    Quantum Law: The Beginning

    Objective: to formulate the bases for quantum law as the law of the future, based on the study of quantum phenomena and features of quantum technologies determining the risks and challenges associated with the emergence of these technologies, as well as the analysis of legal regulation of quantum technologies in the Russian Federation and abroad.Methods: to carry out this research, the authors applied a complex of general scientific methods of systemic analysis and specific methods of engineering and legal sciences. The use of comparative-legal method allowed revealing the main directions of developing legal regulation of quantum technologies in the Russian and foreign law orders based on the analysis of their international and national regulation. The method of legal modeling allowed forming a concept of quantum law, revealing the main vectors of its development and the complex of its ethical-legal principles.Results: the features and properties of quantum technologies were revealed which can change the development of law with the advent of these technologies; the main risks and challenges were identified which are associated with the development of quantum technologies; the features of quantum technologies regulation in some foreign countries were specified; the trends of developing the quantum technologies regulation in the Russian Federation were identified; the conceptual bases of quantum law were formulated, as well as the vectors of its development.Scientific novelty: for the first time in the legal science, a complex analysis of the current national (both Russian and foreign) regulation of quantum technologies was carried out, based on which an attempt was made to substantiate the need to form quantum law and to outline the main vectors of its development.Practical significance: the research results lay the foundation for forming the concept of quantum law; in this regard, the authors’ conclusions and proposals for improving the current regulation of quantum technologies can be used in law-making and law enforcement in this sphere, and may lay the bases for further research in the sphere of quantum technologies

    Norwegian Experience as a Promising Measure for the Russian Energy System Development

    At the moment, Arctic is in the interest of many countries, and not only near the Arctic. A high degree of the region promising in the context of undiscovered oil and gas resources is the explanation for it. Russia possessing the most significant share of these reserves has a fairly low rate of investigation of the Arctic shelf. Arctic hydrocarbon resources occupy the important strategic place in the development of the fuel-energy complex of Russia, ensuring its energy security. Hence, the goal of this research is to identify effective model of the offshore fields development in the Arctic zone of the Russian Federation. The Norwegian model of formation of consortia for the development of the offshore fields is analyzed and it is examined in the context of the Russian Arctic.     The problem of professional burnout in stress management

    The problem of professional burnout is extremely relevant in current stress management. By its nature, professional burnout is a unique type of stress syndrome that is characterized by emotional exhaustion. It leads to loss of energy and interest in one’s job. A burnout could be the result of such syndromes as – burnout and boreout. It could emerge as the reaction of the organism to the high working intensity and stress working conditions or due to the boredom and absence of the sphere for professional realization. Both syndromes negatively influence the professional activity and require serious research and an adequate approach to the study. Studies have been conducted in the higher educational environment and among production employees. The studies were conducted with the application of the existing tests for revealing the “boreout” and “burnout” syndromes. Studies have shown that the syndrome “burnout” is common among workers with free working regulations, whose work requires greater independence, initiative and responsibility. According to the results of the study, the employees who are more free in the performance of their professional duties (teachers, managers) are less subjected to the boreout syndrome.     Time after time, different economies, such as the world economy or a national economy, are exposed to diverse fluctuations of various origins. The reasons for this can be multifold. Thus, in the context of an economic crisis, staying ahead of competition is vital for any company’s survival. In addition, each year, the global competition becomes tougher. The fundamental question of modern management of an enterprise is how to achieve competitive advantage and hold it. Consequently, the effective management of an enterprise, based on a rational use of resources, comes to the fore. The goal of this research is to analyze one of the models of modern resource management – resource-based view and to relate this model of management to the current state of the Russian economy. Theoretical and practical aspects of the model are presented. Development of the resource-based view at the Russian retail chain – X5 Retail Group is separately allocated. It is the unique practical example of using above mentioned concept in Russia. The possibility of implementing the resource-based view is considered in the context of the current economic situation in the country.     The study presents the analysis of import substitution opportunities on separate branches of economic activity, preceding the realization of import substitution policy with the aim to support national economic security, which is essential for the contemporary society welfare insurance. Currently, social well-being is considered to be the reflection of economic activity, the instrument of state influence on the society, as well as an indicator of the social security system. Due to the fact that Russia is integrated into the world economy, the foreign-economic policy currently is playing an important role in the development of national security and the state's interest to the spheres of economy considering external and internal threats. Decline in external economic conditions may result in serious consequences for the functioning and development of the country as well as for the trade and investment activities, which will further lead to the decline in export, withdrawal of capital, recession of industrial production, trade and investment sphere, fall of GDP and living standards.     Iodouracil-mediated photocrosslinking of DNA to EcoRII restriction endonuclease in catalytic conditions

    We used a XeCl excimer laser with 50 ns pulses, a frequency of 0.3 Hz and a wavelength of 308 mn in appropriate conditions for the photocrosslinking of EcoRII restriction endonuclease to a 14-mer DNA duplex, containing a 5-iodo-2′-deoxyuridine residue (IdU). IdU replaced the thymidine residue within the EcoRII recognition sequence 5′-CCT/AGG. The binding of EcoRII endonuclease to the IdU-containing DNA duplex was analyzed by gel retardation assay in the presence of Ca2+ or Mg2+ ions. Photocrosslinking of EcoRII to the IdU-containing DNA duplex occurred in a pre-reactive complex formed in the presence of Ca2+ ions. Photocrosslinking yields as a function of time and UV-laser light intensity were studied.We thank Professor Alexander Yu.     Production of <sup>235</sup>Np, <sup>236</sup>Pu and <sup>237</sup>Pu via nuclear reactions on <sup>235,236,238</sup>U and <sup>237</sup>Np targets

