Issues and prospectives of the educational service market modernization

Today the concept of sustainable development is fundamental for educational service market formation both in selected countries and in throughout the world. In this paper the author explored various aspects of functioning of the educational service market using the Russian experience, formulated problems and offered solutions. The author suggests using such a synthetic indicator as comparison of planned and actual expenditures on educational sphere as a leading indicator of educational service market development. A special attention is paid to professional education and the problem of enhancing its competitiveness on the global education market. The author believes that it is necessary to include intensive factors of economic growth and in this regard the author suggests several recommendations aimed at initiating this mechanism. In particular, the need for better integration of higher education and employer’s demands is emphasized. This paper discussed the issues and prospectives of governmental and non-governmental institutions of higher education; analysis of change in the number of these institutions was carried out; budgetary resources for various levels of education in Russia were evaluated.peer-reviewe

Effect of hypokinesia on contractile function of cardiac muscle

Rats were subjected to hypokinesia for two months and the contractile function of isolated papillary muscle was studied. Hypokinesia reduced significantly the isotonic contraction rate which depended on the ATPase activity of the myofibrils; it also reduced the rate and index of relaxation which depended on the functional capacity of the Ca(++) pump of the sarcoplasmic reticulum. The maximum force of isometric contraction determined by the quantity of actomyosin bridges in the myofibrils did not change after hypokinesia. This complex of changes is contrary to that observed in adaptation to exercise when the rate of isotonic contraction and relaxation increases while the force of isometric contraction does not change. The possible mechanism of this stability of the contractile force during adaptation and readaptation of the heart is discussed

Effect of hypokinesia on cardiac contractile function and nervous regulation of the heart

Longterm hypokinesia caused cardiac deadaptation in rabbits, which resulted in the diminishing of the left ventricular rate of contraction and relaxation, joined later by decreased vascular resistance. As a results, the ejection rate as well as stroke volume and cardiac output were normal. The decrease of the relaxation speed was more obvious at a high heart rate and results in shortening of the diastolic pause and diminishing of cardiac output. Hearts of the hypokinetic animals were characterized by normal maximal pressure developed by a unit of muccardial mass aorta clamping, decreased adrenoreactivity, and increased cholinoreactivity. This complex of changes is contrary to changes observed in adaptation to exercise, but is similar to changes observed in compensatory hypertrophy of the heart

In-plane optical response of Bi2Sr2CuO6

We report on infrared reflectivity measurements of the $ab$-plane response of superconducting Bi$_2$Sr$_2$CuO$_6$ single crystals. The frequency dependent conductivity has a maximum near 700 cm$^{-1}$ at room temperature, which shifts to lower frequency and merges with a Drude-peak below 100 K. We attribute the unusual behaviour of the mid-infrared conductivity to low frequency transitions between electronic bands of mainly BiO character near the $\overline{M}$ point. DEVELOPMENT OF AN OCCUPATIONAL SAFETY MANAGEMENT SYSTEM BASED ON THE PROCESS APPROACH

The article discusses the relevance and possibility of using the process approach in the development and implementation of occupational safety management systems based on GOST 12.0.230-2007, which is the main document in this area for all industrial enterprises and organisations of the Russian Federation. The system of occupational safety management in the organisation is considered taking into account all its internal communications and input-output parameters. It is shown that the process approach used in the design of the occupational safety management system in the organisation, allows categorising the list of works (processes), participants, resources (responsible, performers, documents, etc.), the control and correction processes. The methodological substantiation of the process approach to the design of the occupational safety management system in the organisation is given, the basic issues of its applicability are considered. A context diagram of the process of an occupational safety management system is drawn in the IDEF0 graphical notation by means of the SADT structural analysis technology. The decomposition of the context diagram to the required levels of detail is presented and the balance factor of the models is calculated

NORMATIVE ORIENTATION OF THE LANGUAGE OF FICTION: LINGUISTIC-AESTHETIC ASPECT

Formation of an intelligent control system in the field of electric power industry based on the technological development of power supply components

The relevance of the paper is determined by the fact that the digital transformation of the country is recognized as one of the priorities for the economic development of the state. It is necessary to remove barriers for the digital transformation in the most promising areas of production and life by stimulating the introduction of digital technologies and attracting investments, overcoming the digital divide, deepening cooperation between states in the digital sphere and developing the country's digital innovation infrastructure. The novelty of the study is determined by the fact that the transition to a new level of digital functioning of electric systems is possible in the context of formation of a smart energy supply system and the introduction of modern information technologies. The authors show that the introduction of new energy meters is the basis for creating an innovative infrastructure of the fuel and energy complex of the national economy. The authors believe that this is the basis for the transition to a new level of energy supply and the introduction of new economic mechanisms for demand management and further development of energy markets. This in turn contributes to the integration of energy systems of different countries. The practical significance of the study is determined by the possibilities of stratification of the economic assessment of the energy industry and the formation of a sustainable assessment of the formation of energy supply systems.
