Innowacyjność, produktywność i konkurencyjność gospodarki a międzynarodowa współpraca gospodarcza

The main objective of the study is to identify, review and assess the possible relationship between innovation, productivity and competitiveness of the economy and international economic cooperation. The implementation of four specific objectives is subordinated to this purpose. The first goal is to identify and record possible channels of mutual influence between the variables studied. The second goal is to qualify individual channels of influence to various theoretical concepts occurring in the literature. The next third goal is to review the results of empirical research on the links between innovation, productivity and competitiveness and international economic cooperation, along with their reference to the themes appearing in the literature on the subject. Finally, thefourth goal is to outline the practical implications of the considerations carried out: to present a set of recommendations for economic policy.Głównym celem opracowania jest identyfikacja oraz dokonanie przeglądu i oceny możliwych związków pomiędzy innowacyjnością, produktywnością i konkurencyjnością gospodarki a międzynarodową współpracą gospodarczą. Podporządkowana temu jest realizacja czterech celów szczegółowych. Pierwszym celem jest identyfikacja i zewidencjonowanie możliwych kanałów obustronnego wpływu pomiędzy badanymi zmiennymi. Drugim celem jest zakwalifikowanie poszczególnych kanałów wpływu do różnych występujących w literaturze koncepcji teoretycznych. Wreszcie trzeci cel to dokonanie przeglądu wyników badań empirycznych dotyczących związków innowacyjności, konkurencyjności i międzynarodowej współpracy gospodarczej wraz z ich odniesieniem do wątków występujących w literaturze przedmiotu. Kolejnym czwartym celem jest zarysowanie implikacji praktycznych przeprowadzonych rozważań czyli przedstawienie zestawu rekomendacji dla polityki gospodarczej

Foreign direct investment of Central and Eastern European countries, and the investment development path revisited

The present study investigates long-term developments in inward and outward FDI of 10 Central and Eastern European (CEE) countries using Dunning’s investment development path (IDP) paradigm as a theoretical framework. Its main purpose is to determine how far the CEE countries have progressed along their IDPs since the beginning of transition. The results show that half of the analyzed countries have already reached Stage 3 of the IDP, while the other half are either firmly in Stage2 or are approaching Stage 3. Yeast Irc6p is a novel type of conserved clathrin coat accessory factor related to small G proteins.

Clathrin coat accessory proteins play key roles in transport mediated by clathrin-coated vesicles. Yeast Irc6p and the related mammalian p34 are putative clathrin accessory proteins that interact with clathrin adaptor complexes. We present evidence that Irc6p functions in clathrin-mediated traffic between the trans-Golgi network and endosomes, linking clathrin adaptor complex AP-1 and the Rab GTPase Ypt31p. The crystal structure of the Irc6p N-terminal domain revealed a G-protein fold most related to small G proteins of the Rab and Arf families. However, Irc6p lacks G-protein signature motifs and high-affinity GTP binding. Also, mutant Irc6p lacking candidate GTP-binding residues retained function. Mammalian p34 rescued growth defects in irc6 cells, indicating functional conservation, and modeling predicted a similar N-terminal fold in p34. Irc6p and p34 also contain functionally conserved C-terminal regions. Irc6p/p34-related proteins with the same two-part architecture are encoded in genomes of species as diverse as plants and humans. Together these results define Irc6p/p34 as a novel type of conserved clathrin accessory protein and founding members of a new G protein-like family

Water resources management – a challenge not for economists only

Inspirację do podjęcia problematyki zarządzania zasobami wodnymi w nakreślonym niżej kształcie stanowiło przeświadczenie autorów o potrzebie zintensyfikowania debaty dotyczącej rozstrzygania problemów związanych z zasadami i sposobami alokacji tych zasobów do różnych zastosowań, w warunkach rosnącego ryzyka ich nadmiernej eksploatacji lub całkowitego zużycia, a w konsekwencji do usprawnienia systemu dostarczania i wykorzystywania wody. Celem opracowania jest identyfikacja i ocena dylematów związanych z rozwiązaniami proponowanymi na gruncie nauk ekonomicznych, zredukowanych do dwóch dyscyplin zajmujących się alokacją zasobów, ekonomii oraz nauk o zarządzaniu, w obrębie których nie wszystkie problemy zostały jednoznacznie ujęte i rozwiązane. Artykuł zawiera rozważania prowadzone na różnych poziomach analizy – od problemów o charakterze globalnym, poprzez kwestie makroekonomiczne w skali kraju, aż do poziomu przedsiębiorstw działających w sferze zaopatrzenia w wodę. Stanowi więc próbę połączenia kwestii poznawczych, osadzonych w znanych koncepcjach teoretycznych, z zagadnieniami o charakterze bardziej praktycznym. Na tle nakreślonych we wstępie przesłanek i założeń, zaprezentowane zostały bariery dostępu do zasobów wodnych. W kolejnej części, będącej swego rodzaju pomostem między warstwą teoretyczną a aspektami praktycznymi, znalazły się rozważania dotyczące ogólnych rozwiązań regulacyjnych obowiązujących w gospodarce. Następnie przedstawione zostały warunki i zasady skutecznego zarządzania zasobami wodnymi oraz wybrane dylematy związane z funkcjonowaniem przedsiębiorstw wodociągowych w Polsce. W zakończeniu znalazły się wnioski i postulaty wypływające z przeprowadzonych analiz, odnoszące się zarówno do sfery poznawczej, jak i praktycznej.The inspiration to focus on water resources management in the manner presented below has originated in the authors’ conviction of a need for an intensified debate on the ways of solving problems relating to the principles and rules governing the allocation of water resources and their varied uses in a situation of a growing risk of a complete use or serious abuse of waterresources. These deliberations are expected to lead to an improved system of water supply and delivery and a better use of water in general. The aim of this paper was to identify and assess the dilemmas arising from solutions developed in two branches of science dealing with the allocation of resources: economy and management. However, not all problems have been capable of being effectively and unambiguously solved. The analysis was conducted at different levels, starting from issues of global character, through macroeconomic issues analysed at the national level, to the examination of companies operating as water suppliers, in an attempt to combine the cognitive aspects grounded in the existing theoretical conceptions with the more practical ones. Against such a background, the barriers hindering access to water resources have been presented. This was followed by some bridging as well as theoretical and practical aspects, and the deliberationson the general regulatory solutions adopted in the economy. After that the conditions and principles ensuring effective water resources management have been presented together with selected dilemmas pertaining to the functioning of water supply companies in Poland. A presentation of the results and postulates obtained in the course of the analysis performed, applicable to the cognitive sphere as well as the practical aspects, follows the above deliberations
