    A nod in the wrong direction : Does nonverbal feedback affect eyewitness confidence in interviews?

    Eyewitnesses can be influenced by an interviewer's behaviour and report information with inflated confidence as a result. Previous research has shown that positive feedback administered verbally can affect the confidence attributed to testimony, but the effect of non-verbal influence in interviews has been given little attention. This study investigated whether positive or negative non-verbal feedback could affect the confidence witnesses attribute to their responses. Participants witnessed staged CCTV footage of a crime scene and answered 20 questions in a structured interview, during which they were given either positive feedback (a head nod), negative feedback (a head shake) or no feedback. Those presented with positive non-verbal feedback reported inflated confidence compared with those presented with negative non-verbal feedback regardless of accuracy, and this effect was most apparent when participants reported awareness of the feedback.     Testing an Energy Balance Model for Estimating Actual Evapotranspiration Using Remotely Sensed Data

    An energy-balance model is used to estimate daily evapotranspiration for 3 days for a barley field and a wheat field near Hannover, Federal Republic of Germany. The model was calibrated using once-daily estimates of surface temperatures, which may be remotely sensed. The evaporation estimates were within the 95% error bounds of independent eddy correlation estimates for the daytime periods for all three days for both sites, but the energy-balance estimates are generally higher; it is unclear which estimate is biassed. Soil moisture in the top 2 cm of soil, which may be remotely sensed, may be used to improve these evaporation estimates under partial ground cover. Sensitivity studies indicate the amount of ground data required is not excessive

    Estimating water flow through a hillslope using the massively parallel processor

    A new two-dimensional model of water flow in a hillslope has been implemented on the Massively Parallel Processor at the Goddard Space Flight Center. Flow in the soil both in the saturated and unsaturated zones, evaporation and overland flow are all modelled, and the rainfall rates are allowed to vary spatially. Previous models of this type had always been very limited computationally. This model takes less than a minute to model all the components of the hillslope water flow for a day. The model can now be used in sensitivity studies to specify which measurements should be taken and how accurate they should be to describe such flows for environmental studies

    Selected Railroad Contributions To The United States: An Economic and Historical Review

    Railroads were instrumental in opening the western U.S. in the 19th century. The main incentive provided for the railroads to connect San Francisco, CA and Omaha, NB were land grants out of the public domain. In a period of 21 years (1850-1871), 174 million acres were patented (deeded) primarily to what would become four major railroads. Many acres were returned to the government, some were sold and many others were retained or disposed of through holding companies. This paper emphasizes an oft-overlooked reality: that in many cases the railroads leveraged these land grants in support of the growth and prosperity of the U.S. and that privatizing these lands to the railroads was the most productive use of those resources at that point in history. Further, those grants continue to bear fruit in the present day. We contend that the counterfactual, one in which those lands remained in the public domain and under control of the federal government, would not have yielded anywhere near the development and wealth that they created under the railroads’ control

    Unlike most companies, the major railroads in the United States have proven highly resilient to the vicissi- tudes of the market. We argue that this is due neither to the unique nature of rail haulage nor to superior management acumen. Rather this solidity is due to an immense wealth transfer to the railroads in the nine- teenth century that has dramatic impacts in the present. Moreover, the government protection and encouragement that rail grants represent did not end in the nineteenth century. It continues and represents an intangible asset that, while not on railroads’ balance sheet, is very real indeed

    Volatile crude and railroad regulation

    Newly discovered domestic crude oil has caused large increases in rail traffic and an associated increase in derailments. In principle, derailments expose railroads to liabilities that can be very large, but railroads are protected as long as they comply with federal guidelines. Despite this, the railroads took it upon themselves to design a safer rail car. The railroads have also lobbied federal agencies to make the new standards part of regulation. This paper addresses two puzzles. First, why would the railroads expend resources on self- regulation when protected from tort? Second, why would the railroads push to have these stricter standards enshrined in federal regulation? We conclude that the answer lies in regulatory and legal uncertainty coupled with using regulators to overcome a collective action problem

    Programming a hillslope water movement model on the MPP

    A physically based numerical model was developed of heat and moisture flow within a hillslope on a parallel architecture computer, as a precursor to a model of a complete catchment. Moisture flow within a catchment includes evaporation, overland flow, flow in unsaturated soil, and flow in saturated soil. Because of the empirical evidence that moisture flow in unsaturated soil is mainly in the vertical direction, flow in the unsaturated zone can be modeled as a series of one dimensional columns. This initial version of the hillslope model includes evaporation and a single column of one dimensional unsaturated zone flow. This case has already been solved on an IBM 3081 computer and is now being applied to the massively parallel processor architecture so as to make the extension to the one dimensional case easier and to check the problems and benefits of using a parallel architecture machine

    Is the short-latency dopamine response too short to signal reward error?

    Unexpected stimuli that are behaviourally significant have the capacity to elicit a short-latency, short-duration burst of firing in mesencephalic dopaminergic neurones. An influential interpretation of the experimental data that characterize this response proposes that dopaminergic neurones have a crucial role in reinforcement learning because they signal error in the prediction of future reward. In this article we propose a different functional role for this ‘short-latency dopamine response’ in the mechanisms that underlie associative learning. We suggest that the initial burst of dopaminergic-neurone firing could represent an essential component in the process of switching attentional and behavioural selections to unexpected, behaviourally important stimuli. This switching response could be a crucial prerequisite for associative learning and might be part of a general short-latency response that is mediated by catecholamines and prepares the organism for an appropriate reaction to biologically significant events. Any act which in a given situation produces satisfaction becomes associated with that situation so that when the situation recurs the act is more likely than before to recur also. E.L.     A selection problem arises whenever two or more competing systems seek simultaneous access to a restricted resource. Consideration of several selection architectures suggests there are significant advantages for systems which incorporate a central switching mechanism. We propose that the vertebrate basal ganglia have evolved as a centralized selection device, specialized to resolve conflicts over access to limited motor and cognitive resources. Analysis of basal ganglia functional architecture and its position within a wider anatomical framework suggests it can satisfy many of the requirements expected of an efficient selection mechanism
