The study is devoted to the analysis of the processes of transfer and transformation of technological knowledge and their carriers on the mesotrajectory of innovative development. At the same time, the mesounit (population - technological rule) is considered as a connected network set that combines the tangible and intangible assets of actors, their dynamic abilities and social ties. In studying network interactions, the work is essentially based on the sociological theory of networks, the logic of which is that networks of interactions (tangible and intangible ties) of actors can arise not only when economic ties are already embedded in social ties, but also much earlier, when they are still absent. Networks are studied in relation to the phases of the trajectory and considered from the point of view of achieving the goals of actors at these phases. It is shown that each phase realizes its own paradigm of network development: dynamic in the first phase of the trajectory, organic in the second and mechanical in the third. The examples of (inter)action of networks in each of these phases are give

The problem of the mean-square optimal estimation of the linear functionals which depend on the unknown values of a periodically correlated stochastic sequence from observations of the sequence with missings is considered. Formulas for calculation the mean-square error and the spectral characteristic of the optimal estimate of the functionals are proposed in the case where spectral densities of the sequences are exactly known. Formulas that determine the least favorable spectral densities and the minimax spectral characteristics are proposed in the case of spectral uncertainty, when spectral densities of sequences are not exactly known but the class of admissible spectral densities is given. Meso Trajectories in the National Innovation System and Their Regulation

The mesotrajectory is presented as a three-phase process of the development of mesopopulations: emergence (origination), diffusion (acceptance, assimilation and adaptation) and retention of a new rule (innovation). The central category of the NIS, i.e. knowledge, is considered from two positions: as a set of specific rules and as the most critical innovation resource. The proposed methodology also describes the three phases of mesostructure dividing each of them into two series–parallel sub-phases and incorporating them in the design of niches, technological and market ones. The methodology allows specifying the effect of the evolutionary selection and intermittent development of meso-units in the first two phases, as well as the mechanisms of changing the socio-technological regime in the third phase. The study set and analyse policy for creating motivation for innovative behaviour at different phases of the mesotrajectory. The actors’ mesopopulation are represented as carriers of the properties of knowledge-rules-resources. The knowledge of the actor is taking into account not only as a rule but a factor breaking the mesotrajectory. Among other characteristics of mesotrajectory discontinuity, intermittent equilibrium is taken into consideration in the study. The problem of regulating trajectory continuity is analysed in the framework of public policy

The problem of the mean-square optimal estimation of the linear functionals which depend on the unknown values of a stochastic stationary process from observations of the process with missings is considered. Formulas for calculating the mean-square error and the spectral characteristic of the optimal linear estimate of the functionals are derived under the condition of spectral certainty, where the spectral density of the process is exactly known. The minimax (robust) method of estimation is applied in the case where the spectral density of the process is not known exactly while some sets of admissible spectral densities are given. Formulas that determine the least favourable spectral densities and the minimax spectral characteristics are derived for some special sets of admissible densities. The paper investigates the relationship between the factors of innovation activity, which determine to the greatest extent the scale of innovation product diffusion in regional markets. These factors are identified based on the training of linear regression and random forest models, for which the data of the Federal State Statistics Service for the period from 2000 to 2020 are used. Different ratios of factors allow us to identify innovative strategies and the regions most committed to them. In addition, the paper conducts trajectories of the regions' movement depending on the dynamics of the factors' change over time. It also considers the mutual influence of the highlighted main indicators on other characteristics of the innovation process at the regional level

Micro-Raman study of nanocomposite porous films with silver nanoparticles prepared using pulsed laser deposition

Nanocomposite porous films with silver nanoparticle (Ag NP) arrays were prepared by the pulsed laser deposition from the back flux of erosion torch particles in argon atmosphere on the substrate placed at the target plane. Preparation conditions of the films were set by argon pressure, energy density of laser pulses, their amount and substrate position relatively to the torch axis. The films were prepared with gradient thickness, variable Ag NP sizes and distance between them along the length of substrate as well as corresponding maxima in the spectra of local surface plasmon absorption. Plasmon effects of the Raman scattering enhance in the matter of the Ag NP shell gave the opportunity to register the spectral bands caused by an extremely small quantity of silver compounds with oxygen and carbon. The possible nature of individual bands in the Raman spectrum was analyzed. The obtained results are important for interpretation of the Raman spectra of analytes based on the prepared SERS substrates
