Assessing the effects of the first 2 years of industry-led badger culling in England on the incidence of bovine tuberculosis in cattle in 2013â2015
Culling badgers to control the transmission of bovine tuberculosis (TB) between this wildlife reservoir and cattle has been widely debated. Industry-led culling began in Somerset and Gloucestershire between August and November 2013 to reduce local badger populations. Industry-led culling is not designed to be a randomised and controlled trial of the impact of culling on cattle incidence. Nevertheless, it is important to monitor the effects of the culling and, taking the study limitations into account, perform a cautious evaluation of the impacts. A standardised method for selecting areas matched to culling areas in factors found to affect cattle TB risk has been developed to evaluate the impact of badger culling on cattle TB incidence. The association between cattle TB incidence and badger culling in the first two years has been assessed. Descriptive analyses without controlling for confounding showed no association between culling and TB incidence for Somerset, or for either of the buffer areas for the first two years since culling began. A weak association was observed in Gloucestershire for Year 1 only. Multivariable analysis adjusting for confounding factors showed that reductions in TB incidence were associated with culling in the first two years in both the Somerset and Gloucestershire intervention areas when compared to areas with no culling (IRR: 0.79, 95%CI: 0.72-0.87, p<0.001 and IRR: 0.42, 95%CI: 0.34-0.51, p<0.001 respectively). An increase in incidence was associated with culling in the 2 km buffer surrounding the Somerset intervention area (IRR: 1.38, 95%CI: 1.09-1.75, p=0.008), but not in Gloucestershire (IRR: 0.91, 95%CI: 0.77-1.07, p=0.243). As only two intervention areas with two yearsâ of data are available for analysis, and the biological cause-effect relationship behind the statistical associations is difficult to determine, it would be unwise to use these findings to develop generalisable inferences about the effectiveness of the policy at present

Young people today: news media, policy and youth justice
The new sociology of childhood sees children as competent social agents with important contributions to make. And yet the phase of childhood is fraught with tensions and contradictions. Public policies are required, not only to protect children, but also to control them and regulate their behaviour. For children and young people in the UK, youth justice has become increasingly punitive. At the same time, social policies have focused more on children's inclusion and participation. In this interplay of conflict and contradictions, the role the media play is critical in contributing to the moral panic about childhood and youth. In this article, we consider media representations of âantisocialâ children and young people and how this belies a moral response to the nature of contemporary childhood. We conclude by considering how a rights-based approach might help redress the moralised politics of childhood representations in the media
Discovery and integration of Web 2.0 content into geospatial information infrastructures: a use case in wild fire monitoring
Efficient environment monitoring has become a major concern for society to guarantee sustainable development. For instance, forest fire detection and analysis is important to provide early warning systems and identify impact. In this environmental context, availability of up-to-date information is very important for reducing damages caused. Environmental applications are deployed on top of GeospatialInformation Infrastructures (GIIs) to manage information pertaining to our environment. Suchinfrastructures are traditionally top-down infrastructures that do not consider user participation. This provokes a bottleneck in content publication and therefore a lack of content availability. On the contrary mainstream IT systems and in particular the emerging Web 2.0 Services allow active user participation that is becoming a massive source of dynamic geospatial resources. In this paper, we present a webservice, that implements a standard interface, offers a unique entry point for spatial data discovery, both in GII services and web 2.0 services. Against all odds? Forming the planet of the HD196885 binary
HD196885Ab is the most "extreme" planet-in-a-binary discovered to date, whose
orbit places it at the limit for orbital stability. The presence of a planet in
such a highly perturbed region poses a clear challenge to planet-formation
scenarios. We investigate this issue by focusing on the planet-formation stage
that is arguably the most sensitive to binary perturbations: the mutual
accretion of kilometre-sized planetesimals. To this effect we numerically
estimate the impact velocities amongst a population of circumprimary
planetesimals. We find that most of the circumprimary disc is strongly hostile
to planetesimal accretion, especially the region around 2.6AU (the planet's
location) where binary perturbations induce planetesimal-shattering of
more than 1km/s. Possible solutions to the paradox of having a planet in such
accretion-hostile regions are 1) that initial planetesimals were very big, at
least 250km, 2) that the binary had an initial orbit at least twice the present
one, and was later compacted due to early stellar encounters, 3) that
planetesimals did not grow by mutual impacts but by sweeping of dust (the
"snowball" growth mode identified by Xie et al., 2010b), or 4) that HD196885Ab
was formed not by core-accretion but by the concurent disc instability

Citizen Science 2.0 : Data Management Principles to Harness the Power of the Crowd
Citizen science refers to voluntary participation by the general public in scientific endeavors. Although citizen science has a long tradition, the rise of online communities and user-generated web content has the potential to greatly expand its scope and contributions. Citizens spread across a large area will collect more information than an individual researcher can. Because citizen scientists tend to make observations about areas they know well, data are likely to be very detailed. Although the potential for engaging citizen scientists is extensive, there are challenges as well. In this paper we consider one such challenge â creating an environment in which non-experts in a scientific domain can provide appropriate and accurate data regarding their observations. We describe the problem in the context of a research project that includes the development of a website to collect citizen-generated data on the distribution of plants and animals in a geographic region. We propose an approach that can improve the quantity and quality of data collected in such projects by organizing data using instance-based data structures. Potential implications of this approach are discussed and plans for future research to validate the design are described
A Survey of Volunteered Open Geo-Knowledge Bases in the Semantic Web
Over the past decade, rapid advances in web technologies, coupled with
innovative models of spatial data collection and consumption, have generated a
robust growth in geo-referenced information, resulting in spatial information
overload. Increasing 'geographic intelligence' in traditional text-based
information retrieval has become a prominent approach to respond to this issue
and to fulfill users' spatial information needs. Numerous efforts in the
Semantic Geospatial Web, Volunteered Geographic Information (VGI), and the
Linking Open Data initiative have converged in a constellation of open
knowledge bases, freely available online. In this article, we survey these open
knowledge bases, focusing on their geospatial dimension. Particular attention
is devoted to the crucial issue of the quality of geo-knowledge bases, as well
as of crowdsourced data. A new knowledge base, the OpenStreetMap Semantic
Network, is outlined as our contribution to this area. Research directions in
information integration and Geographic Information Retrieval (GIR) are then
reviewed, with a critical discussion of their current limitations and future
prospects
Inferring the Scale of OpenStreetMap Features
International audienceTraditionally, national mapping agencies produced datasets and map products for a low number of specified and internally consistent scales, i.e. at a common level of detail (LoD). With the advent of projects like OpenStreetMap, data users are increasingly confronted with the task of dealing with heterogeneously detailed and scaled geodata. Knowing the scale of geodata is very important for mapping processes such as for generalization of label placement or land-cover studies for instance. In the following chapter, we review and compare two concurrent approaches at automatically assigning scale to OSM objects. The first approach is based on a multi-criteria decision making model, with a rationalist approach for defining and parameterizing the respective criteria, yielding five broad LoD classes. The second approach attempts to identify a single metric from an analysis process, which is then used to interpolate a scale equivalence. Both approaches are combined and tested against well-known Corine data, resulting in an improvement of the scale inference process.
