    The White Quakers were a small but vocal sect of schismatic Quakers in Dublin, Waterford, Clonmel and Mountmellick, under the leadership of Joshua Jacob and Abigail Beale, between c. 1840-1854. The history of the sect, its connections with contemporary utopian leaders in England, its contemporary reputation in the Quaker and non-Quaker world, and treatment in historiography are examined. White Quaker ideas on religious authority, gender and marriage, capitalist and commercial activity, are also outlined in the following study

    Financial Liberalisation and Stock Market Volatility: The Case of Indonesia

    This paper examines the relationship between financial liberalisation and stock market volatility in Indonesia. By looking at the time series properties of the Jakarta Composite Index (JCI) we identify breaks in stock market volatility which coincide with the timing of major policy events. Our main findings are (i) a significant decrease in volatility after the "official" opening of the stock market to foreign participation; (ii) a significant increase in volatility in the year before market opening following reforms that eased entry requirements and the issuance of brokerage licenses; and (iii) a significant increase in volatility at the time of the Asian crisis followed by a significant decrease in the second and sixth years after the crisis.financial liberalisation; stock market volatility; Indonesia; Asian crisis.

    Searching for Cost Optimized Interstellar Beacons

    What would SETI Beacon transmitters be like if built by civilizations with a variety of motivations, but who cared about cost? We studied in a companion paper how, for fixed power density in the far field, we could build a cost-optimum interstellar Beacon system. Here we consider, if someone like us were to produce a Beacon, how should we look for it? High-power transmitters might be built for wide variety of motives other than twoway communication; Beacons built to be seen over thousands of light years are such. Altruistic Beacon builders will have to contend with other altruistic causes, just as humans do, so may select for economy of effort. Cost, spectral lines near 1 GHz and interstellar scintillation favor radiating frequencies substantially above the classic water hole. Therefore the transmission strategy for a distant, cost-conscious Beacon will be a rapid scan of the galactic plane, to cover the angular space. Such pulses will be infrequent events for the receiver. Such Beacons built by distant advanced, wealthy societies will have very different characteristics from what SETI researchers seek. Future searches should pay special attention to areas along the galactic disk where SETI searches have seen coherent signals that have not recurred on the limited listening time intervals we have used. We will need to wait for recurring events that may arrive in intermittent bursts. Several new SETI search strategies emerge from these ideas.     How Educators Can Eradicate Disparities in School Discipline: A Briefing Paper on School-Based Interventions

    The number of students issued suspensions in U.S. schools continues to be extremely high, resulting in thousands of students missing school every day. Simultaneously,disparities in school suspension continue to worsen, indicating that students in some groups are missing school far more often and disproportionately(particularly, boys, African American students, students with disabilities, and in some regions, Latino and American Indian students). These disparities are also true of referrals to law enforcement and school-based arrests nationwide. According to recent data collected by the Department of Education's Office for Civil Rights, students of color made up 75% of referrals to law enforcement and 79% of schoolbased arrests, even while students of color comprise 39% of the nation's public school population.Punitive school discipline matters tremendously to the educational opportunity of young people: New knowledge on school discipline shows that even a single suspension or a single referral to the juvenile court system increases the odds of low achievement and dropping out of school altogether. Moreover, research shows that schools and educators -- not just students themselves -- make a difference in how discipline is meted out

    A simple bend stress relaxation (BSR) test was developed to measure the creep related properties of ceramic fibers and whiskers. The test was applied to a variety of commercial and developmental Si based fibers to demonstrate capabilities and to evaluate the relative creep resistance of the fibers at 1200 to 1400 C. The implications of these results and the advantages of the BSR test over typical tensile creep tests are discussed
