    On the normality of Higgins commutators

    In a semi-abelian context, we study the condition (NH) asking that Higgins commutators of normal subobjects are normal subobjects. We provide examples of categories that do or do not satisfy this property. We focus on the relationship with the "Smith is Huq" condition (SH) and characterise those semi-abelian categories in which both (NH) and (SH) hold in terms of reflection and preservation properties of the change of base functors of the fibration of points.Comment: 15 pages; final published versio

    Seychelles, a vulnerable or resilient sids? A local perspective

    This article analyses perceptions of residents of the Seychelles in the western Indian Ocean in relation to a long-running debate over small island developing states (SIDS) as to whether they are vulnerable or resilient. The results of data obtained from 25 key informant interviews and 70 household surveys conducted in 2013 showed that respondents perceived their country to be both vulnerable and resilient. Moreover, the data revealed that the relationship between vulnerability and resilience was complex, and that five interpretations of that relationship were evident: conflict, compromise, complementarity, symbiosis and transformation. Also, the conceptual distance between the two terms vulnerability and resilience was shown to be closer than may be commonly assumed. Finally, the paper questions whether the debate over vulnerability versus resilience is rightly confined to SIDS or could be equally applied to other states

    Co-management and adaptive co-management: Two modes of governance in a Honduran marine protected area

    Selecting the best mode of governance for marine protected areas (MPAs) especially in developing countries has generated considerable controversy in the academic and policy literature during the last 20 years. In this article, two modes - co-management (CM) and adaptive co-management (ACM) - are analysed in detail, and an examination is made of an attempt to put these modes sequentially into practice in the first (2003-2009) and second (2008-2013) management plans, respectively, of the Cayos Cochinos MPA (CCMPA) in Honduras. Extensive fieldwork was carried out during 2006-2010 in three communities dependent on the CCMPA (Rio Esteban, Nueva Armenia, and Chachahuate) including key informant interviews, focus group meetings, household surveys, and participant observation. The paper's findings are (1) that while the first plan implemented some CM principles (such as sharing responsibility between government, stakeholders and NGOs) it failed to deliver other CM principles (such as transparency and accountability); and (2) that while the second plan increased participation and transparency, and used a more adaptive approach, it still left many stakeholders out of the decision-making process, and its processes of experimentation, monitoring and social learning were very limited.     A value chain analysis of Malaysia's seaweed industry

    A global shortfall in protein supply from capture fisheries has motivated the Malaysian government to revise its aquaculture strategy, focusing on three commodities: seaweed, fish and marine shrimp. However, the performance of the Malaysian aquaculture sector, particularly seaweed production, is poorly documented. This is the first empirical study to undertake a value chain analysis (VCA) of the Malaysian seaweed sector using stakeholder perceptions and secondary data that encompass members of seaweed farming cooperatives (the Semporna Area Farmers’ Association and the governments’ flagship Seaweed Cluster Project). Fieldwork was conducted between April and June 2015 among seaweed stakeholders involved in the value chain using a mixed methods approach—in-depth interviews with key informants, focus group discussions, household surveys, personal observation and secondary data. Qualitative and quantitative data were collected from both upstream (seaweed farming, marketing structure and the Malaysian Good Aquaculture Practices [MyGAP] certification programme) and downstream (seaweed processing) activities involving farmers, intermediaries/middlemen (buyers), processors and officials. Kappaphycus spp. was sold in two forms: (1) dried seaweed to be used as raw materials in carrageenan processing (approximately 90% of total harvest) and (2) fresh seaweed to be used as a source of seedlings (approximately 10% of total harvest). The value chain ended with the carrageenan form, which is exported to international markets. The price of dried seaweed varied according to a combination of seaweed quality, the strength of farmer’s relationships with intermediaries and processors and in response to demand from the carrageenan industry. The prices obtained by Malaysian farmers for dried seaweed and carrageenan remained low, US0.60andUS 0.60 and US 4.43 per kg, respectively, despite efforts by the government to enhance the value chain by imposing seaweed standards (via MyGAP) for farm management, dried seaweed and semi-refined carrageenan. The VCA was a useful tool to identify and map the market, with the results providing a better understanding of the seaweed sector, which could be helpful in supporting further aquaculture development in Malaysia

