    The budgeting mechanism in development companies

    Relevance of the researched problem is caused by the fact that today there is a requirement for a unique, generalized, theoretically and methodically elaborated budgeting mechanism disaggregating the aims of strategic level to the level of structural units of the company. The aim of article is to develop methodical provisions and practical recommendations to harmonize a budgeting mechanism of development companies on the basis of direct interrelation of current budgeting and strategic objectives of company development. The leading approach to a research of this problem is the classical approach allowing revealing sources and directions of financial resources application of commercial organizations and also ensuring their balance. The main results of a research are the expansion of a budgeting concept as a type of financial planning, the author’s technique of budgeting is suggested that is based on the indicators of assets turnover ratio, sales profitability and return on assets as the main characteristics of activity efficiency of a development company. Materials of the article can be useful in financial management enhancement and forming an effective budgeting mechanism in development companies. © 2016 Kovaleva et al

    Features of the course of atopic dermatitis with facial and neck lesions (head and neck)

    Dermatitis of head and neck, also known as “head-and-neck dermatitis” (HNAD), is one of the specific manifestations of atopic dermatitis (AD) in adolescents and young adults. The epidermal barrier dysfunction, skin pathological immune responses, a direct damaging effect of the malassezial flora through the synthesis of virulence factors and mediated by maintaining immune inflammatory responses, as well as the attachment of secondary bacterial flora caused by scratching form the basis of pathogenetic mechanisms of this condition. The properties that define the HNAD rash is a focus on the seborrheic areas (a face, front surface of the neck, décolleté on the chest), severe itching, prolonged course, exacerbation characterized by excessive sweating. It appears that fungi of the genus Malassezia can play a role in the development of the disease. While they are considered to be part of the normal skin microbiome, a significant increase in the severity of atopic dermatitis was observed in patients with Malassezial flora, which was the reason for the theories devoted to the role of Malassezia spp. as a trigger of the disease. Atopic dermatitis can also develop as a side effect of using targeted therapy with IL4/13 blockers, which is explained at the present day by a shift of the immune response towards a Th-17-mediated reaction. The combination of both infectious and immune-mediated lesions in HNAD determines the necessity of an integrated approach to the therapy, in particular the use of topical combination drugs as  the first-line therapy. The topical glucocorticosteroid (TGCS) therapy is aimed at suppressing the immune reactions that are responsible for inflammation in the skin, antifungal therapy is required to suppress the activity of the malassesial flora, and, finally, a secondary bacterial infection requires the prescription of topical antibacterial drugs

    Current views on the possibility of cervical insufficiency correction

    The main role in spontaneous abortion in 2nd and 3d trimesters is assigned to cervical insufficiency. According to a number of researchers, bed rest, elevated lower limbs, restriction of physical activity, tocolysis, antibacterial therapy do not affect the prolongation of pregnancy and are ineffective for preventing premature spontaneous labor. Correction of cervical insufficiency can be carried out by a vaginal form of progesterone, cerclage, pessary. The use of vaginal progesterone is justified in women with recurrent miscarriage, a history of premature birth, and shortening of the cervix to less than 25 mm. Indications for surgical correction are limited to patients with habitual loss of pregnancy due to cervical weakness or a history of premature birth. In the absence of significant obstetric history, cerclage has no advantages over the use of progesterone. The optimal time for cerclage is up to 20 weeks of pregnancy. Unlike progesterone cerclage has complications, the frequency and severity of which are attributable to the timing and indications for correction. Transabdominal cerclage is performed only when there is a technical impossibility of vaginal access due to the absence of a vaginal part of the cervix or after unsuccessful attempts of vaginal cerclages. Most often, the use of a pessary is associated with the diagnosis of a short cervix in terms of more than 24 weeks of gestation in the absence of an aggravated history. The combined use of gestagens, pessary and cerclage does not increase the efficiency of carrying a singleton pregnancy. Methods for the prevention of preterm delivery in multiple pregnancy, such as the introduction of a specialized outpatient service, bed rest, antibacterial therapy, progesterone, preventive cerclage or the insertion of a pessary do not change the incidence and mortality of newborns

    The UV Effect on the Chemiresistive Response of ZnO Nanostructures to Isopropanol and Benzene at PPM Concentrations in Mixture with Dry and Wet Air

    Towards the development of low-power miniature gas detectors, there is a high interest in the research of light-activated metal oxide gas sensors capable to operate at room temperature (RT). Herein, we study ZnO nanostructures grown by the electrochemical deposition method over Si/SiO2_{2} substrates equipped by multiple Pt electrodes to serve as on-chip gas monitors and thoroughly estimate its chemiresistive performance upon exposing to two model VOCs, isopropanol and benzene, in a wide operating temperature range, from RT to 350 °C, and LED-powered UV illumination, 380 nm wavelength; the dry air and humid-enriched, 50 rel. %, air are employed as a background. We show that the UV activation allows one to get a distinctive chemiresistive signal of the ZnO sensor to isopropanol at RT regardless of the interfering presence of H2_{2}O vapors. On the contrary, the benzene vapors do not react with UV-illuminated ZnO at RT under dry air while the humidity’s appearance gives an opportunity to detect this gas. Still, both VOCs are well detected by the ZnO sensor under heating at a 200–350 °C range independently on additional UV exciting. We employ quantum chemical calculations to explain the differences between these two VOCs’ interactions with ZnO surface by a remarkable distinction of the binding energies characterizing single molecules, which is −0.44 eV in the case of isopropanol and −3.67 eV in the case of benzene. The full covering of a ZnO supercell by H2_{2}O molecules taken for the effect’s estimation shifts the binding energies to −0.50 eV and −0.72 eV, respectively. This theory insight supports the experimental observation that benzene could not react with ZnO surface at RT under employed LED UV without humidity’s presence, indifference to isopropanol

