    Community Fiber Broadband in North Carolina: A Comparative Analysis

    Private companies are generally viewed as the standard and most efficient providers of high-tech networked services such as broadband. When and under what conditions may other institutions provide these services equally effectively? In particular, what are the conditions under which the public provision of broadband is a viable option for communities? This paper provides a comparative analysis of different models of public and community-owned fiber broadband in North Carolina. I argue that public broadband initiatives, whether provided by a municipality or another community-owned agency, can serve important equity goals aimed at providing, supporting, and accelerating high-speed internet connections in underserved places where private providers are reluctant to provide adequate and affordable broadband. However, equity goals do not automatically presuppose that municipalities, often seen as generalists and notoriously under-resourced in terms of funding and staff, may efficiently and successfully deliver a technically sophisticated service such as broadband. This paper analyzes three case studies of community-owned fiber broadband networks in North Carolina to distill key lessons about the conditions under which public actors succeeded in efficiently providing broadband to their jurisdictions. I find that five significant themes cut across cases of successful public or community broadband in North Carolina. These include: (i) the presence of persistent local market failures that triggered the entry of the public sector into broadband provision in the first place, (ii) prior involvement in other networked services, such as electric and telephone services, on to which fiber broadband would be layered, (iii) the presence of skilled, technically adept administrators on the staff of the municipality in leadership roles, (iv) the presence and recognition of regional market opportunities, as well as the ability to leverage them, and (v) the presence of clear accountability and performance pressures, as well as measures of reciprocity in design, implementation, and management of the service. Results indicate that public actors may successfully undertake broadband initiatives when the proper conditions are present. This paper provides insights for future community broadband efforts, especially in smaller communities with limited market ranges, and offers important takeaways for policy and practice.Master of City and Regional Plannin

    The Investment Funds Industry in Ireland. A Statistical Overview

    This article launches a new data series on the assets and liabilities of investment funds (IFs). For the first time in Ireland, individual fund types are identified, including hedge funds. The article discusses how the new data will enhance analysis of the funds industry and their role in financial intermediation. From the establishment of the IFSC in 1987, the size of the IF sector in Ireland has increased rapidly, and Irish resident investment funds (not including money market funds) had €414.6 billion of assets under management in September 2009. Included in the article is a detailed quarterly balance sheet for four different fund types (equity, bond, hedge and other) covering four quarters, starting in the final quarter of 2008. Data on transactions are also included along the same breakdown as assets and liabilities. This article also presents data on money market funds (MMFs), to give a comprehensive overview of the size of investment funds resident in Ireland.

    A Comparison of Proposed Air Expeditionary Force Packages Using the Thunder Campaign Simulation Program

    There are currently only two force packages under consideration for Air Expeditionary Force (AEF) deployment: the Eagle package and the Falcon package. This thesis examines these and three other force packages for operational feasibility. The comparisons made between the five packages were based on five operational measures and two which describe the logistics involved with deploying each package. The operational measures and one logistics measure are obtained from the THUNDER simulation software package. The other logistics measure, amount of short-tons of cargo required to support each package, was obtained from the Logistics Plans office at HQ ACC. The principal contribution is a methodology for modeling and analyzing AEF packages using THUNDER and statistical tools. A key result (based on two notional scenarios) was that adding additional F-16 aircraft to the single MDS (all F-16) package had a negligible impact on many of the measures. Furthermore, the single MDS package recorded the most air-to-air kills and enemy ground targets destroyed. These are counterintuitive, because two of the other packages contained equal numbers of F-15Cs and F-15Es. Note that these results should be verified by using an actual theater scenario for THUNDER

    EXPERIMENTAL RESULTS FOR VISCOSITY MEASUREMENTS PERFORMED ON THE INTERNATIONAL SPACE STATION USING DROP COALESCENCE IN MICROGRAVITY