    A summary of methods for cyclotron production of 235Np (396.1d), 236Pu (2.858y) and 237Pu (45.2d) via nuclear reactions with protons and 3He-ions on 235,236,238U and 237Np targets in wide energy ranges is given. Methods for the chemical separation and purification of these nuclides from the irradiated uranium and neptunium targets are described. Cross sections, yields and radionuclidic purities of 235Np, 236Pu and 237Pu are presented and compared with literature data on the nuclear reactions leading to these radionuclides. The nuclear reactions with the so far highest known yields of 235Np, 236Pu and 237Pu are determined: 236U(p, 2n)235Np, 237Np(p, 2n + pnβ-)236Pu and 237Np(p, n) 237Pu, respectively. The highest radionuclidic purity of 235Np, 236Pu and 237Pu tracers can be reached with the 236U(p, 2n)235Np, 236U(p, nβ -)236Pu and 237Np(3He, t) 237Pu reactions, respectively. In addition new cross sections and yield data of the 236U(3He, p3n)235Np reaction in the energy range 42.4-60 MeV are given.</p

    Magnetospheric convection from Cluster EDI measurements compared with the ground-based ionospheric convection model IZMEM

    Cluster/EDI electron drift observations above the Northern and Southern polar cap areas for more than seven and a half years (2001–2008) have been used to derive a statistical model of the high-latitude electric potential distribution for summer conditions. Based on potential pattern for different orientations of the interplanetary magnetic field (IMF) in the GSM y-z-plane, basic convection pattern (BCP) were derived, that represent the main characteristics of the electric potential distribution in dependence on the IMF. The BCPs comprise the IMF-independent potential distribution as well as patterns, which describe the dependence on positive and negative IMF&lt;I&gt;B&lt;sub&gt;z&lt;/sub&gt;&lt;/I&gt; and IMF&lt;I&gt;B&lt;sub&gt;y&lt;/sub&gt;&lt;/I&gt; variations. The full set of BCPs allows to describe the spatial and temporal variation of the high-latitude electric potential (ionospheric convection) for any solar wind IMF condition near the Earth&apos;s magnetopause within reasonable ranges. The comparison of the Cluster/EDI model with the IZMEM ionospheric convection model, which was derived from ground-based magnetometer observations, shows a good agreement of the basic patterns and its variation with the IMF. According to the statistical models, there is a two-cell antisunward convection within the polar cap for northward IMF&lt;I&gt;B&lt;sub&gt;z&lt;/sub&gt;&lt;/I&gt;+&amp;le;2 nT, while for increasing northward IMF&lt;I&gt;B&lt;sub&gt;z&lt;/sub&gt;&lt;/I&gt;+ there appears a region of sunward convection within the high-latitude daytime sector, which assumes the form of two additional cells with sunward convection between them for IMF&lt;I&gt;B&lt;sub&gt;z&lt;/sub&gt;&lt;/I&gt;+&amp;asymp;4–5 nT. This results in a four-cell convection pattern of the high-latitude convection. In dependence of the &amp;plusmn;IMF&lt;I&gt;B&lt;sub&gt;y&lt;/sub&gt;&lt;/I&gt; contribution during sufficiently strong northward IMF&lt;I&gt;B&lt;sub&gt;z&lt;/sub&gt;&lt;/I&gt; conditions, a transformation to three-cell convection patterns takes place

    Physical and chemical processes and the morphofunctional characteristics of human erythrocytes in hyperglycaemia

    Background: This study examines the effect of graduated hyperglycaemia on the state and oxygen-binding ability of hemoglobin, the correlation of phospholipid fractions and their metabolites in the membrane, the activity of proteolytic enzymes and the morphofunctional state of erythrocytes. Methods: Conformational changes in the molecule of hemoglobin were determined by Raman spectroscopy. The structure of the erythrocytes was analyzed using laser interference microscopy (LIM). To determine the activity of NADN-methemoglobinreductase, we used the P.G. Board method. The degree of glycosylation of the erythrocyte membranes was determined using a method previously described by Felkoren et al. Lipid extraction was performed using the Bligh and Dyer method. Detection of the phospholipids was performed using V. E. Vaskovsky method. Results: Conditions of hyperglycaemia are characterized by a low affinity of hemoglobin to oxygen, which is manifested as a parallel decrease in the content of hemoglobin oxyform and the growth of deoxyform, methemoglobin and membrane-bound hemoglobin. The degree of glycosylation of membrane proteins and hemoglobin is high. For example, in the case of hyperglycaemia, erythrocytic membranes reduce the content of all phospholipid fractions with a simultaneous increase in lysoforms, free fatty acids and the diacylglycerol (DAG). Step wise hyperglycaemia in incubation medium and human erythrocytes results in an increased content of peptide components and general trypsin-like activity in the cytosol, with a simultaneous decreased activity of µ-calpain and caspase 3. Conclusions: Metabolic disorders and damage of cell membranes during hyperglycaemia cause an increase in the population of echinocytes and spherocytes. The resulting disorders are accompanied with a high probability of intravascular haemolysis.</p