The Olympics legacy is the development of mass rather than professional sport. Six years passed since Sochi Olympics and now it is time to evaluate and analyze the intangible aspect of the mega-sports event legacy. We analyzed the data on the overall growth in the number of people systematically involved in physical education and sports in Russia from 2008 to 2019. The study findings suggest a significant positive impact of the Olympics on people’s lifestyle. Over the decade, the number of people involved in physical education and sports in Russia increased 2.5 times. The main positive effect is revealed in young people

    The multiple system ADS 9626: A quadruple star or an encounter of two binaries?

    © 2014, Pleiades Publishing, Ltd. The parameters of the quadruple system ADS 9626 (µ Boo) are analyzed. The system consists of two double stars: the Aa pair with an angular separation of ρ = 0.08″ and the BC pair with an angular separation of ρ = 2.2″, separated by ρ = 107″ and having the same parallaxes and proper motions. Position observations with the Pulkovo 26″ refractor have yielded from direct astrometric measurements the difference in the apparent magnitudes and the component-mass ratio for the BC subsystem: Δm = 0.59 ± 0.06, M(B)/M(C) = 1.18 ± 0.02. Spectroscopy with the Russian-Turkish 1.5-m telescope has yielded the radial velocities and physical parameters of the Aa, B, and C components. Speckle-interferometric observations with the 6-m telescope of the Special Astrophysical Observatory have provided the first measurements of the magnitude difference in the close Aa subsystem: Δm = 0.46 ± 0.03 (λ = 5500 Å) and Δm = 0.41 ± 0.03 (λ = 8000 Å). The new observations are consistent with the known orbits, which were used to find the radial velocities for the centers of mass of the inner subsystems. Themotion of the outer pair, Aa-BC, is studied using the apparent motion parameters (AMP) method. It is not possible to derive an elliptical orbit for this pair; the elements of a hyperbolic orbit have been estimated. The difference of the heavy-element abundances for the Aa and BC subsystems of 0.5 dex confirms that these pairs have a different origin. This suggests that we are observing here a close encounter of two binary stars

    CHANGES OF CLINICAL AND RADIOGRAPHIC PARAMETERS DURING DENOSUMAB THERAPY IN RHEUMATOID ARTHRITIS PATIENTS RECEIVING GLUCOCORTICOIDS: PRELIMINARY RESULTS

    When treating rheumatoid arthritis (RA), it is important not only to suppress inflammation, but also to prevent local and generalized bone loss, particularly in patients receiving glucocorticoids (GC). Denosumab is a fully human monoclonal antibody that binds receptor activator of nuclear factor kappa B ligand (RANKL), prevents its interaction with receptor on osteoclasts, reduces their activity, and inhibits bone resorption.Objective: to evaluate the effect of 12-month therapy with denosumab on bone mineral density (BMD) of the axialand peripheral skeleton and destructive changes in the hand and foot joints of RA patients receiving GC.Subjects and methods. Fifty-two postmenopausal women with RA concurrent with osteoporosis received subcutaneous denosumab 60 mg twice: at baseline and 6 months later. BMD was measured before drug administration and after 12 months of a follow-up, by applying dual-energy X-ray absorptiometry of three sections: the lumbar spine (LI–IV), femoral neck (FN), and distal forearm (DF). Radiographic changes in the hand and foot joints were assessed using the Sharp method modified by van der Heijde (SVH) at baseline and 12 months later.Results and discussion. The patients’ mean age was 58.4±6.4 years; the mean RA duration – 19.0±10.9 years. Antiinflammatorytherapy was performed in all the patients, including 30 (57.7%) who received GC. The mean BMD during follow-up increased from 0.814±0.101 to 0.848±0.103 g/cm2 in LI–IV (p<0.001), from 0.629±0.089 to 0.641±0.090 g/cm2 in FN (p=0.02), and from 0.497±0.094 to 0.502±0.091 g/cm2 in DF (р=0.34). The patients receiving and not  receiving GC showed a significant increase in LI–IV BMD and a tendency for its rise in FN and DF. There was a significant increase of X-ray changes in the hand and foot joints. Seven of the 52 patients were found to have a larger number of erosions: 33.0 [4.0; 78.0] at baseline and 39.0 [5.0; 90.0] after 12 months (p=0.017); 5 patients had a larger number of narrowed joint spaces: 119.0 [18.0; 140.0] and 124.0 [20.0; 146.0] (р=0.043); the total SVH score increased in 8 patients: 175.5 [54.0; 221.5] and 182.0 [57.0; 235.0] (р=0.011), respectively. Moreover, dividing the patients into groups according to the use of GC revealed significant increase of the number of erosions and total SVH scores only in the patients receiving GC.Conclusion. Therapy with subcutaneous denosumab 60 mg twice a year at a 6-month interval could significantly increase LI–IV BMD regardless of GC intake.