    Current commonly use viscosity measurement techniques cannot be used for all types of fluids. For fluids in the under cooled region a new method of measuring the viscosity is required. A process of viscosity measurement, by measuring the speed of droplet coalescence in a microgravity environment, was developed. This paper analyses validation experiments performed on the International Space Station. Four experiments were analyzed. Two of the experiments provided results consistent with the known value for the viscosity. One of the experiments did not provide sufficient data for analysis. The final experiment had possible errors due to the experimental setup. The resulting data from these experiments demonstrated that the method is feasible. However, more experiments are needed to fully verify the process

    The potential of abalone stock enhancement in the Eastern Cape Province of South Africa

    The largest abalone in South Africa, the perlemoen, Haliotis midae, occurs along approximately two-thirds of the country's coastline, but has only been the target of an extensive commercial fishery in the south-western part of South Africa. Large-scale illegal fishing has however proliferated throughout its entire range over the last 10–15 years, which has had serious effects on stock abundance and once productive populations are facing economic collapse. Abalone stock enhancement has been put forward as an addition or alternative to traditional fisheries management practices, which can potentially rehabilitate overfished abalone populations and enhance natural production. The aim of this project was to investigate the potential of abalone stock enhancement for managing an area in the Eastern Cape Province, which was being subjected to intense illegal fishing pressure. A research approach was adopted to investigate the scale and effects of this poaching and to investigate the survival of artificially cultured abalone seed in the natural environment. A model of a commercial-scale ranching operation was investigated to assess the economic feasibility of such a scheme. Analysis of poaching cases and research samples from Cape Recife indicated high levels of fishing effort that appeared to be causing the observed declines in emergent abalone abundance and average size. Poaching cases from Cape Recife contributed 32% of the total number of cases of known origin in the Eastern Cape Province from 1998–2002, with the majority of the cases (82%) originating from within the Port Elizabeth metropole. There was an exponential increase in the number of poaching cases in the Eastern Cape Province (r²=0.967) and Port Elizabeth over this period but actual annual total catch stabilized, particularly at Cape Recife, where estimates of CPUE declined significantly from 2000–2002 (p85% in confiscations and research collections, and did not change significantly over the period of examination. Comparison of illegal catches with an adjacent site indicated that the emergent abalone population at Cape Recife had a significantly higher proportion of undersized emergent animals (p<0.001) and they were significantly smaller than the abalone from the closest site, Noordhoek, and other areas in Port Elizabeth from 2000–2002 (p<0.001). The apparent declines in emergent abalone abundance indicated by the poaching data were corroborated by sampling of emergent abalone abundance at Cape Recife. Numbers of abalone declined significantly from 125.6 to 53.8 per 20min count (p<0.001), from April 1998–October 2001 and density declined from 1.3 to 0.8m⁻² over a similar period (p<0.001). Juvenile density did not change over this period, although there were significant differences in density observed between two different habitats (p<0.001). Initial releases of cultured juvenile abalone showed that they could be distinguished from their wild counterparts for at least a year after release, by their different shell colouration. Short-term, small-scale trials (7–10 days) using animals between 17 and 30mm SL had mean survival rates of 64–82% (mean 70.4%) and the effect of size on survival was not significant in most cases, although the power to detect differences was low. Attempts to measure the effect of habitat on survival were not conclusive, although refuges under sea urchins appeared to be favoured by both seed and wild abalone, although urchins were not an absolute requirement for survival. Similar medium-term trials (31–74 days) in sheltered sites yielded mean returns of 53.1% using 25mm SL animals and similar trials in a more exposed area had more variable survival rates of between 18.4 and 73.6%, after 25–27 days. A comparison between careful hand-seeding and surface-scattering seed release methods in the open-ocean habitat showed no significant differences in survival rate after 41 days. Larger seed survived significantly better than the smaller seed when scattered on the surface (p<0.0001) and the smaller seed survived significantly better when seeded carefully by hand onto the substrate (p<0.028). Further medium-term releases of large numbers of seed abalone, released using the surface-scattering method in open-ocean habitat, gave mean survival rates of 32.8% over periods of 83–114 days. Assessment of a seeding trial using release modules to seed juvenile animals in the open-ocean was hampered by poor sea conditions and difficult to search substrates, and a mean recovery rate of 3.1% was obtained for the sites that were sampled. Movement of seed was low in the more sheltered sites, and also appeared to be affected by the amount of available habitat. Growth of seed was measured using changes in shell colouration and there were significant differences between areas. An average growth of 1.6mm.month⁻¹ shell length was calculated for all areas. The potential for commercial scale abalone ranching to be used to enhance a territorial user right fishery was investigated using a model of economic feasibility. Internal rates of return of 30.3 and 36.9% were obtained from two harvest regimes using different harvest sizes. There was a high degree of risk associated with these figures owing to a lack of consistent seed survival rate estimates, and the input parameters, which are subject to variation, showed a significant effect on profitability. The operation of this type of ranching scheme is probably not economically feasible as a stand-alone operation but could probably be operated effectively in conjunction with an existing abalone farm. By adding a small wild catch component the profitability of a ranching scheme could be significantly improved. The results of the present study indicate that high levels of poaching at Cape Recife have led to declines in emergent abalone abundance, which will probably lead to stock collapse in the near future. This implies that fisheries managers have failed to fulfil the provisions of fisheries policy in South Africa. The present results from seeding trials show that cultured juveniles can survive and make a contribution to overall stock abundance. Furthermore, while there are obstacles to economic feasibility, commercial ranching has the potential to be a valuable addition to current abalone management strategy

