressante en routage pour le relevé des compteurs à distance ; les deux autres problèmes, problème de tournées couvrantes multi-véhicules (mCTP) et problème généralisé de tournées sur nœuds (GVRP), permettent de modéliser des problèmes de conception des réseaux de transport à deux niveaux. Pour résoudre ces problèmes, nous proposons une approche exacte ainsi que des métaheuristiques. Pour développer la méthode exacte, nous formulons chaque problème comme un programme mathématique, puis nous construisons des algorithmes de type branchement et coupes. Les métaheuristiques sont basées sur le ELS (ou Evolutionary Local Search) et sur le GRASP (ou Greedy Randomized Adaptive Search Procedure). De nombreuses expérimentations montrent la performance de nos méthodes.The Routing Problem is one of the most popular and challenging combinatorial optimization problems. It involves finding the optimal set of routes for fleet of vehicles in order to serve a given set of customers. In the classic transportation problems, each customer is normally served by only one node (or arc). Therefore, there is always a given set of required nodes (or arcs) that have to be visited or traversed, and we just need to find the solution from this set of nodes (or arcs). But in many real applications where a customer can be served by from more than one node (or arc), the generalized resulting problems are more complex. The primary goal of this thesis is to study three generalized routing problems. The first one, the Close-Enough Arc Routing Problem(CEARP), has an interesting real-life application to routing for meter reading while the others two, the multi-vehicle Covering Tour Problem (mCTP) and the Generalized Vehicle Routing Problem(GVRP), can model problems concerned with the design of bilevel transportation networks. The problems are solved by exact methods as well as metaheuristics. To develop exact methods, we formulate each problem as a mathematical program, and then develop branch-and-cut algorithms. The metaheuristics are based on the evolutionary local search (ELS) method et on the greedy randomized adaptive search procedure (GRASP) method.