    This paper explores the perceptions of Ogoni people about their system of inherited leadership in Ogoniland, It focuses on whether the Ogoni people believe that their traditional system of inherited leadership has ameliorated or exacerbated the adverse impact of oil capitalism and political interference on their communities. Fieldwork was carried out in eight communities in Ogoniland in early 2014 when 69 key informant interviews were conducted as well as three focus group discussions. The conclusion reached by the paper is that many Ogoni people believe that the system of inherited leadership has let them down in the face of external threats, and that it is time to reform that system by incorporating into it some contemporary western principles of good governance

    A review of the anticoagulant pesticide Pindone

    A review of the use of pindone for rabbit control in Western Australia is timely due to increased public concern over the use of this toxin, and because non-target deaths of some native Australian animals have been known to occur following its use. Pindone is one of the first generation indandione anticoagulant rodenticides which were developed in the late 1940\u27 s. The toxicity of anticoagulants arises from their inhibition of vitamin K-dependent clotting factors in the blood. Thus therapeutic administration of vitamin K provides a reliable antidote against anticoagulant poisoning. Pindone is slow acting and works best with repeated small doses. Pindone also has insecticidal and fungicidal properties, and can act as a systemic insecticide (eg. fleas, lice and mosquitoes).     MPA policy: What lies behind the science?

    What the current policy debate on marine protected areas (MPAs) and marine reserves (MRs) has failed to address is the fact that protection of the marine environment has as much to do with scientists, and others values as it has to do with science. To date natural science has played a dominant role in the implementation of MPAs, yet normative considerations which are embedded in the way scientists and the wider community think about the condition the marine environment should be in, and which may influence decision-making, are rarely acknowledged or discussed. This paper seeks to correct that deficiency by investigating the values that lie behind the natural science of MPAs. With the aid of epistemic community, advocacy coalition and discourse coalition theories of policy networks, this article explores the role science and scientists have played in influencing policy on MPAs at the global and national level, and looks at the extent to which normative conceptualisations within and beyond natural science have influenced the debate

    Improving bycatch mitigation measures for marine megafauna in Zanzibar, Tanzania

    This study was conducted to explore the governance processes and socio-economic factors relevant to the potential implementation of bycatch mitigation for various vulnerable marine megafauna (rays, sharks, marine mammals and turtles) in Zanzibar, Tanzania. Questionnaire-based interviews were conducted between February and April 2017 with fishers (n= 240) at eight landing sites. One focus group discussion was held in each site and eleven key informant interviews were carried out. The study showed that current measures to manage bycatch rates are not explicit; no rules govern rays and sharks bycatch; and rules regarding marine mammal and sea turtle bycatch are poorly enforced. Binary logistic regression was used to determine the effect of five selected socio-economic factors (education, age, proportional fishing income, fishing experience, and the number of adults who bring income into the household) on the willingness of fishers to participate in potential future bycatch mitigation measures for marine megafauna. The results indicate that only one factor (the number of adults who bring income into the household) had any significant effect (p=0.016). These findings could benefit the future governance and management of marine megafauna in Zanzibar through a better understanding of what mitigation measures are more likely to be supported

    Marine Pollution in Kuwait and Its Impacts on Fish-Stock Decline in Kuwaiti Waters: Reviewing the Kuwaiti Government's Policies and Practices

    Kuwait's “Blue Economy” project aims to help replace the country's oil and gas income by the sustainable development of its marine resources. The fishing industry has a prime place in the “Blue Economy” project, but nine of the main fish species in Kuwait have recently declined Rubian (Shrimp), Zobaidi (Silver Pomfret), Suboor (Hilsa Shad), Naqroor (Javelin Grunter), Hamoor (Orange-Spotted Grouper), Hamra (Malabar Blood Snapper), Halwayuh (Black Pomfret), Frush (Trout Sweetlips), and Kasur (Lizard Fish). This paper investigates the nature of pollution in Kuwaiti waters, examining its extent and causes, questioning whether or not it is a primary reason for fish decline, and discussing what measures could be taken to reduce or remove it. The data for this study were gathered from peer-reviewed articles, official Kuwaiti statistics and reports, and semi-structured interviews conducted in Kuwait with stakeholders in the fisheries including staff in the Kuwaiti Scientific Institute, the Fishery Protection Authority, the Environmental Protection Authority and governmental departments; fishers; and fishery business owners. The main finding of this study is that because of the weak government policies and practices to counter pollution, pollution does exist in Kuwaiti waters, but there is no solid evidence that it has a direct link to the decline in fish stocks. Overfishing, especially by illegal, unreported and unregulated (IUU) vessels, seems to be a more substantial cause of the decline in fish stocks
