    A quantitative and qualitative evaluation of the National Endowment for Democracy

    Billions of dollars have been spent to promote democracy and economic freedom through U.S. foreign aid, but little is known about its impact. The National Endowment for Democracy (NED) is the leading U.S. organization that promotes democracy and economic freedom throughout the world. Since its founding, NED has been the subject of immense discussion and controversy. The goal of this dissertation is to provide insight into the promotion of democracy and economic freedom through an analysis of NED’s activities during the 1990s. The analysis does not find evidence that NED was successful at promoting democracy and economic freedom during the 1990s. Even though NED grant money appears to have been appropriately awarded to countries based on their need, the grant money did not have a significant impact on political and economic freedom. This calls into question the wisdom of using the U.S. government’s scarce resources to promote democracy and economic freedom – not only through NED, but in any similar manner

    Mapping the UK Webspace: Fifteen Years of British Universities on the Web

    This paper maps the national UK web presence on the basis of an analysis of the .uk domain from 1996 to 2010. It reviews previous attempts to use web archives to understand national web domains and describes the dataset. Next, it presents an analysis of the .uk domain, including the overall number of links in the archive and changes in the link density of different second-level domains over time. We then explore changes over time within a particular second-level domain, the academic subdomain .ac.uk, and compare linking practices with variables, including institutional affiliation, league table ranking, and geographic location. We do not detect institutional affiliation affecting linking practices and find only partial evidence of league table ranking affecting network centrality, but find a clear inverse relationship between the density of links and the geographical distance between universities. This echoes prior findings regarding offline academic activity, which allows us to argue that real-world factors like geography continue to shape academic relationships even in the Internet age. We conclude with directions for future uses of web archive resources in this emerging area of research.Comment: To appear in the proceeding of WebSci 201

    Multi-omic analysis elucidates the genetic basis of hydrocephalus

    We conducted PrediXcan analysis of hydrocephalus risk in ten neurological tissues and whole blood. Decreased expression of MAEL in the brain was significantly associated (Bonferroni-adjusted p \u3c 0.05) with hydrocephalus. PrediXcan analysis of brain imaging and genomics data in the independent UK Biobank (N = 8,428) revealed that MAEL expression in the frontal cortex is associated with white matter and total brain volumes. Among the top differentially expressed genes in brain, we observed a significant enrichment for gene-level associations with these structural phenotypes, suggesting an effect on disease risk through regulation of brain structure and integrity. We found additional support for these genes through analysis of the choroid plexus transcriptome of a murine model of hydrocephalus. Finally, differential protein expression analysis in patient cerebrospinal fluid recapitulated disease-associated expression changes in neurological tissues, but not in whole blood. Our findings provide convergent evidence highlighting the importance of tissue-specific pathways and mechanisms in the pathophysiology of hydrocephalus

    Cataclysmic Variables in the First Year of the Zwicky Transient Facility

    Using selection criteria based on amplitude, time, and color, we have identified 329 objects as known or candidate cataclysmic variables (CVs) during the first year of testing and operation of the Zwicky Transient Facility. Of these, 90 are previously confirmed CVs, 218 are strong candidates based on the shape and color of their light curves obtained during 3–562 days of observation, and the remaining 21 are possible CVs but with too few data points to be listed as good candidates. Almost half of the strong candidates are within 10 deg of the galactic plane, in contrast to most other large surveys that have avoided crowded fields. The available Gaia parallaxes are consistent with sampling the low mass transfer CVs, as predicted by population models. Our follow-up spectra have confirmed Balmer/helium emission lines in 27 objects, with four showing high-excitation He ii emission, including candidates for an AM CVn, a polar, and an intermediate polar. Our results demonstrate that a complete survey of the Galactic plane is needed to accomplish an accurate determination of the number of CVs existing in the Milky Way

    Chandra spectroscopy of the hot star beta Crucis and the discovery of a pre-main-sequence companion

    In order to test the O star wind-shock scenario for X-ray production in less luminous stars with weaker winds, we made a pointed 74 ks observation of the nearby early B giant, beta Cru (B0.5 III), with the Chandra HETGS. We find that the X-ray spectrum is quite soft, with a dominant thermal component near 3 million K, and that the emission lines are resolved but quite narrow, with half-widths of 150 km/s. The forbidden-to-intercombination line ratios of Ne IX and Mg XI indicate that the hot plasma is distributed in the wind, rather than confined near the photosphere. It is difficult to understand the X-ray data in the context of the standard wind-shock paradigm for OB stars, primarily because of the narrow lines, but also because of the high X-ray production efficiency. A scenario in which the bulk of the outer wind is shock heated is broadly consistent with the data, but not very well motivated theoretically. It is possible that magnetic channeling could explain the X-ray properties, although no field has been detected on beta Cru. We detected periodic variability in the hard (hnu > 1 keV) X-rays, modulated on the known optical period of 4.58 hours, which is the period of the primary beta Cep pulsation mode for this star. We also have detected, for the first time, an apparent companion to beta Cru at a projected separation of 4 arcsec. This companion was likely never seen in optical images because of the presumed very high contrast between it and beta Cru in the optical. However, the brightness contrast in the X-ray is only 3:1, which is consistent with the companion being an X-ray active low-mass pre-main-sequence star.     Discovery of an intermediate-luminosity red transient in M51 and its likely dust-obscured, infrared-variable progenitor

