    Small and beautiful? The programme of activities and the least developed countries

    Most carbon abatement projects under the Kyoto Protocol's Clean Development Mechanism (CDM) have been implemented in rapidly industrializing countries, notably China and India. To support small carbon abatement projects and to promote decarbonization in the least developed countries, the Programme of Activities (PoA) modality was introduced. Are the determinants of project implementation different under the PoA from those of conventional CDM projects? To answer this question, we conduct a statistical analysis of the global distribution of CDM projects and PoAs during the years 2007–2012. In regard to country size, large countries clearly dominate both the CDM and PoA, suggesting that the PoA may do only little to facilitate project implementation in small countries. However, the number of PoAs has a strong negative association with a country's corruption level, while the importance of corruption for the CDM is much smaller. Moreover, per capita income has no effect on PoA implementation, while high wealth levels have a weak positive effect on CDM projects. Thus, the PoA modality seems to promote sustainable development in poor countries that have exceeded a certain threshold of good governance.     Vangl-dependent planar cell polarity signalling is not required for neural crest migration in mammals

    The role of planar cell polarity (PCP) signalling in neural crest (NC) development is unclear. The PCP dependence of NC cell migration has been reported in Xenopus and zebrafish, but NC migration has not been studied in mammalian PCP mutants. Vangl2Lp/Lp mouse embryos lack PCP signalling and undergo almost complete failure of neural tube closure. Here we show, however, that NC specification, migration and derivative formation occur normally in Vangl2Lp/Lp embryos. The gene family member Vangl1 was not expressed in NC nor ectopically expressed in Vangl2Lp/Lp embryos, and doubly homozygous Vangl1/Vangl2 mutants exhibited normal NC migration. Acute downregulation of Vangl2 in the NC lineage did not prevent NC migration. In vitro, Vangl2Lp/Lp neural tube explants generated emigrating NC cells, as in wild type. Hence, PCP signalling is not essential for NC migration in mammals, in contrast to its essential role in neural tube closure. PCP mutations are thus unlikely to mediate NC-related birth defects in humans

    No cosmological domain wall problem for weakly coupled fields

    After inflation occurs, a weakly coupled scalar field will in general not be in thermal equilibrium but have a distribution of values determined by the inflationary Hubble parameter. If such a field subsequently undergoes discrete symmetry breaking, then the different degenerate vacua may not be equally populated so the domain walls which form will be `biased' and the wall network will subsequently collapse. Thus the cosmological domain wall problem may be solved for sufficiently weakly coupled fields in a post-inflationary universe.     Family Unification in Five and Six Dimensions

    In family unification models, all three families of quarks and leptons are grouped together into an irreducible representation of a simple gauge group, thus unifying the Standard Model gauge symmetries and a gauged family symmetry. Large orthogonal groups, and the exceptional groups E7E_7 and E8E_8 have been much studied for family unification. The main theoretical difficulty of family unification is the existence of mirror families at the weak scale. It is shown here that family unification without mirror families can be realized in simple five-dimensional and six-dimensional orbifold models similar to those recently proposed for SU(5) and SO(10) grand unification. It is noted that a family unification group that survived to near the weak scale and whose coupling extrapolated to high scales unified with those of the Standard model would be evidence accessible in principle at low energy of the existence of small (Planckian or GUT-scale) extra dimensions.Comment: 13 pages, 2 figures, minor corrections, references adde

    Free-Field Approach to D-Branes in Gepner Models

    We represent free-field construction of boundary states in Gepner models basing on free-field realization of N=2 superconformal minimal models. Using this construction we consider the open string spectrum between the boundary states and show that it can be described in terms of Malikov, Schechtman, Vaintrob chiral de Rham complex of the Landau- Ginzburg orbifold. It allows to establish direct relation of the open string spectrum for boundary states in Gepner models to the open string spectrum for fractional branes in Landau-Ginzburg orbifolds.     Warped Reheating in Multi-Throat Brane Inflation

