    Understanding the scale and nature of outcome change in area-regeneration programmes: evidence from the New Deal for Communities Programme in England

    The New Deal for Communities (NDC) Programme is one of the most intensive area-based initiatives (ABIs) launched in England. Between 1998 and 2010, 39 NDC Partnerships were charged with improving conditions in relation to six outcomes within deprived neighbourhoods, each accommodating around 9,800 people. Data point to only modest change, much of which reflected improving attitudes towards the area and the environment. There are problems in identifying positive people-based outcomes because relatively few individuals benefit from relevant initiatives. Few positive benefits leak out of NDC areas. Transformational change was always unlikely bearing in mind the limited nature of additional resources, and because only a minority of individuals directly engage with NDC projects. This evidence supports perspectives of ABIs rooted in 'local-managerialism'

    The objective is to examine, in relation to national housing policy, the role of committees of inquiry, both government appointed committees, and departmental select committees of the House of Commons first established in 1979, The period involved in the study is from 1945 to about 1985 with the government established inquiries being conducted by statutory advisory committees and departmental/interdepartmental committees in the years prior to the mid 1970s, and the select committee inquiries by the Environment Committee and the Scottish Affairs Committee in the early 1980s

    Parliamentary committees in Zambia's Third Republic: partial reforms; unfinished agenda

    This article critically examines the contribution of parliamentary committees in Zambia to democratic government. Several committees are of long-standing, including the Committee on Government Assurances and Committee on Delegated Legislation; others, notably committees involved in departmental oversight, were refashioned, expanded and given additional powers in 1999. They have worked hard to make government more open and accountable. Additional proposals for reforms to the committee system are currently being studied by a committee of Parliament. Although measuring the 'effectiveness' of such committees is not easy due to conceptual and methodological difficulties, their ability to influence policy and administration is found to be severely limited due to the absence of effective mechanisms to enforce their recommendations. This article maintains that this situation is unlikely to alter significantly unless there are wider changes in the party system, the institutional balance of power between executive and legislature, and the political culture more generally

This paper examines the issues of decoupling regional economic growth and pollution and the extent to which pollution effects spillover regional/national borders. Specifically, a UK, regionally disaggregated, computable general equilibrium (CGE) model is used to investigate the relationship between economic growth and the level of CO2 emissions posited by the ‘environmental Kuznets curve’ (EKC) conjecture using production accounting principle (PAP) and consumption accounting principle (CAP) environmental accounting methods. The simulation results suggest that at the regional level the existence of an EKC relationship depends on the source of regional growth and the how this relationship is specified.Peer reviewedFinal Published versio

    Reform in the House of Commons: The Select Committee System

    One of the most significant changes in the British House of Commons has been the development in 1979 of a system of select committees charged with monitoring government ministries. Unlike previous experiments in parliamentary reform, these committees are staffed exclusively with backbench MPs, who regularly review executive policies and offer recommendations. Michael Jogerst reappraises the relationship between the executive and legislative branches in light of these new circumstances, which are likely to affect the entire governmental structure of the United Kingdom.