    Properties of the Strange Axial Mesons in the Relativized Quark Model

    We studied properties of the strange axial mesons in the relativized quark model. We calculated the K1K_1 decay constant in the quark model and showed how it can be used to extract the K1(3P1)K1(1P1)K_1 (^3P_1) - K_1 (^1P_1) mixing angle (θK\theta_K) from the weak decay τK1ντ\tau \to K_1 \nu_\tau. The ratio BR(τντK1(1270))/BR(τντK1(1400))BR(\tau \to \nu_\tau K_1 (1270))/BR(\tau\to \nu_\tau K_1(1400)) is the most sensitive measurement and also the most reliable since the largest of the theoretical uncertainties factor out. However the current bounds extracted from the TPC/Two-Gamma collaboration measurements are rather weak: we typically obtain 30oθK50o-30^o \lesssim \theta_K \lesssim 50^o at 68\% C.L. We also calculated the strong OZI-allowed decays in the pseudoscalar emission model and the flux-tube breaking model and extracted a 3P11P1^3P_1 - ^1P_1 mixing angle of θK45o\theta_K \simeq 45^o. Our analysis also indicates that the heavy quark limit does not give a good description of the strange mesons.Comment: Revised version to be published in Phys. Rev. D. Minor changes.     Social networks and barriers to ART adherence among young adults (18–24 years) living with HIV at selected primary health facilities of South-Western Uganda: A qualitative study

    Background Young adults living with HIV (YALWH) struggle to maintain high levels of adherence to antiretroviral therapy (ART) because of numerous barriers. This study describes the social networks of YALWH (18–24 years), their barriers to ART adherence, and the perceived role of social networks in overcoming those barriers. Methods This study used a qualitative descriptive research design. Twenty-three (23) YALWH who were on ART for a period of greater than one (1) month and had consented to participate in the study were purposively selected from two primary health care facilities in southwestern Uganda. We held four (4) focus group discussions with the YALWH over 5 weeks between the 24th of July and 7th September 2020. Data were audio recorded, transcribed, and entered in Microsoft word 2010. Using the content analysis techniques, data were inductively coded and categories or themes developed. Results Most YALWH belonged to bonding (family, friends, and neighbors), followed by bridging (informal groups), and linking (health professionals) social networks, respectively. Most YALWH, irrespective of gender, had close connections with their mothers or elder sisters. The commonest form of bridging networks was informal community groups that provided financial services, whereas the linking ones comprised health professionals’ directly involved in HIV patient care such as nurses, counselors, and their affiliates (expert clients or clinic based peer supporters), who occasionally acted as bonding networks. Structural barriers to ART adherence (eg, stigma) were the most cited, followed by medication- (eg, pill burden), and patient-related barriers (eg, non-disclosure of HIV status). Bonding networks were perceived to help overcome patient, medication, and structural barriers to ART adherence. Bridging networks overcame structural and medication-related barriers to ART adherence. Linking networks were perceived to help overcome some health systems and medication-related barriers to ART adherence. Conclusion Bonding social networks seem to play a prominent role in overcoming numerous barriers to ART adherence compared with bridging and linking social networks

