Forest Charges and Trusts: Shared Benefits with Clear Responsibilities

    Get PDF
This paper examines the Community-Based Forest Management Program (CBFM) and Industrial Forest Management Agreements (IFMA) within the context of efficient forest management. Investigation on ways of accomplishing the objectives of the agency, community and commercial forestry in decreased costs is conducted. Results show a need for DENR’s redirection of financial and human resources to focus on critical environmental tasks. Focus on higher-value timber opportunities can increase the potential for sustainable management and increase in the government revenue collection.forestry sector, rent and fee

Hubble Space Telescope Observations of Comet 9P/Tempel 1 during the Deep Impact Encounter

We report on the Hubble Space Telescope program to observe periodic comet 9P/Tempel 1 in conjunction with NASA's Deep Impact mission. Our objectives were to study the generation and evolution of the coma resulting from the impact and to obtain wide-band images of the visual outburst generated by the impact. Two observing campaigns utilizing a total of 17 HST orbits were carried out: the first occurred on 2005 June 13-14 and fortuitously recorded the appearance of a new, short-lived fan in the sunward direction on June 14. The principal campaign began two days before impact and was followed by contiguous orbits through impact plus several hours and then snapshots one, seven, and twelve days later. All of the observations were made using the Advanced Camera for Surveys (ACS). For imaging, the ACS High Resolution Channel (HRC) provides a spatial resolution of 36 km (16 km/pixel) at the comet at the time of impact. Baseline images of the comet, made prior to impact, photometrically resolved the comet's nucleus. The derived diameter, 6.1 km, is in excellent agreement with the 6.0 +/- 0.2 km diameter derived from the spacecraft imagers. Following the impact, the HRC images illustrate the temporal and spatial evolution of the ejecta cloud and allow for a determination of its expansion velocity distribution. One day after impact the ejecta cloud had passed out of the field-of-view of the HRC.Comment: 15 pages, 14 postscript figures. Accepted for publication in Icarus special issue on Deep Impac

Nazi Punks Folk Off: Leisure, Nationalism, Cultural Identity and the Consumption of Metal and Folk Music

Far-right activists have attempted to infiltrate and use popular music scenes to propagate their racialised ideologies. This paper explores attempts by the far right to co-opt two particular music scenes: black metal and English folk. Discourse tracing is used to explore online debates about boundaries, belonging and exclusion in the two scenes, and to compare such online debates with ethnographic work and previous research. It is argued that both scenes have differently resisted the far right through the policing of boundaries and communicative choices, but both scenes are compromised by their relationship to myths of whiteness and the instrumentality of the pop music industry

Solving variational inequalities defined on a domain with infinitely many linear constraints

    Get PDF
We study a variational inequality problem whose domain is defined by infinitely many linear inequalities. A discretization method and an analytic center based inexact cutting plane method are proposed. Under proper assumptions, the convergence results for both methods are given. We also provide numerical examples to illustrate the proposed method

Independent measurement of the Hoyle state ÎČ\beta feeding from 12B using Gammasphere

    Get PDF
Using an array of high-purity Compton-suppressed germanium detectors, we performed an independent measurement of the ÎČ\beta-decay branching ratio from 12B^{12}\mathrm{B} to the second-excited (Hoyle) state in 12C^{12}\mathrm{C}. Our result is 0.64(11)%0.64(11)\%, which is a factor ∌2\sim 2 smaller than the previously established literature value, but is in agreement with another recent measurement. This could indicate that the Hoyle state is more clustered than previously believed. The angular correlation of the Hoyle state Îł\gamma cascade has also been measured for the first time. It is consistent with theoretical predictions
