    A Formal Definition of Perfect Bayesian Equilibrium for Extensive Games

    Often, perfect bayesian equilibrium is loosely defined by stating that players should be sequentially rational given some beliefs in which Bayes rule is applied “whenever possible”. We show that there are games in which it is not clear what “whenever possible” means. Then, we provide a simple definition of perfect bayesian equilibrium for general extensive games that refines both weak perfect equilibrium and subgame perfect equilibrium.non-cooperative game theory, equilibrium concepts, perfect bayesian, Bayes rule.

    Unbiased Rounding for HUB Floating-point Addition

This format simplifies two’s complement and roundto- nearest operations by preventing any carry propagation. This saves power consumption, time and area. Taking into account that the IEEE floating-point standard uses an unbiased rounding as the default mode, this feature is also desirable for HUB approaches. In this paper, we study the unbiased rounding for HUB floating-point addition in both as standalone operation and within FMA. We show two different alternatives to eliminate the bias when rounding the sum results, either partially or totally.     Fast HUB Floating-point Adder for FPGA

    Several previous publications have shown the area and delay reduction when implementing real number computation using HUB formats for both floating-point and fixed-point. In this paper, we present a HUB floating-point adder for FPGA which greatly improves the speed of previous proposed HUB designs for these devices. Our architecture is based on the double path technique which reduces the execution time since each path works in parallel. We also deal with the implementation of unbiased rounding in the proposed adder.     Productive Development Policies in Costa Rica: Market Failures, Government Failures, and Policy Outcomes

    This paper analyzes five Productive Development Policies (PDPs) implemented in Costa Rica, finding that they are not optimally addressing market failures. Moreover, government failures rather than market failures represent the main justification for PDPs. Even in the presence of market failures, the policy instruments applied are not necessarily the most economically efficient but rather the most politically feasible options. In addition, the lack of policy evaluation and monitoring prevents adjustments and corrections of such policies. Addressing the arguments for policy intervention and incorporating the results of evaluation into policy design and reform are necessary conditions for success. In spite of positive policy outcomes, limitations to enhance competitiveness and create the conditions for productivity growth are still present. An umbrella approach in the case of those PDPs that reinforce each other is necessary for productivity growth.Policy Analysis, Policy Making, Industrial Policy, Costa Rica

    Improving logistics costs for transportation and trade facilitation

    Access to basic infrastructure services - roads, electricity, water, sanitation - and the efficient provision of the services, is a key challenge in the fight against poverty. Many of the poor (and particularly the extreme poor) in rural communities in Latin America live on average 5 kilometers or more from the nearest paved road, which is almost twice as far as non-poor rural households. There have been major improvements in access to water, sanitation, electricity, telecommunications, ports, and airports, but road coverage has not changed much, although some effort and resources have been invested to improve the quality of road networks. This paper focuses on the main determinants of logistics costs and physical access to services and, whenever possible, provides evidence of the effects of these determinants on competitiveness, growth, and poverty in Latin American economies. The analysis shows the impact of improving infrastructure and logistics costs on three fronts - macro (growth), micro (productivity at the firm level), and poverty (the earnings of poor/rural people). In addition, the paper provides recommendations and solutions that encompass a series of policies to reduce the prevalent high logistics costs and limited access to services in Latin America.     Ahorro y crecimiento económico: evidencia empírica de causalidad para el período 1970-2002

    El ahorro es un tema de discusión siempre presente en los diversos ámbitos académicos, políticos y sociales del país. Es así porque el ahorro es considerado un elemento esencial en el proceso de acumulación de capital y para el crecimiento económico. Tal fenómeno ejerce presión sobre el nivel de ahorro en el país y sobre la necesidad de recursos. Por ello, es clara la importancia de un estudio acerca del ahorro en Ecuador, de las cuales hay que identificar su comportamiento y su relación con otras variables para proponer medidas que impulsen el crecimiento económico. Así pues, la hipótesis fundamental de la presente investigación parte del hecho de que para generar mayor ahorro interno hay que incentivar el crecimiento económico como fuente sana de financiamiento. Por tanto, no se pude incrementar el ahorro interno sino no hay estabilidad económica. Esto significa que se debe hacer sostenible el crecimiento del PIB, fortalecer la balanza de pagos y estabilizar las tasas de interés. Para ello, se realiza un estudio econométrico de la causalidad entre el ahorro y el crecimiento económico de Ecuador, establecer los determinantes del ahorro interno y señalando las relaciones de largo plazo entre las variables

    A Rapid and Efficient Method for Purifying High Quality Total RNA from Peaches (Prunus persica) for Functional Genomics Analyses

Optimized protocols for RNA isolation are necessary to further advance studies in this model species such that functional genomics analyses may be performed. Here we present an optimized protocol to rapidly and efficiently purify high quality total RNA from peach fruits (Prunus persica). Isolating high-quality RNA from fruit tissue is often difficult due to large quantities of polysaccharides and polyphenolic compounds that accumulate in this tissue and co-purify with the RNA. Here we demonstrate that a modified version of the method used to isolate RNA from pine trees and the woody plant Cinnamomun tenuipilum is ideal for isolating high quality RNA from the fruits of Prunus persica. This RNA may be used for many functional genomic based experiments such as RT-PCR and the construction of large-insert cDNA libraries