    Decorticate, decerebrate and opisthotonic posturing and seizures in Kenyan children with cerebral malaria

    BACKGROUND: Abnormal motor posturing is often observed in children with cerebral malaria, but the aetiology and pathogenesis is poorly understood. This study examined the risk factors and outcome of posturing in Kenyan children with cerebral malaria. METHODS: Records of children admitted to Kilifi district hospital with cerebral malaria from January, 1999 through December, 2001 were reviewed for posturing occurring on or after admission. The clinical characteristics, features of raised intracranial pressure, number of seizures and biochemical changes in patients that developed posturing was compared to patients who did not. RESULTS: Of the 417 children with complete records, 163 (39.1%) had posturing: 85 on admission and 78 after admission to hospital. Decorticate posturing occurred in 80, decerebrate in 61 and opisthotonic posturing in 22 patients. Posturing was associated with age ≥ 3 years (48.1 vs 35.8%, p = 0.01) and features of raised intracranial pressure on funduscopy (adjusted OR 2.1 95%CI 1.2–3.7, p = 0.009) but not other markers of severity of disease. Unlike decorticate posturing, decerebrate (adjusted OR 1.9 95%CI 1.0–3.5) and opisthotonic posturing (adjusted OR 2.9 95%CI 1.0–8.1) were, in addition, independently associated with recurrence of seizures after admission. Opisthotonus was also associated with severe metabolic acidosis (OR 4.2 95%CI 3.2–5.6, p < 0.001). Thirty one patients with posturing died. Of these, 19 (61.3%) had features suggestive of transtentorial herniation. Mortality and neurological deficits on discharge were greatest in those developing posturing after admission. CONCLUSION: Abnormal motor posturing is a common feature of cerebral malaria in children. It is associated with features of raised intracranial pressure and recurrence of seizures, although intracranial hypertension may be the primary cause

    Health-related quality of life and associated factors among patients with diabetes mellitus in Botswana

    Background: Health-related quality of life (HRQOL) is an important aspect of diabetes mellitus care. The objective of the study was to determine the HRQOL of diabetes mellitus (DM) patients in Botswana as little known in Africa. Materials and methods: A cross-sectional study of 380 randomly selected DM patients in a tertiary clinic in Gaborone, Botswana was conducted to obtain Data on HRQOL and structured questionnaire was used to collect information on sociodemographic and clinical characteristics. Multivariate logistic regression to determine sociodemographic and clinical characteristics associated. Results: Majority of patients were female with no formal education or primary level of education. Mean HbA1c was 7.97% (SD: 2.02) and most patients had poor glycemic control. The majority had both worse physical composite score (PCS-12) and mental composite score (MCS-12), with worse proportions of the two. Female gender, older age ≥ 65 years, and the presence of three or more documented diabetic complications were associated with significant worse PCS-12. Presence of two diabetic complications, three or more diabetic complications, and musculoskeletal disease were associated with significant MCS-12. Conclusions: Diabetic patients in Botswana have relatively poor HRQOL. The fact that most patients present late with complications calls for policy attention to diagnose diabetes mellitus early and prevent associated complications, ultimately improving health-related quality of life among diabetes mellitus patients