    We present the discovery of an optical transient (OT) in Messier 51, designated M51 OT2019-1 (also ZTF19aadyppr, AT 2019abn, ATLAS19bzl), by the Zwicky Transient Facility (ZTF). The OT rose over 15 days to an observed luminosity of Mr=13M_r=-13 (νLν=9×106 L{\nu}L_{\nu}=9\times10^6~L_{\odot}), in the luminosity gap between novae and typical supernovae (SNe). Spectra during the outburst show a red continuum, Balmer emission with a velocity width of 400\approx400 km s1^{-1}, Ca II and [Ca II] emission, and absorption features characteristic of an F-type supergiant. The spectra and multiband light curves are similar to the so-called "SN impostors" and intermediate-luminosity red transients (ILRTs). We directly identify the likely progenitor in archival Spitzer Space Telescope imaging with a 4.5 μ4.5~\mum luminosity of M[4.5]12.2M_{[4.5]}\approx-12.2 and a [3.6][4.5][3.6]-[4.5] color redder than 0.74 mag, similar to those of the prototype ILRTs SN 2008S and NGC 300 OT2008-1. Intensive monitoring of M51 with Spitzer further reveals evidence for variability of the progenitor candidate at [4.5] in the years before the OT. The progenitor is not detected in pre-outburst Hubble Space Telescope optical and near-IR images. The optical colors during outburst combined with spectroscopic temperature constraints imply a higher reddening of E(BV)0.7E(B-V)\approx0.7 mag and higher intrinsic luminosity of Mr14.9M_r\approx-14.9 (νLν=5.3×107 L{\nu}L_{\nu}=5.3\times10^7~L_{\odot}) near peak than seen in previous ILRT candidates. Moreover, the extinction estimate is higher on the rise than on the plateau, suggestive of an extended phase of circumstellar dust destruction. These results, enabled by the early discovery of M51 OT2019-1 and extensive pre-outburst archival coverage, offer new clues about the debated origins of ILRTs and may challenge the hypothesis that they arise from the electron-capture induced collapse of extreme asymptotic giant branch stars.Comment: 21 pages, 5 figures, published in ApJ

    Animal-related factors associated with moderate-to-severe diarrhea in children younger than five years in western Kenya: A matched case-control study

    Background Diarrheal disease remains among the leading causes of global mortality in children younger than 5 years. Exposure to domestic animals may be a risk factor for diarrheal disease. The objectives of this study were to identify animal-related exposures associated with cases of moderate-to-severe diarrhea (MSD) in children in rural western Kenya, and to identify the major zoonotic enteric pathogens present in domestic animals residing in the homesteads of case and control children. Methodology/Principal findings We characterized animal-related exposures in a subset of case and control children (n = 73 pairs matched on age, sex and location) with reported animal presence at home enrolled in the Global Enteric Multicenter Study in western Kenya, and analysed these for an association with MSD. We identified potentially zoonotic enteric pathogens in pooled fecal specimens collected from domestic animals resident at children’s homesteads. Variables that were associated with decreased risk of MSD were washing hands after animal contact (matched odds ratio [MOR] = 0.2; 95% CI 0.08–0.7), and presence of adult sheep that were not confined in a pen overnight (MOR = 0.1; 0.02–0.5). Variables that were associated with increased risk of MSD were increasing number of sheep owned (MOR = 1.2; 1.0–1.5), frequent observation of fresh rodent excreta (feces/urine) outside the house (MOR = 7.5; 1.5–37.2), and participation of the child in providing water to chickens (MOR = 3.8; 1.2–12.2). Of 691 pooled specimens collected from 2,174 domestic animals, 159 pools (23%) tested positive for one or more potentially zoonotic enteric pathogens (Campylobacter jejuni, C. coli, non-typhoidal Salmonella, diarrheagenic E. coli, Giardia, Cryptosporidium, or rotavirus). We did not find any association between the presence of particular pathogens in household animals, and MSD in children. Conclusions and significance Public health agencies should continue to promote frequent hand washing, including after animal contact, to reduce the risk of MSD. Future studies should address specific causal relations of MSD with sheep and chicken husbandry practices, and with the presence of rodents

    The Early Ultraviolet Light-Curves of Type II Supernovae and the Radii of Their Progenitor Stars

    We present a sample of 34 normal SNe II detected with the Zwicky Transient Facility, with multi-band UV light-curves starting at t4t \leq 4 days after explosion, as well as X-ray detections and upper limits. We characterize the early UV-optical colors and provide prescriptions for empirical host-extinction corrections. We show that the t>2t > 2\,days UV-optical colors and the blackbody evolution of the sample are consistent with the predictions of spherical phase shock-cooling (SC), independently of the presence of `flash ionization" features. We present a framework for fitting SC models which can reproduce the parameters of a set of multi-group simulations without a significant bias up to 20% in radius and velocity. Observations of about half of the SNe II in the sample are well-fit by models with breakout radii <1014<10^{14}\,cm. The other half are typically more luminous, with observations from day 1 onward that are better fit by a model with a large >1014>10^{14}\,cm breakout radius. However, these fits predict an early rise during the first day that is too slow. We suggest these large-breakout events are explosions of stars with an inflated envelope or a confined CSM with a steep density profile, at which breakout occurs. Using the X-ray data, we derive constraints on the extended (1015\sim10^{15} cm) CSM density independent of spectral modeling, and find most SNe II progenitors lose <104Myr1<10^{-4} M_{\odot}\, \rm yr^{-1} a few years before explosion. This provides independent evidence the CSM around many SNe II progenitors is confined. We show that the overall observed breakout radius distribution is skewed to higher radii due to a luminosity bias. We argue that the 6622+11%66^{+11}_{-22}\% of red supergiants (RSG) explode as SNe II with breakout radii consistent with the observed distribution of field RSG, with a tail extending to large radii, likely due to the presence of CSM.Comment: Submitted to ApJ.