    We investigate in some quantitative details the viability of reheating in multi-throat brane inflationary scenarios by estimating and comparing the time scales for the various processes involved. We also calculate within perturbative string theory the decay rate of excited closed strings into KK modes and compare with that of their decay into gravitons; we find that in the inflationary throat the former is preferred. We also find that over a small but reasonable range of parameters of the background geometry, these KK modes will preferably tunnel to another throat (possibly containing the Standard Model) instead of decaying to gravitons due largely to their suppressed coupling to the bulk gravitons. Once tunneled, the same suppressed coupling to the gravitons again allows them to reheat the Standard Model efficiently.     The Geological Record of Ocean Acidification

    Ocean acidification may have severe consequences for marine ecosystems; however, assessing its future impact is difficult because laboratory experiments and field observations are limited by their reduced ecologic complexity and sample period, respectively. In contrast, the geological record contains long-term evidence for a variety of global environmental perturbations, including ocean acidification plus their associated biotic responses. We review events exhibiting evidence for elevated atmospheric CO2, global warming, and ocean acidification over the past ~300 million years of Earth's history, some with contemporaneous extinction or evolutionary turnover among marine calcifiers. Although similarities exist, no past event perfectly parallels future projections in terms of disrupting the balance of ocean carbonate chemistry—a consequence of the unprecedented rapidity of CO2 release currently taking place

    Current secondary education and transition practices have created differential education and employment outcomes by gender, race and ethnicity, socioeconomic status, and disability classifications. These differential outcomes result in economic and social marginalization of far too many students with disabilities. Transition education practices need to respond to these differential outcomes and provide targeted, systematic, and long-term opportunities for all students to attain individually and family-determined postschool goals. This position paper recommends an ecological framework for considering the multiple systems that influence transition education and postschool outcomes for diverse youths with disabilities.     Black Hole Spin via Continuum Fitting and the Role of Spin in Powering Transient Jets

    The spins of ten stellar black holes have been measured using the continuum-fitting method. These black holes are located in two distinct classes of X-ray binary systems, one that is persistently X-ray bright and another that is transient. Both the persistent and transient black holes remain for long periods in a state where their spectra are dominated by a thermal accretion disk component. The spin of a black hole of known mass and distance can be measured by fitting this thermal continuum spectrum to the thin-disk model of Novikov and Thorne; the key fit parameter is the radius of the inner edge of the black hole's accretion disk. Strong observational and theoretical evidence links the inner-disk radius to the radius of the innermost stable circular orbit, which is trivially related to the dimensionless spin parameter a_* of the black hole (|a_*| < 1). The ten spins that have so far been measured by this continuum-fitting method range widely from a_* \approx 0 to a_* > 0.95. The robustness of the method is demonstrated by the dozens or hundreds of independent and consistent measurements of spin that have been obtained for several black holes, and through careful consideration of many sources of systematic error. Among the results discussed is a dichotomy between the transient and persistent black holes; the latter have higher spins and larger masses. Also discussed is recently discovered evidence in the transient sources for a correlation between the power of ballistic jets and black hole spin.Comment: 30 pages.     Study of the B^0 Semileptonic Decay Spectrum at the Upsilon(4S) Resonance

    We have made a first measurement of the lepton momentum spectrum in a sample of events enriched in neutral B's through a partial reconstruction of B0 --> D*- l+ nu. This spectrum, measured with 2.38 fb**-1 of data collected at the Upsilon(4S) resonance by the CLEO II detector, is compared directly to the inclusive lepton spectrum from all Upsilon(4S) events in the same data set. These two spectra are consistent with having the same shape above 1.5 GeV/c. From the two spectra and two other CLEO measurements, we obtain the B0 and B+ semileptonic branching fractions, b0 and b+, their ratio, and the production ratio f+-/f00 of B+ and B0 pairs at the Upsilon(4S). We report b+/b0=0.950 (+0.117-0.080) +- 0.091, b0 = (10.78 +- 0.60 +- 0.69)%, and b+ = (10.25 +- 0.57 +- 0.65)%. b+/b0 is equivalent to the ratio of charged to neutral B lifetimes, tau+/tau0.Comment: 14 page, postscript file also available at http://w4.lns.cornell.edu/public/CLN
