Confronting the Evolving Safety and Security Challenge at Colleges and Universities

[Excerpt] “Colleges and universities have long been scrutinized and confronted with lawsuits regarding safety and security measures designed and implemented to protect students and prevent dangerous incidents on campus. Under the doctrine of in loco parentis, college administrators assume responsibility for the physical safety and well-being of students as they matriculate through their academic programs. However, in recent decades, the realization that university communities are not immune to criminal activity has led to federal legislation and judicial opinions that have attempted to identify what legal duty colleges and universities have to prevent security breaches. Moreover, college and university administrators have looked to the courts and legal counsel to determine an institution’s exposure to legal liability and strategies that might be used to minimize such exposure. This charge has been, and remains, a daunting challenge for the higher education community. This Article reviews recent cases regarding the legal duty American colleges and universities have to protect the student community from harm or injury resulting from safety or security breaches. Moreover, this Article identifies legal challenges colleges and universities may face in response to campus surveillance efforts and negligence hiring and retention allegations. Finally, the Article offers some insight intended to advance the legal community’s efforts to counsel and advise college and university administrators regarding the issue of campus safety.

Apparatus for conducting flow electrophoresis in the substantial absence of gravity

A zero-g, constant flow electrophoretic separating apparatus is presented. The apparatus is composed a deflecting member to spread carrier fluid across a conduit, and an end wall with a valve located in the conduit past the separation electrodes from which layers of carrier and sample may be extracted. Electrode electrolyte is separated from the carrier and continually circulated and cleaned

Nocturnal bird migration in opaque clouds

The use of a tracking radar to measure the flight paths of migrating birds on nights with opaque clouds is discussed. The effects of wind and lack of visual references are examined. The limitations of the radar observations are described, and samples of tracks obtained during radar observations are included. It is concluded that nonvisual mechanisms of orientation make it possible for birds to migrate in opaque clouds, but the exact nature of the sensory information cannot be determined by radar observations

Effects of range bin shape and Doppler filter response in a digital SAR data processor

In calibrating the backscatter coefficient obtained with an imaging synthetic aperture radar (SAR) system to determine absolute values of radar cross-section and reflectivity it is common practice to use a target of known radar cross-section placed within the scene. A corner reflector acts as a point target, but the return from it may not be centered in the resolution cell. It is important, for accurate calibration, to perform straddling corrections based on the range bin and Doppler filter response curves

Orbits of Six Late-type Active-Chromosphere Binaries

We present spectroscopic orbits for the active stars HD 82159 (GS Leo), HD 89959, BD +39 2587 (a visual companion to HD 112733), HD 138157 (OX Ser), HD 143705, and HD 160934. This paper is a sequel to one published in this journal in 2006, with similar avowed intention, by Galvez et al.. They showed only graphs, and gave no data, and no orbital elements apart from the periods (only two of which were correct) and in some cases the eccentricities. Here we provide full information and reliable orbital elements for all the stars apart from HD 160934, which has not completed a cycle since it was first observed for radial velocity.Comment: 17 pages, 8 figures.
